Et atteint son niveau le plus \u00e9lev\u00e9 depuis la cr\u00e9ation de la R\u00e9gion bruxelloise: 65,2 %. Compar\u00e9 aux donn\u00e9es qui pr\u00e9c\u00e8dent la crise sanitaire, il s&rsquo;agit d&rsquo;une augmentation de 3,5%. Et les perspectives \u00e9conomiques sont plut\u00f4t bonnes. Selon l\u2019Ibsa, le taux d\u2019emploi augmenterait plus rapidement \u00e0 Bruxelles qu\u2019en Flandre ou en Wallonie pour atteindre 68,9% en 2028. Loin encore des objectifs du gouvernement f\u00e9d\u00e9ral cependant. L&rsquo;OCDE se consacre entre autres \u00e0 la cr\u00e9ation locale d\u2019emplois et de d\u00e9veloppement \u00e9conomique et a publi\u00e9 une \u00e9tude r\u00e9cente visant \u00e0 permettre d\u2019augmenter le nombre de Bruxellois \u00e0 l\u2019emploi.<!--more--><\/p>\n<p>L\u2019OCDE est une r\u00e9f\u00e9rence en mati\u00e8re d\u2019\u00e9tudes \u00e9conomiques. <em>\u00ab\u00a0En commandant cette \u00e9tude, je voulais qu\u2019un \u0153il ext\u00e9rieur puisse porter un regard critique sur les forces et faiblesses des politiques d\u2019emploi et formation et nous fasse part de recommandations permettant d\u2019am\u00e9liorer plus encore le taux d\u2019emploi bruxellois\u00a0\u00bb,<\/em> explique Bernard Clerfayt, ministre r\u00e9gional en charge de l&#8217;emploi notamment. Focus sur 4 recommandations.<\/p>\n<p><strong><em>Simplifier la gouvernance des politiques d\u2019emploi et de formation professionnelle<\/em><\/strong><br \/>\nNous avons un mod\u00e8le unique parmi les pays de l\u2019OCDE o\u00f9 Emploi et Formation sont entre les mains d\u2019administrations diff\u00e9rentes et de niveau de pouvoirs diff\u00e9rents. Cette s\u00e9paration entra\u00eene de la complexit\u00e9 pour les chercheurs d\u2019emploi qui n\u2019ont pas d\u2019interlocuteur unique. Ce qui \u00ab\u00a0<em>complique la recherche d\u2019emploi et entrave l\u2019acc\u00e8s aux services publics\u00a0\u00bb<\/em> indique l\u2019OCDE.<\/p>\n<p><strong><em>Pr\u00e9venir le ch\u00f4mage de longue dur\u00e9e<\/em><\/strong><br \/>\n60% des chercheurs d\u2019emploi sont inscrits chez Actiris depuis plus d\u2019un an. Pour \u00e9viter aux chercheurs d\u2019emploi de s\u2019engluer dans le ch\u00f4mage de longue dur\u00e9e, l\u2019OCDE nous recommande de mieux activer les chercheurs d\u2019emploi et d\u2019acc\u00e9l\u00e9rer les contr\u00f4les de disponibilit\u00e9 sur le march\u00e9 de l\u2019emploi. <em>\u00ab\u00a0La R\u00e9gion peut accro\u00eetre les attentes qu\u2019elle place sur les chercheurs d\u2019emploi dans un march\u00e9 du travail en tension\u00a0\u00bb<\/em>, \u00e9crit l\u2019OCDE.<\/p>\n<p>Mieux activer les chercheurs d\u2019emploi, c\u2019est l\u2019objectif du bilan de comp\u00e9tences et du parcours de formation obligatoire. \u00ab\u00a0<em>Forcer un chercheur d\u2019emploi \u00e0 occuper un m\u00e9tier en p\u00e9nurie, c\u2019est du gaspillage. En revanche, lui dire que s\u2019il veut d\u00e9crocher un emploi, il doit se former, cela a du sens ! Pour faire monter en gamme ses comp\u00e9tences. Pour le rapprocher de l\u2019emploi. Il faut une obligation de formation plut\u00f4t qu\u2019une obligation de trouver un emploi !\u00a0\u00bb<\/em>, mart\u00e8le Bernard Clerfayt.<\/p>\n<p>Autre piste avanc\u00e9e par l\u2019OCDE, r\u00e9former nos aides \u00e0 l\u2019emploi. C\u2019est un chantier pr\u00e9vu encore sous cette l\u00e9gislature afin que l\u2019argent public b\u00e9n\u00e9ficie aux chercheurs d\u2019emploi bruxellois qui \u00e9prouvent le plus de difficult\u00e9s et ait un r\u00e9el impact sur leur mise \u00e0 l\u2019emploi durable.<\/p>\n<p><strong><em>Soutenir l\u2019int\u00e9gration des populations migrantes<\/em><\/strong><\/p>\n<p>Mettre \u00e0 l\u2019emploi les populations d\u2019origine \u00e9trang\u00e8re reste un d\u00e9fi. Bruxelles est une ville multiculturelle et est riche de sa diversit\u00e9 ! Bruxelles est d\u2019ailleurs la R\u00e9gion la plus volontariste en mati\u00e8re de lutte contre les discriminations \u00e0 l\u2019embauche.<\/p>\n<p>Premier constat, le processus de reconnaissance des dipl\u00f4mes est trop long et peu efficace. Or, 43% des chercheurs d\u2019emploi n\u2019ont pas d\u2019\u00e9quivalence de dipl\u00f4me. L\u2019OCDE veut que l\u2019on encourage les employeurs \u00e0 reconna\u00eetre les qualifications plut\u00f4t que le dipl\u00f4me. Et donc abandonner le mod\u00e8le D (Dipl\u00f4me) pour \u00e9voluer vers le mod\u00e8le ABC (Aptitude, Bagage, Connaissance).<\/p>\n<p>La connaissance des langues est aussi un frein important \u00e0 l\u2019emploi des personnes migrantes. L\u2019OCDE propose de d\u00e9velopper des formations linguistiques jumel\u00e9es aux formations m\u00e9tiers.<\/p>\n<p><strong><em>Doubler le nombre de chercheurs d\u2019emploi en formation<\/em><\/strong><\/p>\n<p><em>\u00ab\u00a0Une premi\u00e8re d\u00e9marche pour renforcer l\u2019impact des formations impliquerait que la R\u00e9gion organise une enqu\u00eate annuelle sur les profils aupr\u00e8s des employeurs\u00a0\u00bb<\/em>, indique le rapport de l\u2019OCDE. Et de mani\u00e8re g\u00e9n\u00e9rale, le rapport encourage la R\u00e9gion \u00e0 travailler en \u00e9troite collaboration avec les employeurs pour conna\u00eetre leurs besoins en termes de comp\u00e9tences et donc de formation.<\/p>\n<p>Certains projets sont d\u00e9j\u00e0 \u00e0 l\u2019\u0153uvre et les services publics mettent d\u00e9j\u00e0 en place des parcours formation-emploi en collaboration avec certaines entreprises. <em>\u00ab\u00a0Pour permettre \u00e0 plus de Bruxellois d\u2019entrer et d\u2019achever leur formation, nous devons revoir nos modules.
