Conclusion sans surprise: les aides \u00e0 l&#8217;embauche n\u2019am\u00e9liorent pas les perspectives d\u2019emploi des jeunes faiblement scolaris\u00e9s en Wallonie.<!--more--><\/p>\n<p>L\u2019aide \u00e0 l\u2019embauche Impulsion \u2212 25 ans s\u2019adresse aux demandeurs d\u2019emploi de moins de 25 ans qui n\u2019ont pas de dipl\u00f4me d\u2019\u00e9tudes sup\u00e9rieures. Pour les moins scolaris\u00e9s d\u2019entre eux, aucune condition de dur\u00e9e de ch\u00f4mage n\u2019est exig\u00e9e. Les dipl\u00f4m\u00e9s de l\u2019enseignement secondaire sup\u00e9rieur doivent \u00eatre inoccup\u00e9s depuis au moins 6 mois pour \u00eatre \u00e9ligibles. L\u2019aide \u00e0 l\u2019embauche est temporaire et d\u00e9gressive, d\u2019une dur\u00e9e maximale de 3 ans. Si on la compare au revenu mensuel minimum garanti, elle repr\u00e9sente une r\u00e9duction salariale de 25% \u00e0 l\u2019embauche. Entre juillet 2017 et d\u00e9cembre 2021, notre p\u00e9riode d\u2019\u00e9tude, le montant total des aides octroy\u00e9es par ce dispositif s\u2019est \u00e9lev\u00e9 \u00e0 pr\u00e8s de 195 millions EUR.<\/p>\n<p>En r\u00e9duisant le co\u00fbt du travail, l\u2019objectif de l&rsquo;aide est d\u2019inciter les employeurs \u00e0 cr\u00e9er de nouvelles opportunit\u00e9s d\u2019embauche pour les jeunes ch\u00f4meurs faiblement scolaris\u00e9s. L&rsquo;\u00e9valuation des chercheurs vise \u00e0 v\u00e9rifier si cet objectif a \u00e9t\u00e9 atteint: les perspectives d\u2019emploi du public cibl\u00e9 sont-elles plus importantes de ce qu\u2019elles auraient \u00e9t\u00e9 si les aides \u00e0 l\u2019embauche n\u2019avaient pas \u00e9t\u00e9 mises en place ?<\/p>\n<p>Pour r\u00e9pondre \u00e0 cette question, ils exploitent une m\u00e9thode d\u2019\u00e9valuation causale qui utilise un groupe de ch\u00f4meurs faiblement scolaris\u00e9s qui viennent d\u2019avoir 25 ans comme point de r\u00e9f\u00e9rence, au regard duquel la situation d\u2019emploi des jeunes \u00e9ligibles peut \u00eatre confront\u00e9e et l\u2019effet net du programme identifi\u00e9. Cette m\u00e9thode est appliqu\u00e9e \u00e0 un grand ensemble de donn\u00e9es administratives fournies par le FOREM.<\/p>\n<p>L\u2019analyse des donn\u00e9es montre que le dispositif Impulsion \u2212 25 ans n\u2019a pas permis de relever le taux de retour \u00e0 l\u2019emploi ni la dur\u00e9e pass\u00e9e en emploi des ch\u00f4meurs faiblement scolaris\u00e9s de moins de 25 ans. Les subsides n\u2019ont donc pas incit\u00e9 les employeurs \u00e0 recruter davantage ces travailleurs et g\u00e9n\u00e8rent des effets d\u2019aubaine.<\/p>\n<p>En comparant les r\u00e9sultats avec la litt\u00e9rature scientifique sur le sujet, ils concluent qu\u2019une des raisons principales de l\u2019absence d\u2019effet de l\u2019aide \u00e0 l\u2019embauche tient au fait qu\u2019elle ait \u00e9t\u00e9 introduite dans une p\u00e9riode o\u00f9 la situation \u00e9conomique \u00e9tait favorable au recrutement et le ch\u00f4mage en baisse. En effet, lorsque le march\u00e9 du travail est tendu, stimuler la demande de travail des entreprises en abaissant le co\u00fbt du travail peut s\u2019av\u00e9rer inop\u00e9rant puisque les opportunit\u00e9s d\u2019emploi existent d\u00e9j\u00e0. C\u2019est la raison pour laquelle ils recommandent de cibler les aides Impulsion \u2212 25 ans \u00e0 certains moments du cycle \u00e9conomique, par exemple lors d\u2019une sortie de r\u00e9cession bien avant que des tensions apparaissent sur le march\u00e9 du travail. Un ciblage ponctuel en fonction de la situation \u00e9conomique permettrait \u00e9galement d\u2019envisager des montants d\u2019aide plus g\u00e9n\u00e9reux, renfor\u00e7ant l\u2019effet incitatif pour les employeurs.<\/p>\n<p>Au-del\u00e0 de la situation conjoncturelle, les chercheurs soulignent que les programmes qui mettent l\u2019accent sur un retour rapide au travail \u2013 comme les aides \u00e0 l\u2019embauche \u2013 ne sont pas n\u00e9cessairement efficaces pour les jeunes demandeurs d\u2019emploi avec un trop faible niveau de comp\u00e9tences. Le d\u00e9fi pour ce groupe ne r\u00e9side pas tant dans la demande des entreprises mais plut\u00f4t dans ce que les jeunes peuvent leur offrir en retour. Pour qu\u2019un subside \u00e0 l\u2019embauche s\u2019av\u00e8re efficace, il doit s\u2019appuyer sur un socle de comp\u00e9tences suffisant que l&rsquo;on peut notamment acqu\u00e9rir par le biais de formations cibl\u00e9es.<\/p>\n<p>Depuis le 1er juillet 2023, une r\u00e9forme du dispositif Impulsion est entr\u00e9e en vigueur, restreignant l&rsquo;octroi des aides aux contrats d&rsquo;une dur\u00e9e minimale de deux mois. Les entreprises de travail int\u00e9rimaire seront de facto exclues du dispositif Impulsion, du fait de la courte dur\u00e9e des contrats qu\u2019elles proposent.<\/p>\n<p>Sur base de l\u2019\u00e9valuation r\u00e9alis\u00e9e, il n\u2019est pas possible d\u2019anticiper avec certitude les effets du subside selon les nouvelles modalit\u00e9s. \u00c9tant donn\u00e9 la part importante des agences d\u2019int\u00e9rim dans les entreprises utilisatrices du subside, l\u2019\u00e9conomie sera sans doute importante sur le plan budg\u00e9taire. Cependant, rien ne permet d\u2019affirmer que les effets d\u2019aubaine disparaitront.
