Ces derniers sont devenus des outils indispensables de la conciliation vie priv\u00e9e et vie professionnelle, comme le d\u00e9montre le nombre d\u2019utilisateur-trice-s du cong\u00e9 parental qui a quasiment quadrupl\u00e9 en 20 ans.<!--more--><\/p>\n<p>L\u2019\u00e9tude montre n\u00e9anmoins que les cong\u00e9s pour soins restent in\u00e9galement r\u00e9partis entre femmes et hommes. Il y a aujourd\u2019hui une n\u00e9cessit\u00e9 de proposer des mesures concr\u00e8tes visant \u00e0 encourager la prise des cong\u00e9s li\u00e9s aux soins par les p\u00e8res. C\u2019est pourquoi l\u2019Institut propose d\u2019instaurer un bonus \u00ab \u00e9galit\u00e9 \u00bb qui serait octroy\u00e9 aux familles dont chacun des deux parents aura pris la totalit\u00e9 de son cong\u00e9 parental.<\/p>\n<p>Bien que l\u2019\u00e9cart se r\u00e9duise, les femmes constituent toujours la majorit\u00e9 des utilisateurs-rice-s de cong\u00e9s li\u00e9s aux soins. Ainsi, en 2022, les femmes \u00e9taient deux fois plus nombreuses que les hommes \u00e0 prendre un cong\u00e9 parental ou un cong\u00e9 pour assistance m\u00e9dicale et repr\u00e9sentaient 80% des utilisateurs-rice-s du cr\u00e9dit-temps pour soins.<\/p>\n<p>Les femmes sont par-contre sous repr\u00e9sent\u00e9es parmi les utilisateur-rice-s du cr\u00e9dit-temps pour fin de carri\u00e8re (39%). En cause, notamment, un nombre d\u2019ann\u00e9es de carri\u00e8re insuffisant pour pouvoir y pr\u00e9tendre.<\/p>\n<p>Pour Michel Pasteel, directeur de l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes : \u00ab\u00a0<em>Le syst\u00e8me actuel ne favorise pas suffisamment l\u2019\u00e9galit\u00e9 de genre sur le march\u00e9 du travail. Au contraire, il a tendance \u00e0 les reproduire voire \u00e0 les renforcer. Le syst\u00e8me des cong\u00e9s peut \u00eatre vecteur d\u2019\u00e9galit\u00e9 de genre dans la sph\u00e8re priv\u00e9e pour autant que des mesures soient prises pour encourager les p\u00e8res \u00e0 en faire usage\u00a0\u00bb. <\/em>Ainsi, l\u2019Institut propose d\u2019instaurer un bonus &lsquo;\u00e9galit\u00e9&rsquo; qui serait accord\u00e9 en temps ou en argent sous forme de prime ou d\u2019avantage fiscal. La condition pour l\u2019octroi de ce bonus serait que chaque parent ait pris l\u2019enti\u00e8ret\u00e9 de son cong\u00e9 parental.<\/p>\n<p><strong><em>Un syst\u00e8me flexible mais complexe<\/em><\/strong><\/p>\n<p>Les nombreuses r\u00e9formes ont \u00e9galement rendu le syst\u00e8me des cong\u00e9s et d\u2019am\u00e9nagement du temps de travail tr\u00e8s complexe ce qui a pour effet d\u2019en limiter l\u2019acc\u00e8s en particulier aux groupes les plus vuln\u00e9rables.<\/p>\n<p>Aujourd\u2019hui, une r\u00e9forme globale du syst\u00e8me des cong\u00e9s s\u2019impose afin de le rendre plus lisible et plus efficace. Celle-ci ne doit cependant pas se faire au d\u00e9triment de l\u2019atout principal du syst\u00e8me : sa flexibilit\u00e9. Les diff\u00e9rentes formules permettent en effet d\u2019att\u00e9nuer l\u2019impact financier de la prise d\u2019un cong\u00e9. Ceci explique en partie la popularit\u00e9 de certaines formules de cong\u00e9s comme le la r\u00e9duction des prestations d\u20191\/10e dans le cadre du cong\u00e9 parental. Cette formule a rapidement rencontr\u00e9 en grand succ\u00e8s, aussi aupr\u00e8s des p\u00e8res : il s\u2019agit aujourd\u2019hui de la formule la plus \u00e9galitaire (46% d\u2019hommes pour 54% de femmes).<\/p>\n<p>En outre, ajoute Michel Pasteel, \u00ab\u00a0<em>il est n\u00e9cessaire de renforcer l\u2019accessibilit\u00e9 financi\u00e8re des cong\u00e9s afin de permettre \u00e0 toutes les familles d\u2019en b\u00e9n\u00e9ficier. L\u2019Institut propose de faire correspondre l\u2019indemnit\u00e9 per\u00e7ue lors de la prise d\u2019un cong\u00e9 \u00e0 un pourcentage du salaire brut avec un plafond salarial, comme c\u2019est le cas pour les cong\u00e9s de maternit\u00e9 et de naissance. Une fa\u00e7on d\u2019encourager le parent qui gagne le revenu principal du m\u00e9nage \u00e0 prendre une part plus \u00e9galitaire dans l\u2019organisation de la sph\u00e8re familiale.
