Le syndicat chr\u00e9tien ne pouvait manifestement pas rester silencieux face au d\u00e9bat introduit par la classe politique quant \u00e0 un dispositif de sanction pour les demandeurs d&#8217;emploi qui ne souhaitent pas rentrer dans un parcours de formation \u00e0 un des 125 m\u00e9tiers dits en p\u00e9nurie.<!--more--><\/p>\n<p>La CSC rel\u00e8ve que la Constitution belge est exemplaire en termes de droits et de garantie de droits fondamentaux ; c\u2019est ainsi qu\u2019elle consacre en son article 23 le principe selon lequel : <em>\u00ab\u00a0Chacun a le droit de mener une vie conforme \u00e0 la dignit\u00e9 humaine\u2026 notamment le droit au travail et au libre choix d&rsquo;une activit\u00e9 professionnelle dans le cadre d&rsquo;une politique g\u00e9n\u00e9rale de l&#8217;emploi, visant, entre autres, \u00e0 assurer un niveau d&#8217;emploi aussi stable et \u00e9lev\u00e9 que possible, le droit \u00e0 des conditions de travail et \u00e0 une r\u00e9mun\u00e9ration \u00e9quitables, ainsi que le droit d&rsquo;information, de consultation et de n\u00e9gociation collective&#8230; \u00bb<\/em><\/p>\n<p>Le syndicat chr\u00e9tien poursuit : <em>\u00ab\u00a0Dans un contexte de ch\u00f4mage \u00e9lev\u00e9, le rapport de force est toujours en faveur de l\u2019employeur. Symbolique de cet \u00e9tat de fait, on parle de demandeur d\u2019emploi alors que, d\u2019un point de vue \u00e9conomique, il est offreur de main-d\u2019\u0153uvre et c\u2019est l\u2019employeur qui est demandeur. L\u2019offre \u00e9tant plus \u00e9lev\u00e9e que la demande, le prix, \u00e0 savoir le salaire et les conditions de travail, chute.\u00a0En outre, loin de reconna\u00eetre cette obligation constitutionnelle collective, les pouvoirs publics ont retourn\u00e9 cette charge en responsabilit\u00e9 individuelle o\u00f9 c\u2019est la personne sans emploi qui est pr\u00e9sum\u00e9e coupable de ch\u00f4mage volontaire et qui doit prouver son honn\u00eatet\u00e9 : garder les preuves de cette recherche d\u2019emploi alors que nous sommes dans un contexte o\u00f9 il n\u2019y a pas d\u2019emploi pour tout le monde et que ces recherches infructueuses ont un impact d\u00e9l\u00e9t\u00e8re sur la sant\u00e9. Ce qui est un non-sens complet. Les politiques de lutte contre le ch\u00f4mage ont jusqu\u2019\u00e0 pr\u00e9sent \u00e9t\u00e9 guid\u00e9es par le diktat du taux d\u2019emploi alors qu\u2019il y a lieu de garantir un emploi de qualit\u00e9 pour toutes et tous.\u00a0\u00bb<\/em><\/p>\n<p>Chaque ann\u00e9e, \u00e0 l\u2019instar de la rentr\u00e9e litt\u00e9raire, Actiris, le Forem et le VDAB sortent les listes des m\u00e9tiers en p\u00e9nuries ou en tension. Du c\u00f4t\u00e9 syndical, on constate que<em> \u00ab\u00a0ces listes recensent pr\u00e8s d\u2019une centaine de m\u00e9tiers dits en p\u00e9nurie et ce dans divers domaines, autant dire que d\u2019apr\u00e8s ces listes, tous les m\u00e9tiers sont en p\u00e9nurie.<\/em><br \/>\n<em>Nous ne pr\u00e9tendons pas du tout qu\u2019il n\u2019existe pas de tension sur le march\u00e9 de l\u2019emploi; simplement, l\u2019\u00e9quation qui consiste \u00e0 dire que les m\u00e9tiers en p\u00e9nurie sont dus au ch\u00f4mage volontaire nous semble trop simpliste. La plupart de ces m\u00e9tiers exigent des formations qualifiantes inaccessibles pour la plupart des sans-emploi de longue dur\u00e9e. En outre, le probl\u00e8me pour beaucoup de ces m\u00e9tiers est de maintenir les personnes \u00e0 l\u2019emploi plut\u00f4t que de les trouver.<\/em>\u00a0<em>Enfin, il ne suffit pas que les sans-emploi aillent remplir ces fonctions pour r\u00e9gler les probl\u00e8mes (aussi bien du ch\u00f4mage que de la p\u00e9nurie). D\u2019ailleurs, m\u00eame si tous les m\u00e9tiers en p\u00e9nurie \u00e9taient pourvus, cela ne r\u00e9soudrait pas le probl\u00e8me d\u2019un ch\u00f4mage important et structurel.<\/em><br \/>\n<em>Notre analyse, issue des exp\u00e9riences de terrain, nous fait dire que la question est bien plus complexe: conditions de travail difficiles, inad\u00e9quation des formations propos\u00e9es, dipl\u00f4mes \u00e9trangers non reconnus, exigences patronales irr\u00e9alistes et inutiles, volont\u00e9 d\u2019importer une main-d\u2019\u0153uvre \u00e9trang\u00e8re, changements technologiques continus, nomadisme des hauts qualifi\u00e9s, difficult\u00e9s de mobilit\u00e9 interr\u00e9gionale, nombre d\u2019offres d\u2019emploi artificiellement multipli\u00e9es (une m\u00eame offre peut se retrouver \u00e0 divers endroits) ; d\u2019aucuns pr\u00e9tendent qu\u2019avec moins de 6 candidat-e-s valables pour un poste, il y a p\u00e9nurie.\u00a0\u00bb<\/em><\/p>\n<p>Les TSE de la CSC exigent l\u2019application de la Constitution et de ce droit fondamental qu\u2019est le droit \u00e0 l\u2019emploi et \u00e0 la mise en \u0153uvre des politiques de cr\u00e9ation d\u2019emplois convenables : r\u00e9duction collective du temps de travail, territoires z\u00e9ro ch\u00f4meurs de longue dur\u00e9e, cr\u00e9ation d\u2019emplois de proximit\u00e9 adapt\u00e9s, r\u00e9orientation des aides \u00e0 l\u2019emploi\u2026<\/p>\n<p><em>Source : CSC<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Les Travailleurs Sans Emploi (TSE) de la CSC exigent le DROIT \u00e0 l\u2019emploi!
