Quatre ans plus tard, que r\u00e9v\u00e8le une premi\u00e8re \u00e9valuation de son impact ? La mesure augmente mod\u00e9r\u00e9ment les chances de survie des petites et nouvelles entreprises et les nouvelles modalit\u00e9s ne semblent pas renforcer ces chances. L&rsquo;analyse du Bureau du Plan ne permet toutefois pas de dire si les nouvelles modalit\u00e9s ne r\u00e9pondent pas \u00e0 un besoin des jeunes entreprises ou si ce renforcement a attir\u00e9 un plus grand nombre d\u2019employeurs \u00e0 risque.<!--more--><\/p>\n<p>Les nouvelles entreprises sont souvent des petites structures qui ont une dur\u00e9e de vie limit\u00e9e. Plus de trois quarts d\u2019entre elles d\u00e9marrent une activit\u00e9 salariale avec un volume de travail inf\u00e9rieur \u00e0 un \u00e9quivalent temps plein. Ces cr\u00e9ations d\u2019activit\u00e9s se concentrent principalement dans les secteurs du commerce, de la construction et de l\u2019Horeca.<\/p>\n<p><strong><em>Une mesure flexible qui vise \u00e0 promouvoir l\u2019emploi en soutenant les jeunes entreprises<\/em><\/strong><\/p>\n<p><a href=\"https:\/\/peoplesphere.be\/fr\/les-pme-exonerees-de-cotisations-patronales-pour-leurs-premiers-engagements\/\">La mesure \u00ab\u00a0premiers engagements\u00a0\u00bb<\/a> octroie, sous certaines conditions, une r\u00e9duction de cotisations patronales aux nouveaux et petits employeurs \u00e0 l&rsquo;engagement de salari\u00e9s. En 2012, la mesure ouvre le droit \u00e0 une r\u00e9duction temporaire de cotisations lors de l\u2019engagement des trois premiers travailleurs. En 2014 et 2015, elle est \u00e9tendue respectivement aux quatri\u00e8me et cinqui\u00e8me travailleurs. En 2016, dans le cadre du tax shift, la mesure est de nouveau renforc\u00e9e et comprend, d\u2019une part, une exemption du paiement des cotisations de base illimit\u00e9e dans le temps pour l\u2019engagement du premier travailleur et, d\u2019autre part, une r\u00e9duction temporaire pour les engagements subs\u00e9quents jusqu\u2019au sixi\u00e8me travailleur. Contrairement aux autres r\u00e9ductions de cotisations groupe-cible, elle n\u2019impose aucun crit\u00e8re d\u2019\u00e9ligibilit\u00e9 quant au profil des travailleurs \u00e0 engager et l&#8217;employeur peut, chaque trimestre, d\u00e9signer le travailleur auquel elle s&rsquo;applique.<\/p>\n<p><strong><em>Impact positif mais modeste de la mesure sur la survie des jeunes entreprises<\/em><\/strong><\/p>\n<p>La mesure augmente mod\u00e9r\u00e9ment la probabilit\u00e9 de survie des jeunes entreprises. Pour les entreprises b\u00e9n\u00e9ficiaires de la mesure et ayant d\u00e9marr\u00e9 leur activit\u00e9 en 2012, la probabilit\u00e9 de survie augmente de 54,2% \u00e0 56,9% au terme de sept ans d\u2019activit\u00e9. L\u2019impact est plus important pour les plus \u00ab grands \u00bb employeurs, ceux qui d\u00e9marrent une activit\u00e9 avec un volume de travail sup\u00e9rieur \u00e0 un temps plein. Ce plus grand avantage est probablement li\u00e9 aux r\u00e9ductions pour les engagements subs\u00e9quents, en l\u2019occurrence pour les deuxi\u00e8me et troisi\u00e8me travailleurs.<\/p>\n<p>Pour les employeurs ayant d\u00e9marr\u00e9 leur activit\u00e9 en 2016, l\u2019\u00e9valuation est plus complexe et les r\u00e9sultats sont plus difficiles \u00e0 interpr\u00e9ter. Bien que la mesure a toujours un effet positif sur la probabilit\u00e9 de survie des jeunes entreprises, le renforcement ne g\u00e9n\u00e8rerait pas de gain additionnel apparent. Ce r\u00e9sultat pourrait laisser supposer que les nouvelles modalit\u00e9s ne r\u00e9pondent pas \u00e0 un vrai besoin pendant la phase de lancement d\u2019une jeune entreprise. Toutefois, il pourrait \u00e9galement s\u2019expliquer par les caract\u00e9ristiques des nouveaux employeurs ayant d\u00e9but\u00e9 leur activit\u00e9 en 2016. La mesure a \u00e9t\u00e9 fortement promue lors de son lancement, ce qui aurait pu amener un plus grand nombre de nouveaux employeurs \u00e0 se lancer dans une activit\u00e9 risqu\u00e9e \u00e0 l\u2019aide de la mesure. Notre \u00e9tude ne permet pas de diff\u00e9rencier ces deux effets.<\/p>\n<p>Comme toute \u00e9valuation d\u2019impact, notre \u00e9tude vise \u00e0 \u00e9tablir si une mesure publique atteint ses objectifs. Cette \u00e9tude, r\u00e9alis\u00e9e sur base de donn\u00e9es administratives de l\u2019Office National de la S\u00e9curit\u00e9 Sociale (ONSS) montre que la mesure \u00ab premiers engagements \u00bb telle qu\u2019elle existait en 2012, permettait une augmentation de la probabilit\u00e9 de survie des jeunes entreprises, m\u00eame si celle-ci restait modeste.
