Le premier confinement a eu le plus grand impact, mais cette diminution s&rsquo;est tout de m\u00eame poursuivie durant l&rsquo;automne. Frank Vander Sijpe, Director HR Trends &amp; Insights chez Securex, y voit tout de m\u00eame des \u00e9l\u00e9ments positifs : <em>\u00ab La crise li\u00e9e au coronavirus a \u00e9t\u00e9 un catalyseur pour la num\u00e9risation de la formation. 2021 offre la possibilit\u00e9 de rattraper ce retard : les prestataires, les employeurs, les employ\u00e9s et les formateurs doivent rapidement s\u2019adapter au \u2018new way of learning\u2019. \u00bb<\/em><\/p>\n<p>La formation des employ\u00e9s a beaucoup souffert de la crise li\u00e9e au coronavirus l&rsquo;ann\u00e9e derni\u00e8re. En effet, les employ\u00e9s ont suivi beaucoup moins de formations. C&rsquo;est lors du premier confinement que la baisse a \u00e9t\u00e9 la plus importante, selon les chiffres de Securex, qui a analys\u00e9 les heures de formation de 211.171 salari\u00e9s dans 28.234 entreprises priv\u00e9es.<\/p>\n<p>En 2020, les mois d\u2019avril et mai ont connu la baisse (respectivement -91% et -79%) la plus importante par rapport \u00e0 l\u2019ann\u00e9e pr\u00e9c\u00e9dente. En ao\u00fbt et septembre, les formations se sont l\u00e9g\u00e8rement redress\u00e9es mais durant l&rsquo;automne, le nombre d&rsquo;heures de formation a de nouveau diminu\u00e9, toutefois de fa\u00e7on moins radicale que lors de la premi\u00e8re vague cette fois.<\/p>\n<p>L&rsquo;explication de Guillaume Bosmans, expert HR research chez Securex, r\u00e9side dans le fait que les prestataires de formation ont d\u00fb adapter, de fa\u00e7on inattendue (et acc\u00e9l\u00e9r\u00e9e), leur offre de formations dites classiques \u00e0 des formes d&rsquo;enseignement hybrides ou num\u00e9riques : \u00ab\u00a0<em>Les organismes de formation n&rsquo;\u00e9taient pas suffisamment pr\u00e9par\u00e9s \u00e0 convertir leurs cours en enseignement num\u00e9rique \u00e0 distance. Une p\u00e9riode de reprise a suivi durant l\u2019\u00e9t\u00e9, durant laquelle des formations en groupes plus restreints ont pu avoir lieu la plupart du temps. A l\u2019automne, lors de la deuxi\u00e8me vague, le nombre d&rsquo;heures de formation a de nouveau diminu\u00e9, mais de mani\u00e8re moins radicale qu&rsquo;au printemps. Entre-temps, de nombreuses formations avaient d\u00e9j\u00e0 vraisemblablement recours aux formats d&rsquo;apprentissage hybrides ou enti\u00e8rement num\u00e9riques.\u00a0\u00bb<\/em><\/p>\n<p><strong><em>Une opportunit\u00e9 pour des initiatives suppl\u00e9mentaires<\/em><\/strong><\/p>\n<p>Depuis le 1er janvier 2021, les employeurs qui am\u00e9liorent les comp\u00e9tences de leurs employ\u00e9s par la formation ont droit \u00e0 un nouvel avantage fiscal s&rsquo;ils remplissent certaines conditions. Cet avantage s&rsquo;\u00e9l\u00e8ve \u00e0 11,75% du pr\u00e9compte professionnel qui doit \u00eatre pay\u00e9 sur la r\u00e9mun\u00e9ration totale imposable de tous les employ\u00e9s qui ont suivi la formation.<\/p>\n<p>Iris Tolpe, Partner HR Consulting chez Securex, apporte quelques \u00e9claircissements aux employeurs : \u00ab\u00a0<em>Les avantages fiscaux qui encouragent les employeurs \u00e0 organiser des formations pour leurs collaborateurs ne sont certainement pas n\u00e9gligeables : c&rsquo;est pourquoi il est d&rsquo;autant plus important de rattraper en 2021 les formations manqu\u00e9es l&rsquo;ann\u00e9e pass\u00e9e. En effet, les avantages fiscaux sont calcul\u00e9s sur l&rsquo;ann\u00e9e au cours de laquelle la formation en question est achev\u00e9e. Ainsi, les prestations pour une formation d\u00e9marr\u00e9e l&rsquo;ann\u00e9e derni\u00e8re ne peuvent pas \u00eatre r\u00e9clam\u00e9es tant que la formation n&rsquo;est pas termin\u00e9e.\u00a0\u00bb<\/em><\/p>\n<p>En Wallonie et \u00e0 Bruxelles, les organismes publics charg\u00e9s de dispenser les formations professionnelles se sont adapt\u00e9s aux mesures li\u00e9es \u00e0 la COVID-19 prises par les gouvernements, et ont introduit des programmes d\u2019e-learning lorsque cela \u00e9tait possible. Les gouvernements wallon et bruxellois n&rsquo;ont cependant pas fourni de directives aux organismes publics et aux entit\u00e9s priv\u00e9es pour introduire l&rsquo;e-learning dans les formations. Actuellement, il n\u2019existe pas de plan gouvernemental ou de d\u00e9bat parlementaire sur l&rsquo;introduction de l&rsquo;e-learning comme cons\u00e9quence de la pand\u00e9mie de la Covid-19.<\/p>\n<p>Les mesures gouvernementales visant \u00e0 encourager la formation sont une comp\u00e9tence r\u00e9gionale, de sorte que Securex salue les initiatives des gouvernements wallon et bruxellois, mais il est encore possible de faire beaucoup plus, estime Iris Tolpe de Securex : \u00ab\u00a0<em>Outre les initiatives actuelles, des mesures suppl\u00e9mentaires peuvent certainement \u00eatre prises, que ce soit dans chacune des R\u00e9gions. Par exemple en Flandre, les ch\u00e8ques formation ne peuvent toujours pas \u00eatre utilis\u00e9s pour la formation num\u00e9rique, alors qu&rsquo;il existe une demande en ce sens tant de la part du Parlement flamand que du SERV (Sociaal-Economische Raad van Vlaanderen).\u00a0\u00bb<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><em>Source : l&rsquo;\u00e9chantillon comporte 28.234 entreprises et 211.171 travailleurs du secteur priv\u00e9 belge. Les r\u00e9sultats sont indicatifs et bas\u00e9s sur les donn\u00e9es du secr\u00e9tariat social de Securex.
