C&rsquo;est ce qui ressort des chiffres publi\u00e9s aujourd&rsquo;hui par l&rsquo;Institut pour l&rsquo;\u00e9galit\u00e9 des femmes et des hommes : l&rsquo;\u00e9cart salarial s\u2019\u00e9l\u00e8ve \u00e0 9,1 %, contre 9,2 % l&rsquo;ann\u00e9e pr\u00e9c\u00e9dente. \u00ab L\u2019\u00e9cart salarial ne dispara\u00eetra pas tout seul. L\u2019\u00e9liminer n\u00e9cessite d\u2019adopter des mesures structurelles \u00bb, d\u00e9clare le directeur Michel Pasteel.<!--more--><\/p>\n<p>L&rsquo;Institut pour l&rsquo;\u00e9galit\u00e9 des femmes et des hommes publie de nouveaux chiffres sur l\u2019\u00e9cart salarial bas\u00e9s sur les donn\u00e9es 2019 de l&rsquo;Office national de s\u00e9curit\u00e9 sociale (ONSS). Sans correction pour la dur\u00e9e de travail, les femmes gagnaient en moyenne, en 2019, 22,7% de moins que les hommes contre 23,1% l&rsquo;ann\u00e9e pr\u00e9c\u00e9dente. Par ailleurs, pour la m\u00eame p\u00e9riode, l&#8217;emploi des femmes a davantage augment\u00e9 que celui des hommes. Les femmes ont \u00e9galement \u00e9t\u00e9 plus nombreuses \u00e0 occuper un emploi \u00e0 temps plein que l\u2019ann\u00e9e pr\u00e9c\u00e9dente. Toutefois, cela n&rsquo;a pas eu de r\u00e9el impact sur l&rsquo;\u00e9volution de l&rsquo;\u00e9cart salarial qui continue \u00e0 se r\u00e9duire au m\u00eame rythme lent.<\/p>\n<p>Ces chiffres globaux cachent certains des probl\u00e8mes plus sp\u00e9cifiques. Par exemple, les ouvri\u00e8res constituent un groupe vuln\u00e9rable dont les difficult\u00e9s sont croissantes. Le salaire brut moyen des ouvri\u00e8res est celui qui a le moins augment\u00e9 en 2019. L&rsquo;\u00e9cart salarial chez les ouvriers, corrig\u00e9 pour la dur\u00e9e de travail, a m\u00eame l\u00e9g\u00e8rement augment\u00e9 en un an passant de 20,3% \u00e0 20,5% dans le secteur priv\u00e9 et de 9,7% \u00e0 10,1% dans le secteur public. Non corrig\u00e9 pour la dur\u00e9e de travail, l&rsquo;\u00e9cart salarial chez les ouvriers s&rsquo;\u00e9l\u00e8ve \u00e0 42,6% dans le secteur priv\u00e9 et \u00e0 36,7% dans le secteur public.<\/p>\n<p><em>\u00ab\u00a0Comme l\u2019ann\u00e9e derni\u00e8re, les chiffres mettent en avant la situation de groupes vuln\u00e9rables au sein de la population active, comme les ouvri\u00e8res avec lesquelles l\u2019\u00e9cart se creuse un petit peu plus encore cette ann\u00e9e\u00a0\u00bb<\/em> explique Michel Pasteel, directeur de l&rsquo;Institut pour l&rsquo;\u00e9galit\u00e9 des femmes et des hommes.<em> \u00ab\u00a0Adopter des mesures structurelles est donc indispensable. C&rsquo;est pourquoi l\u2019Institut a soutenu l\u2019id\u00e9e qu\u2019une partie de l&rsquo;argent du Fonds de relance europ\u00e9en soit consacr\u00e9e \u00e0 ce groupe cible. Apr\u00e8s tout, une soci\u00e9t\u00e9 qui fait face \u00e0 une crise n&rsquo;est r\u00e9siliente que si elle parvient \u00e0 prot\u00e9ger les groupes vuln\u00e9rables et \u00e0 les \u00ab maintenir \u00e0 bord\u00a0\u00bb.<\/em><\/p>\n<p>La politique actuelle vise principalement \u00e0 sensibiliser, \u00e0 rendre visible et \u00e0 pr\u00e9venir les discriminations sur base du sexe. C&rsquo;est important, mais insuffisant pour am\u00e9liorer la situation des emplois pr\u00e9caires de fa\u00e7on structurelle. S&rsquo;il y a beaucoup de travail \u00e0 temps partiel dans un certain secteur, c\u2019est peut-\u00eatre parce que celui-ci est organis\u00e9 en ce sens. Augmenter les bas salaires, les indemnit\u00e9s de d\u00e9placement, les compensations pour les horaires difficiles et peu favorables \u00e0 la conciliation sont autant d&rsquo;exemples d&rsquo;une politique d&rsquo;\u00e9galit\u00e9 entre les sexes attentive aux groupes les plus vuln\u00e9rables. <em>\u00ab\u00a0Le gouvernement doit \u00e9galement continuer \u00e0 investir dans des services de garde d&rsquo;enfants accessibles financi\u00e8rement\u00a0\u00bb<\/em> d\u00e9clare Michel Pasteel. <em>\u00ab\u00a0Rendre les frais de garde d&rsquo;enfants enti\u00e8rement d\u00e9ductibles renforcerait l\u2019acc\u00e8s aux structures de garde et permettrait une vraie libert\u00e9 de choix des femmes et des hommes d&rsquo;organiser leur travail r\u00e9mun\u00e9r\u00e9 comme ils le souhaitent vraiment.\u00a0\u00bb<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><em>Source : L&rsquo;Institut pour l&rsquo;\u00e9galit\u00e9 entre les femmes et les hommes collabore avec le Service public f\u00e9d\u00e9ral Emploi, Travail et Concertation sociale, Statbel (AD Statistique Belgique), l&rsquo;Office national de s\u00e9curit\u00e9 sociale et le Bureau f\u00e9d\u00e9ral du Plan pour pr\u00e9parer et compiler les rapports sur l&rsquo;\u00e9cart salarial.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>L&rsquo;\u00e9cart salarial entre les femmes et les hommes se r\u00e9duit tr\u00e8s lentement.
