L\u2019Institut saisit cette occasion afin d\u2019alimenter le d\u00e9bat actuel autour des pensions et de rappeler la n\u00e9cessit\u00e9 pour la r\u00e9forme future de contribuer \u00e0 r\u00e9duire les \u00e9carts entre les femmes et les hommes.<!--more--><\/p>\n<p>Le syst\u00e8me belge des pensions est un syst\u00e8me complexe qui comporte diff\u00e9rents r\u00e9gimes et piliers, et qui a connu de nombreux changements au fil du temps. Outre sa complexit\u00e9, le mod\u00e8le actuel ne r\u00e9pond plus aux enjeux tant en termes d\u2019\u00e9galit\u00e9 de genre que de diversit\u00e9 des mod\u00e8les familiaux.<\/p>\n<p>Comme le rappelle Michel Pasteel, directeur de l\u2019Institut : \u00ab\u00a0<em>L\u2019\u00e9cart de pension actuel est, avant tout, un r\u00e9v\u00e9lateur des in\u00e9galit\u00e9s de genre pr\u00e9sentes sur le march\u00e9 du travail. Avec l\u2019augmentation du niveau de formation et du taux d\u2019emploi des femmes, les in\u00e9galit\u00e9s de pension auraient d\u00fb dispara\u00eetre. Or\u00a0\u00bb<\/em>, ajoute Michel Pasteel, <em>\u00ab\u00a0ce n\u2019est pas le cas : l\u2019orientation professionnelle, les carri\u00e8res plus courtes des femmes, l\u2019ampleur du travail \u00e0 temps partiel f\u00e9minin (42,5% des travailleuses salari\u00e9es) et les discriminations fond\u00e9es sur le genre ou la maternit\u00e9 dans l\u2019emploi expliquent la persistance de l\u2019\u00e9cart de pension\u00a0\u00bb.<\/em><\/p>\n<p>Pour l\u2019Institut, des mesures volontaristes doivent donc \u00eatre adopt\u00e9es pour am\u00e9liorer la situation des femmes sur le march\u00e9 du travail, entre autres exemples : une plus grande transparence salariale, le d\u00e9veloppement d\u2019emplois de qualit\u00e9 et \u00e0 temps plein ou assimil\u00e9, ou encore un meilleur partage des cong\u00e9s th\u00e9matiques au sein du m\u00e9nage.<\/p>\n<p>En parall\u00e8le, la r\u00e9forme du syst\u00e8me de pension doit aussi contribuer \u00e0 r\u00e9duire l\u2019\u00e9cart de pension entre les femmes et les hommes. Michel Pasteel pointe plusieurs pistes : <em>\u00ab\u00a0Mieux tenir compte du travail \u00e0 temps partiel dans le calcul des pensions, prot\u00e9ger davantage l\u2019assimilation des p\u00e9riodes de cong\u00e9 li\u00e9es aux soins et se diriger vers une plus grande individualisation des droits\u00a0\u00bb<\/em>. Dans ce cadre, certaines mesures ayant un impact budg\u00e9taire neutre pourraient permettre de r\u00e9former la pension au taux m\u00e9nage afin d\u2019octroyer directement un montant au-\u00e0 la partenaire le-la moins r\u00e9mun\u00e9r\u00e9-e (en g\u00e9n\u00e9ral la femme).<\/p>\n<p>Mais lutter contre l\u2019\u00e9cart de pension entre hommes et femmes ne concerne pas que le premier pilier de pension, c\u2019est-\u00e0-dire la pension l\u00e9gale. Comme nous le montrent les derniers chiffres publi\u00e9s par le Service f\u00e9d\u00e9ral des Pensions : pour les personnes r\u00e9cemment pensionn\u00e9es, si l\u2019\u00e9cart entre hommes et femmes s\u2019\u00e9l\u00e8ve \u00e0 20% au niveau de la pensions l\u00e9gale, il atteint 50% au niveau des pensions compl\u00e9mentaires. Il faudra donc aussi agir \u00e0 ce niveau si on veut am\u00e9liorer l\u2019acc\u00e8s des femmes \u00e2g\u00e9es aux revenus et leur ind\u00e9pendance financi\u00e8re.<\/p>\n<p>Enfin, l\u2019Institut se r\u00e9jouit de voir que de plus en plus de donn\u00e9es genr\u00e9es sont produites et mises \u00e0 disposition par les diff\u00e9rents services f\u00e9d\u00e9raux comp\u00e9tents Ces donn\u00e9es permettent en effet d\u2019identifier les diff\u00e9rences qui existent entre hommes et femmes notamment en mati\u00e8re de pension. Elles doivent aujourd\u2019hui nous permettre de mieux informer les citoyens sur les enjeux autour de ce d\u00e9bat.<\/p>\n<p>L\u2019\u00e9tude sur la dimension de genre dans le syst\u00e8me de pension a \u00e9t\u00e9 r\u00e9alis\u00e9e par les instituts de recherche HIVA et CeSO de la KULeuven.
