C\u2019est presque aussi peu qu\u2019avant la crise du coronavirus. Un peu plus d\u2019un Belge sur dix (11,7%) a encore \u00e9t\u00e9 confront\u00e9 au ch\u00f4mage temporaire en 2022. <!--more--><\/p>\n<p><em>\u00ab\u00a0Malgr\u00e9 la crise \u00e9nerg\u00e9tique, les chiffres montrent que les entreprises ont rarement besoin de faire appel au ch\u00f4mage temporaire. Le syst\u00e8me ne dispara\u00eetra pas compl\u00e8tement, car il \u00e9vite un effet yo-yo de licenciements et de d\u2019embauches lorsque des crises importantes \u00e9clatent\u00a0\u00bb<\/em>, explique Acerta.<\/p>\n<p>Pour la p\u00e9riode allant du 1er octobre 2022 au 31 mars 2023, les entreprises grandes consommatrices en \u00e9nergie peuvent b\u00e9n\u00e9ficier d\u2019un r\u00e9gime sp\u00e9cial de ch\u00f4mage temporaire. Le gouvernement f\u00e9d\u00e9ral a introduit cette mesure \u00e0 la fin de l\u2019ann\u00e9e derni\u00e8re pour soulager les entreprises qui p\u00e2tissent des prix \u00e9lev\u00e9s de l\u2019\u00e9nergie. Seul un nombre limit\u00e9 d\u2019entreprises y a eu recours, ce qui signifie que le ch\u00f4mage temporaire, sous toutes ses formes, s\u2019est rar\u00e9fi\u00e9 sur l\u2019ensemble de l\u2019ann\u00e9e 2022. L\u2019ann\u00e9e derni\u00e8re, 1,1% des heures ouvrables dans les entreprises belges ont \u00e9t\u00e9 perdues en raison de la mise au ch\u00f4mage temporaire des collaborateurs. C\u2019est une r\u00e9duction de plus de la moiti\u00e9 par rapport aux chiffres de 2021 et le niveau le plus bas depuis 3 ans. Juste avant la crise du coronavirus en 2019, 0,7% des heures de travail ont \u00e9t\u00e9 perdues en raison du ch\u00f4mage temporaire.<\/p>\n<p>Un peu plus d\u2019un Belge sur 10 (11,7%) a pass\u00e9 au moins un jour au ch\u00f4mage temporaire l\u2019ann\u00e9e derni\u00e8re. C\u2019est 5 points de pourcentage de moins qu\u2019en 2021, mais toujours presque le double du chiffre de 2019 (6,2%).<\/p>\n<p>Olivier Marcq, expert juridique aupr\u00e8s du Centre de connaissances d\u2019Acerta Consult, explique : <em>\u00ab\u00a0Nous avons constat\u00e9 une baisse syst\u00e9matique du ch\u00f4mage temporaire depuis le d\u00e9but de la crise du coronavirus en d\u00e9but 2020. De nouvelles crises sont toutefois apparues \u2013 la crise \u00e9nerg\u00e9tique et la guerre en Ukraine \u2013 prouvant l\u2019utilit\u00e9 de ce syst\u00e8me. Pour les entreprises, il s\u2019agit d\u2019une solution temporaire \u00e0 des situations qui pourraient autrement conduire \u00e0 un effet yo-yo de licenciements et d\u2019embauches. Le ch\u00f4mage temporaire permet une politique RH beaucoup plus durable que si les employeurs devaient adapter leur main-d\u2019\u0153uvre disponible chaque fois que la situation \u00e9conomique change soudainement lorsqu\u2019une crise \u00e9clate.\u00a0\u00bb<\/em><\/p>\n<p><strong><em>Ch\u00f4mage temporaire coronavirus et \u00e9nergie<\/em><\/strong><\/p>\n<p>Le syst\u00e8me assoupli de ch\u00f4mage temporaire pour cause de coronavirus a pris fin le 30 juin 2022. Le ch\u00f4mage temporaire ordinaire pour cause de force majeure pourrait encore \u00eatre appliqu\u00e9 pour certains effets de la pand\u00e9mie de coronavirus, mais m\u00eame ces applications semblent se rar\u00e9fier tranquillement. 6,3% des travailleurs y \u00e9taient encore confront\u00e9s en 2022. Cela ne repr\u00e9sente une perte que de 0,6% de toutes les heures ouvrables des entreprises.<\/p>\n<p>Olivier Marcq indique : \u00ab\u00a0<em>Le fait qu\u2019il y ait encore une petite proportion de ch\u00f4mage temporaire en raison des effets du coronavirus s\u2019explique par les quarantaines encore bien pr\u00e9sentes l\u2019ann\u00e9e derni\u00e8re. Les personnes qui ont d\u00fb s\u2019isoler \u00e0 cause d\u2019une infection au coronavirus et qui ne pouvaient pas travailler \u00e0 domicile pouvaient pr\u00e9tendre \u00e0 cette forme de ch\u00f4mage temporaire. Les parents de jeunes enfants y ont \u00e9galement fait appel lorsque les \u00e9coles ont ferm\u00e9 en raison de l\u2019augmentation des taux d\u2019infection, ou lorsque leur propre enfant a d\u00fb \u00eatre mis en quarantaine parce qu\u2019il \u00e9tait lui-m\u00eame infect\u00e9. Ce dernier motif n\u2019est plus accept\u00e9 cette ann\u00e9e. On peut donc s\u2019attendre \u00e0 ce que le ch\u00f4mage temporaire pour cause de coronavirus s\u2019\u00e9teigne peu \u00e0 peu.\u00a0\u00bb<\/em><\/p>\n<p>Le ch\u00f4mage temporaire \u00e9nergie reste en vigueur, au moins jusqu\u2019\u00e0 fin mars 2023. Les entreprises ont toujours la possibilit\u00e9 de maintenir le ch\u00f4mage temporaire complet au-del\u00e0 de quatre semaines. Les travailleurs conservent alors 70% de leur salaire au lieu de 65%.
