









{"id":11193,"date":"2021-04-27T14:49:53","date_gmt":"2021-04-27T12:49:53","guid":{"rendered":"https:\/\/peoplesphere.be\/fr\/?p=11193"},"modified":"2021-04-27T14:55:49","modified_gmt":"2021-04-27T12:55:49","slug":"securite-sante-travail-crise-a-demontre-faible-resilience-de-nos-systemes-matiere-de-prevention-de-gestion-crises","status":"publish","type":"post","link":"https:\/\/peoplesphere.be\/fr\/securite-sante-travail-crise-a-demontre-faible-resilience-de-nos-systemes-matiere-de-prevention-de-gestion-crises\/","title":{"rendered":"S\u00e9curit\u00e9 &#038; Sant\u00e9 au Travail: la pand\u00e9mie a d\u00e9montr\u00e9 la faible r\u00e9silience de nos syst\u00e8mes en  mati\u00e8re de pr\u00e9vention et de gestion des crises."},"content":{"rendered":"<p>Selon l\u2019Organisation internationale du Travail, il est n\u00e9cessaire d\u2019am\u00e9liorer les politiques nationales de s\u00e9curit\u00e9 et de sant\u00e9 au travail, ainsi que les cadres institutionnels et r\u00e9glementaires, et de les int\u00e9grer dans la r\u00e9ponse aux crises.\u00a0Les pays doivent mettre en place des syst\u00e8mes de s\u00e9curit\u00e9 et de sant\u00e9 au travail (SST) solides et r\u00e9silients qui permettent de r\u00e9duire les risques dans le monde du travail en cas de nouvelle urgence sanitaire, indique l\u2019Organisation internationale du Travail (OIT) dans un rapport publi\u00e9 \u00e0 l\u2019occasion de la Journ\u00e9e mondiale pour la s\u00e9curit\u00e9 et la sant\u00e9 au travail.<!--more--><\/p>\n<p>Cela suppose d\u2019investir dans les infrastructures de SST et de les int\u00e9grer dans les plans nationaux globaux de pr\u00e9paration et de r\u00e9ponse aux crises, afin de prot\u00e9ger la s\u00e9curit\u00e9 et la sant\u00e9 des travailleurs et de favoriser la continuit\u00e9 de l\u2019activit\u00e9 des entreprises.<\/p>\n<p>Le rapport Anticiper, se pr\u00e9parer et r\u00e9pondre aux crises \u2013 Investir maintenant dans des syst\u00e8mes de SST r\u00e9silients \u00e9tudie la pr\u00e9vention et la gestion des risques li\u00e9s \u00e0 la pand\u00e9mie et analyse les autres risques pour la s\u00e9curit\u00e9 et la sant\u00e9 au travail li\u00e9s aux nouveaux am\u00e9nagements du travail r\u00e9sultant des mesures prises pour endiguer la propagation du virus.<\/p>\n<p>Il d\u00e9crit les r\u00f4les essentiels jou\u00e9s par les instituions et les cadres r\u00e9glementaires de s\u00e9curit\u00e9 et de sant\u00e9 au travail pendant la pand\u00e9mie, les m\u00e9canismes de surveillance, les services de sant\u00e9 et de conseil, les donn\u00e9es, la recherche et la formation.<\/p>\n<p><em>\u00abOn ne saurait d\u00e9montrer plus clairement l\u2019importance de se doter d\u2019un environnement solide et r\u00e9silient en mati\u00e8re de s\u00e9curit\u00e9 et de sant\u00e9 au travail. La reprise et la pr\u00e9vention requi\u00e8rent de meilleures politiques nationales, de meilleurs cadres institutionnels et r\u00e9glementaires, correctement int\u00e9gr\u00e9s dans les cadres de r\u00e9ponse aux crises\u00bb<\/em>, a d\u00e9clar\u00e9 le Directeur g\u00e9n\u00e9ral de l\u2019OIT, Guy Ryder.<\/p>\n<p>Depuis l\u2019apparition de la pand\u00e9mie de COVID-19 , les travailleurs de certains secteurs d\u2019activit\u00e9, comme l\u2019urgence, la sant\u00e9 et les soins sociaux, ont \u00e9t\u00e9 particuli\u00e8rement vuln\u00e9rables au risque d\u2019infection. Selon les donn\u00e9es cit\u00e9es dans le rapport, 7 000 soignants sont morts depuis le d\u00e9but de la crise tandis que les 136 millions de travailleurs du secteur sanitaire et social risquent de contracter le COVID-19 au travail.<\/p>\n<p>Les pressions et les risques auxquels ont \u00e9t\u00e9 confront\u00e9s les professionnels de sant\u00e9 pendant la pand\u00e9mie ont \u00e9galement eu des r\u00e9percussions sur leur sant\u00e9 mentale: \u00e0 l\u2019\u00e9chelle mondiale, un travailleur de la sant\u00e9 sur cinq a signal\u00e9 des sympt\u00f4mes de d\u00e9pression et d\u2019anxi\u00e9t\u00e9.<\/p>\n<p>A l\u2019instar des secteurs de la sant\u00e9 et du soin, beaucoup d\u2019autres lieux de travail ont \u00e9t\u00e9 des foyers de contamination par le COVID-19, quand le personnel travaillait en milieu ferm\u00e9 ou passait du temps \u00e0 proximit\u00e9 les uns des autres, y compris dans des h\u00e9bergements collectifs ou les transports en commun.<\/p>\n<p>Analysant les probl\u00e8mes sanitaires dus \u00e0 l\u2019essor spectaculaire du t\u00e9l\u00e9travail pendant la pand\u00e9mie, le rapport affirme que si le t\u00e9l\u00e9travail a \u00e9t\u00e9 essentiel pour limiter la propagation du virus, pour pr\u00e9server l\u2019emploi et l\u2019activit\u00e9 des entreprises et pour donner plus de flexibilit\u00e9 aux travailleurs, il a \u00e9galement brouill\u00e9 les limites entre le travail et la vie personnelle. Soixante-cinq pour cent des entreprises interrog\u00e9es par l\u2019OIT et le R\u00e9seau SST du G20 ont indiqu\u00e9 que les travailleurs ont eu du mal \u00e0 garder le moral pendant le t\u00e9l\u00e9travail.<\/p>\n<p>Le rapport indique que les petites et microentreprises ont souvent \u00e9prouv\u00e9 des difficult\u00e9s \u00e0 satisfaire aux exigences officielles en mati\u00e8re de SST car beaucoup d\u2019entre elles n\u2019avaient pas les ressources n\u00e9cessaires pour s\u2019adapter aux menaces pos\u00e9es par la pand\u00e9mie.<\/p>\n<p>Dans l\u2019\u00e9conomie informelle, une bonne partie des 1,6 milliard de travailleurs, surtout dans les pays en d\u00e9veloppement, a continu\u00e9 de travailler malgr\u00e9 les fermetures, les restrictions de d\u00e9placement et d\u2019interaction sociale, et d\u2019autres mesures. Ces travailleurs courent ainsi le risque d\u2019attraper le virus alors m\u00eame que la plupart d\u2019entre eux n\u2019ont pas acc\u00e8s \u00e0 une protection sociale de base, comme des cong\u00e9s de maladie ou des indemnit\u00e9s journali\u00e8res.<\/p>\n<p>Les normes internationales de travail offrent des orientations sp\u00e9cifiques sur la mani\u00e8re de relever ces d\u00e9fis, r\u00e9duisant ainsi le risque de propagation du virus au travail, indique le rapport.
