Au sein m\u00eame du continent europ\u00e9en, la Belgique atteint le 3\u00e8me rang en ce qui concerne la complexit\u00e9, juste derri\u00e8re la France et l&rsquo;Italie.<!--more--><\/p>\n<p>L&rsquo;index pr\u00e9cise encore que 40% des entreprises pr\u00e9voient de moderniser leur gestion administrative d&rsquo;ici 2023.\u00a0 En Belgique sp\u00e9cifiquement, le haut degr\u00e9 de complexit\u00e9 repose notamment sur le calcul brut\/net, sur les diff\u00e9rents niveaux de pouvoirs et les difficult\u00e9s d&rsquo;interpr\u00e9tation des textes r\u00e9glementaires. Par ailleurs, la fr\u00e9quence des modifications de r\u00e9glementation n&rsquo;arrange rien. Le ch\u00f4mage temporaire introduit lors de la pand\u00e9mie contribue \u00e9galement \u00e0 cette complexit\u00e9.<\/p>\n<p><strong><em>Le top 10 des pays dot\u00e9s de la r\u00e9glementation la plus complexe se pr\u00e9sente comme suit :<\/em> <\/strong><\/p>\n<ol>\n<li>France<\/li>\n<li>Italie<\/li>\n<li>Belgique<\/li>\n<li>Allemagne<\/li>\n<li>Espagne<\/li>\n<li>Pologne<\/li>\n<li>Russie<\/li>\n<li>Suisse<\/li>\n<li>Japon<\/li>\n<li>Etats-Unis<\/li>\n<\/ol>\n<p>Refl\u00e9tant un r\u00e9el besoin de modernisation de la paie, les entreprises n\u2019h\u00e9sitent plus \u00e0 remplacer leurs syst\u00e8mes de paie traditionnels par des technologies simplifiant les m\u00e9thodes de calcul et de paiement, selon un nouveau rapport d&rsquo;Alight Solutions (NYSE : ALIT), fournisseur leader de solutions num\u00e9riques int\u00e9gr\u00e9es pour le capital humain et les entreprises, bas\u00e9 sur le cloud.<\/p>\n<p>Pour la premi\u00e8re fois, les syst\u00e8mes h\u00e9berg\u00e9s dans le cloud (61%) ont d\u00e9pass\u00e9 les syst\u00e8mes \u00ab sur site \u00bb (39%) comme plateforme dominante de syst\u00e8me de paie, selon l\u2019Indice Mondial de Complexit\u00e9 de la Paie (IMCP) d\u2019Alight. Un quart des entreprises (36%) ont acc\u00e9l\u00e9r\u00e9 leurs projets de paie num\u00e9rique l\u2019ann\u00e9e derni\u00e8re, et deux tiers (62%) ont pour objectif de r\u00e9aliser leur transformation num\u00e9rique au cours des deux prochaines ann\u00e9es.<\/p>\n<p><em>\u201cLa gestion de la paie devient de plus en plus complexe, et les entreprises doivent de surcro\u00eet s\u2019adapter aux \u00e9volutions d\u00e9mographiques depuis la pand\u00e9mie \u00ab\u00a0<\/em>, d\u00e9clare Luca Saracino, vice-pr\u00e9sident senior, ventes internationales et strat\u00e9gie chez Alight.<em> \u00ab\u00a0Ces m\u00eames entreprises ont r\u00e9ussi \u00e0 maintenir le service de paie \u00e0 un moment o\u00f9 la continuit\u00e9 des activit\u00e9s \u00e9tait compromise, mais la situation \u00e9tait loin d\u2019\u00eatre id\u00e9ale. Il est clair que les responsables RH et paie sont impatients de b\u00e9n\u00e9ficier des avantages offerts par le digital. \u00ab\u00a0<\/em><\/p>\n<p>Selon les personnes interrog\u00e9es, les principaux moteurs de l&rsquo;acc\u00e9l\u00e9ration des projets de paie vers une transition num\u00e9rique sont le risque li\u00e9 \u00e0 la non-conformit\u00e9 (42 %), les strat\u00e9gies visant \u00e0 externaliser la gestion des processus de paie (39 %), le contr\u00f4le des co\u00fbts (27 %), la p\u00e9nurie de talents en paie (19 %) et les activit\u00e9s de fusion-acquisition et de cession d&rsquo;entreprises (15 %).<\/p>\n<p>Les r\u00e9pondants ont \u00e9galement signal\u00e9 les probl\u00e8mes associ\u00e9s \u00e0 l\u2019exactitude de la gestion de la paie : les fr\u00e9quentes \u00e9volutions l\u00e9gislatives et r\u00e9glementaires n\u00e9cessitent des mises \u00e0 jour manuelles et r\u00e9guli\u00e8res, augmentant le risque d\u2019erreurs co\u00fbteuses. Le rapport a ainsi r\u00e9v\u00e9l\u00e9 que 27 % des violations de donn\u00e9es dans les processus de paie depuis 2019 r\u00e9sultaient d&rsquo;une erreur humaine. Cela peut avoir de graves cons\u00e9quences financi\u00e8res : en Europe, les entreprises qui ne se conforment pas au r\u00e8glement g\u00e9n\u00e9ral sur la protection des donn\u00e9es (RGPD) prennent le risque de se voir infliger une amende pouvant aller jusqu&rsquo;\u00e0 4 % du chiffre d&rsquo;affaires annuel ou 20 millions d&rsquo;euros, le montant le plus \u00e9lev\u00e9 \u00e9tant retenu. En outre, les erreurs de paiement, r\u00e9sultant d&rsquo;une mauvaise gestion des processus de paie, peuvent co\u00fbter aux entreprises 2 % de leur co\u00fbt salarial total.<\/p>\n<p><em>\u00ab\u00a0Les entreprises peuvent perdre des millions d\u2019euros par an \u00e0 cause de d\u00e9faillances du processus de paie de base\u00a0\u00bb,<\/em> selon Wilson Silva, vice-pr\u00e9sident de l&rsquo;externalisation chez Alight. <em>\u00ab\u00a0Heureusement, il est possible d\u2019inverser ces pertes rapidement en examinant simplement la gestion de la paie et en corrigeant les erreurs de base couramment commises par les organisations qui manquent de visibilit\u00e9 et de gouvernance sur la mani\u00e8re dont leur paie est g\u00e9r\u00e9e.\u00a0\u00bb<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><em>Source : Global Payroll Complexity Index &#8211; Cet indice fournit aux responsables des RH et de la paie un aper\u00e7u des d\u00e9fis et des complexit\u00e9s associ\u00e9s au traitement de la paie dans un ou plusieurs pays. Cette enqu\u00eate biannuelle, qui en est \u00e0 sa cinqui\u00e8me \u00e9dition, refl\u00e8te les r\u00e9ponses de 147 entreprises op\u00e9rant dans le monde entier. 9% des r\u00e9pondants sont des dirigeants d&rsquo;entreprise, tandis que la majorit\u00e9 (57 %) sont des cadres sup\u00e9rieurs qui supervisent les fonctions RH et paie. Au d\u00e9but de l\u2019ann\u00e9e, Alight a publi\u00e9 une liste des 40 premiers pays class\u00e9s en fonction de la complexit\u00e9 de la paie.
