Mais le d\u00e9bat passe \u00e0 c\u00f4t\u00e9 de l&rsquo;essentiel, estime l&rsquo;expert en absent\u00e9isme Bart Teuwen (Certimed). Selon lui, il faut vraiment apprendre \u00e0 sortir l&rsquo;absent\u00e9isme de la sph\u00e8re m\u00e9dicale, et parler des opportunit\u00e9s d&#8217;employabilit\u00e9 qui subsistent.<!--more--><\/p>\n<p>L\u2019attestation reste un sujet br\u00fblant dans le d\u00e9bat sur l\u2019incapacit\u00e9 de travail. Dans les entreprises de plus de 50 salari\u00e9s, les employ\u00e9s peuvent s&rsquo;absenter pour une journ\u00e9e jusqu&rsquo;\u00e0 trois fois par an sans certificat m\u00e9dical. De nombreux employeurs se m\u00e9fient de l&rsquo;effet de cette abolition partielle. Aujourd&rsquo;hui, le d\u00e9bat s&rsquo;enflamme \u00e0 nouveau, car le parti Ecolo veut aller plus loin. Tous les salari\u00e9s, y compris ceux des petites entreprises, ne seraient plus oblig\u00e9s de pr\u00e9senter un certificat m\u00e9dical pour les trois premiers jours d&rsquo;incapacit\u00e9 de travail, et ce au maximum trois fois par an.<\/p>\n<p>En fait, tout ce d\u00e9bat passe \u00e0 c\u00f4t\u00e9 de l&rsquo;essentiel. Le fait que le nombre de cong\u00e9s de maladie de courte et de longue dur\u00e9e continuent d&rsquo;augmenter n&rsquo;est en effet absolument pas pris en compte. Il s&rsquo;agit pourtant d&rsquo;une tendance que nous devons stopper de toute urgence. La question cl\u00e9 est donc la suivante : en quoi la suppression du certificat m\u00e9dical peut-elle \u00eatre utile ? L&rsquo;allongement de la dur\u00e9e du cong\u00e9 de maladie sans attestation de 1 \u00e0 3 jours permettra-t-il de ma\u00eetriser cette tendance ? Ou devons-nous oser aller plus loin ?<\/p>\n<p>Le fil conducteur de tous les arguments pour ou contre reste la m\u00e9dicalisation des questions d\u2019incapacit\u00e9 de travail. Et c&rsquo;est l\u00e0 que nous passons compl\u00e8tement \u00e0 c\u00f4t\u00e9 de la plaque. L&rsquo;accent ne devrait pas \u00eatre mis sur la cause m\u00e9dicale, mais sur son impact sur l&#8217;employabilit\u00e9 d&rsquo;une personne. C&rsquo;est de cela que l&#8217;employ\u00e9 et l&#8217;employeur doivent parler. Nous devons vraiment apprendre \u00e0 d\u00e9m\u00e9dicaliser l&rsquo;absent\u00e9isme et \u00e0 discuter ensemble des options restantes.<\/p>\n<p>De ce point de vue, l&rsquo;allongement de la dur\u00e9e l\u00e9gale d&rsquo;absence sans attestation n&rsquo;est pas d&rsquo;un grand secours. Si vous n&rsquo;\u00eates pas r\u00e9tabli apr\u00e8s trois jours de maladie, vous devez toujours consulter votre m\u00e9decin traitant. Et qui va compter le nombre de p\u00e9riodes de maladie sans attestation ? Des exemples venant de l\u2019\u00e9tranger prouvent que les certificats m\u00e9dicaux \u2013 ou \u00ab\u00a0attestitis\u00a0\u00bb, comme le dit si bien Domus Medica &#8211; ne sont pas du tout n\u00e9cessaires. Mais soyons pragmatiques. La m\u00e9fiance entre les diff\u00e9rentes parties prenantes est consid\u00e9rable. Il ne s&rsquo;agit donc pas d&rsquo;une r\u00e9volution, mais d&rsquo;une \u00e9volution. La suppression syst\u00e9matique des attestations d\u2019incapacit\u00e9 a certainement du sens, \u00e0 condition qu&rsquo;elle aille de pair avec l&rsquo;encouragement des organisations \u00e0 travailler \u00e0 une vision, des r\u00f4les et des responsabilit\u00e9s clairs dans le traitement de l&rsquo;absent\u00e9isme.<\/p>\n<p>Voyons comment nous pouvons aider les entreprises et les travailleurs belges \u00e0 prendre les choses en main et \u00e0 garantir une employabilit\u00e9 maximale des travailleurs. \u00c0 mon avis, des incitants cibl\u00e9s pour les organisations qui s&rsquo;engagent dans cette voie peuvent aider les politiciens \u00e0 avoir un impact r\u00e9el sur le terrain.
