Comment encourager les gens \u00e0 travailler plus longtemps sans p\u00e9naliser ceux qui ne le peuvent pas, dans un contexte o\u00f9 le nombre de personnes en maladie-invalidit\u00e9 ne cesse d\u2019augmenter ?\u00a0<!--more--><\/p>\n<p>R\u00e9duire la pension pour ceux qui quittent pr\u00e9matur\u00e9ment le march\u00e9 du travail est injuste puisque ce sont souvent les travailleurs \u00e0 faible revenu et qualification qui sont concern\u00e9s. R\u00e9compenser par un bonus ceux qui peuvent continuer jusqu\u2019\u00e0 l\u2019\u00e2ge de la pension, comme propos\u00e9 dans la r\u00e9forme de juillet 2023, est aussi injuste pour ceux qui ne peuvent pas travailler jusqu\u2019\u00e0 cet \u00e2ge.<\/p>\n<p>C\u2019est d\u2019autant plus injuste que ces personnes peu qualifi\u00e9es qui quittent le march\u00e9 du travail plus t\u00f4t ont, en moyenne, commenc\u00e9 leur carri\u00e8re plus t\u00f4t, sont moins riches, sont en moins bonne sant\u00e9, et ont une esp\u00e9rance de vie plus courte. Concr\u00e8tement, 1\/4 des personnes du 1er quintile de revenu (qui repr\u00e9sente les 20% de la population ayant le revenu le plus faible) d\u00e9c\u00e8dent avant 65 ans contre 1\/20 des personnes du 5e quintile (qui repr\u00e9sente les 20% de la population ayant le revenu le plus \u00e9lev\u00e9).<\/p>\n<p>La p\u00e9nibilit\u00e9 du travail est d\u2019autant plus cruciale que la r\u00e9forme des pensions a recul\u00e9 progressivement l&rsquo;\u00e2ge de la pension \u00e0 66 ans en 2025 et \u00e0 67 ans en 2030 avec la volont\u00e9 d\u2019introduire une exception pour les personnes qui effectuent un m\u00e9tier p\u00e9nible. Cette adaptation ne s\u2019est pas concr\u00e9tis\u00e9e, et nous avons aujourd\u2019hui une demande pour ramener l\u2019\u00e2ge de la pension \u00e0 65 ans selon la rh\u00e9torique bien connue : <em>\u201c\u00e0 67 ans tous les m\u00e9tiers sont p\u00e9nibles\u201d<\/em>. Ce retour en arri\u00e8re est aussi excessif car nous vivons en moyenne toutes et tous plus longtemps.<\/p>\n<p>Dans son avis compl\u00e9mentaire de mars 2015, le Conseil Acad\u00e9mique des Pensions sugg\u00e9rait un \u00e2ge flexible de pension :<em> \u201ccelui qui a un m\u00e9tier p\u00e9nible doit, gr\u00e2ce \u00e0 la flexibilit\u00e9 g\u00e9n\u00e9rale dans le syst\u00e8me, avoir la possibilit\u00e9 de prendre sa pension plus t\u00f4t que ceux qui n\u2019ont pas exerc\u00e9 de m\u00e9tier p\u00e9nible, avec un montant de pension qui soit malgr\u00e9 tout comparable\u201d<\/em>. Notre proposition va dans ce sens.<\/p>\n<p>L&rsquo;argument d\u00e9velopp\u00e9 par les acad\u00e9miques Laurent Collot et Jean Hindriks est que les m\u00e9tiers sont effectivement de p\u00e9nibilit\u00e9 variable et que les m\u00e9tiers p\u00e9nibles sont plus souvent concentr\u00e9s chez les personnes moins qualifi\u00e9es avec un faible salaire. Ces personnes commencent \u00e0 travailler plus t\u00f4t et sont plus vite \u201cus\u00e9es\u201d par le travail (fatigue physique, stress et ins\u00e9curit\u00e9). Elles devraient raisonnablement pouvoir prendre leur pension plus t\u00f4t sans perte de pension.<\/p>\n<p><em>\u00ab\u00a0Nous proposons donc un m\u00e9canisme concret qui permet de r\u00e9aliser une double correction: (i) permettre \u00e0 ceux qui ont commenc\u00e9 leur carri\u00e8re plus t\u00f4t de partir plus t\u00f4t et (ii) permettre \u00e0 ceux qui exercent un m\u00e9tier \u201cp\u00e9nible\u201d de faire une carri\u00e8re plus courte.<\/em><\/p>\n<p><em>Concernant la d\u00e9finition des m\u00e9tiers p\u00e9nibles, notre approche consiste \u00e0 octroyer une enveloppe budg\u00e9taire fixe pour financer la p\u00e9nibilit\u00e9 qui soit d\u00e9croissante avec le quintile (niveau) de salaire et \u00e0 laisser ensuite les partenaires sociaux d\u00e9cider de la distribution de cette enveloppe fixe au sein de chaque quintile de salaire.<\/em><\/p>\n<p><em>Nous chiffrons le co\u00fbt budg\u00e9taire de notre compensation en fonction de l\u2019enveloppe et de sa r\u00e9partition que nous finan\u00e7ons par un ajustement des pensions les plus \u00e9lev\u00e9es. Le syst\u00e8me est donc \u201cauto-port\u00e9\u201d.
