Ce qui est clair, en revanche, c&rsquo;est que de nombreux secteurs et entreprises continuent \u00e0 en ressentir les effets. Afin de continuer \u00e0 soutenir les entreprises et les travailleurs dans le cadre de cette crise, les partenaires sociaux sont parvenus \u00e0 un accord important au sein du Conseil national du travail (CNT) concernant une s\u00e9rie de dossiers relatifs \u00e0 la crise du coronavirus.<!--more--><\/p>\n<p>Le premier point de l\u2019accord concerne <strong><em>la prolongation de la CCT relative au r\u00e9gime de ch\u00f4mage \u00e9conomique pour employ\u00e9s et au r\u00e9gime transitoire corona<\/em><\/strong>. Bien que le nombre de travailleurs en ch\u00f4mage temporaire pour cause de force majeure diminue progressivement depuis quelques semaines, le ch\u00f4mage temporaire demeure un syst\u00e8me important pour aider les entreprises \u00e0 traverser la crise tout en prot\u00e9geant le pouvoir d\u2019achat des travailleurs. C\u2019est pourquoi les partenaires sociaux ont d\u00e9cid\u00e9 de prolonger r\u00e9troactivement la CCT n\u00b0147\/147bis \u2013 qui avait \u00e9t\u00e9 conclue au d\u00e9but de la crise du coronavirus afin de permettre aux secteurs et entreprises n\u2019ayant pas conclu de CCT \u00e0 ce sujet de recourir au ch\u00f4mage temporaire pour raisons \u00e9conomiques pour employ\u00e9s \u2013 du 1er juillet 2020 au 31 d\u00e9cembre 2021 inclus. Cette CCT pr\u00e9voit un compl\u00e9ment \u00e0 charge de l\u2019employeur de 5,63 EUR par jour de ch\u00f4mage temporaire et par travailleur et donne acc\u00e8s au r\u00e9gime de ch\u00f4mage \u00e9conomique classique pour employ\u00e9s ainsi qu\u2019au r\u00e9gime transitoire corona.<\/p>\n<p>Un deuxi\u00e8me point important concerne <strong><em>l\u2019assimilation du ch\u00f4mage temporaire pour cause de force majeure et le calcul des vacances annuelles<\/em><\/strong>. L\u2019assimilation, durant la p\u00e9riode allant du 1er f\u00e9vrier au 30 juin 2020, du ch\u00f4mage corona \u00e0 des prestations de travail effectives, tant pour le p\u00e9cule de vacances que pour le nombre de jours de cong\u00e9, avait d\u00e9j\u00e0 \u00e9t\u00e9 d\u00e9cid\u00e9e par arr\u00eat\u00e9 royal. Les partenaires sociaux ont convenu de prolonger cette assimilation aussi longtemps que s\u2019appliquera le r\u00e9gime de ch\u00f4mage temporaire pour cause de force majeure corona, sous r\u00e9serve d\u2019une compensation pour les employeurs. La philosophie sous-tendant cette compensation est la suivante : plus l\u2019employeur est touch\u00e9 par la crise du coronavirus, plus la compensation augmente, et une intervention doit \u00eatre vers\u00e9e \u00e0 l\u2019ensemble des employeurs qui ont vu augmenter leurs co\u00fbts en raison de cette assimilation alors que leurs travailleurs n\u2019avaient pas travaill\u00e9 durant cette p\u00e9riode. La compensation est calcul\u00e9e sur les retenues effectu\u00e9es sur le p\u00e9cule de vacances brut (cotisations de s\u00e9curit\u00e9 sociale et pr\u00e9compte professionnel). La compensation de ces retenues augmente progressivement \u00e0 partir du moment o\u00f9 l\u2019employeur a eu recours \u00e0 plus de 10% de jours de ch\u00f4mage temporaire au cours du deuxi\u00e8me trimestre 2020, selon les paliers suivants : de 10% \u00e0 20% (compensation de 33%), de 20% \u00e0 50% (compensation de 66%) et plus de 50% (compensation de 100%).<\/p>\n<p>Par ailleurs, les partenaires sociaux se sont \u00e9galement mis d\u2019accord pour <strong><em>prolonger jusqu\u2019\u00e0 la fin de cette ann\u00e9e le gel de la d\u00e9gressivit\u00e9 des allocations de ch\u00f4mage,<\/em><\/strong> qui s\u2019applique depuis le mois d\u2019avril. Ce gel est reli\u00e9 \u00e0 un appel fort aux gouvernements f\u00e9d\u00e9ral et r\u00e9gionaux, pour qu\u2019ils organisent des formations, ainsi qu\u2019aux demandeurs d\u2019emploi, pour qu\u2019ils suivent ces formations, l\u2019accent \u00e9tant mis tout particuli\u00e8rement sur les formations menant \u00e0 un m\u00e9tier en p\u00e9nurie. Enfin, la neutralisation du cong\u00e9 parental corona, du cr\u00e9dit-temps corona et de l\u2019emploi de fin de carri\u00e8re corona sera pr\u00e9vue par le biais d\u2019une modification de la CCT n\u00b0103 pour permettre de rebasculer facilement vers le r\u00e9gime classique de cr\u00e9dit-temps et d\u2019emploi de fin de carri\u00e8re. Concr\u00e8tement, cela signifie qu\u2019un travailleur pourra r\u00e9int\u00e9grer le r\u00e9gime classique de cr\u00e9dit-temps ou d\u2019emploi de fin de carri\u00e8re \u00e0 la fin de l\u2019un de ces r\u00e9gimes corona.<\/p>\n<p>Afin de concr\u00e9tiser la mise en \u0153uvre des diff\u00e9rents points de l\u2019accord, une concertation est pr\u00e9vue demain entre les partenaires sociaux, la ministre de l\u2019Emploi et la Cellule strat\u00e9gique de la ministre des Affaires sociales. Les organisations patronales FEB, Unizo, UCM, Boerenbond et Unisoc appellent le gouvernement et les d\u00e9cideurs politiques \u00e0 consid\u00e9rer cet accord comme un ensemble indivisible et \u00e0 mettre en \u0153uvre les diff\u00e9rents \u00e9l\u00e9ments de l\u2019accord le plus rapidement possible.
