Tout en tenant compte de l\u2019\u00e9tat de sant\u00e9, trajet de soins et programmes de r\u00e9insertion professionnelle doivent \u00eatre davantage con\u00e7us de mani\u00e8re jointe. La r\u00e9int\u00e9gration est souvent facilit\u00e9e si elle est plus pr\u00e9coce.<!--more--><\/p>\n<p>En Belgique, le nombre de personnes en incapacit\u00e9 de travail depuis plus de 12 mois est en augmentation quasi constante depuis le d\u00e9but des ann\u00e9es 2000. Au sein du seul r\u00e9gime salari\u00e9, quelque 285.000 femmes et 187.000 hommes \u00e9taient dans cette situation \u00e0 la fin de l\u2019ann\u00e9e 2022.<\/p>\n<p>Alors que le niveau de sant\u00e9 moyen s\u2019am\u00e9liore, la probabilit\u00e9 d\u2019entrer en incapacit\u00e9 continue d\u2019augmenter, m\u00eame en tenant en compte les effets du vieillissement et ceux de la f\u00e9minisation du march\u00e9 du travail.<\/p>\n<p>Tous les travailleurs ne sont pas \u00e9gaux face au risque d\u2019incapacit\u00e9 de travail. Ce risque est le plus \u00e9lev\u00e9 pour les ouvriers. Certains domaines d\u2019activit\u00e9 sont davantage expos\u00e9s (notamment la logistique, les postes d\u2019ouvriers au sein de l\u2019industrie, la s\u00e9curit\u00e9 et gardiennage, le nettoyage, les aides \u00e0 domicile et aux seniors, etc.) malgr\u00e9 les mesures de pr\u00e9vention d\u00e9j\u00e0 mises en place par les employeurs.<\/p>\n<h3><strong><em>Renforcement des reprises d\u2019activit\u00e9<\/em><\/strong><\/h3>\n<p>Une meilleure r\u00e9insertion professionnelle des personnes qui sont en incapacit\u00e9 de travail implique que toutes les parties prenantes se mobilisent. Le travailleur, son employeur, le m\u00e9decin du travail, voire le m\u00e9decin traitant collaborent \u00e0 cette fin avec les mutuelles, et les services publics de l\u2019emploi et leurs partenaires sp\u00e9cialis\u00e9s dans la sant\u00e9.<\/p>\n<p>Diff\u00e9rents outils de r\u00e9int\u00e9gration existent. Le travailleur a la possibilit\u00e9 de solliciter l\u2019aide d\u2019un m\u00e9decin du travail, avec qui il \u00e9value les possibilit\u00e9s de reprise (partielle ou compl\u00e8te) et si le poste de travail peut \u00eatre adapt\u00e9. Cette aide peut se faire par une visite informelle de pr\u00e9-reprise ou par un proc\u00e9d\u00e9 plus balis\u00e9 que constitue le trajet de r\u00e9int\u00e9gration. Les services publics de l\u2019emploi et leurs partenaires proposent pour leur part des accompagnements et formations aux personnes qui ne peuvent ou ne d\u00e9sirent plus retourner chez leur employeur.<\/p>\n<p>La reprise partielle du travail, avec cumul partiel du salaire et de l\u2019indemnit\u00e9 de maladie, est l\u2019instrument le plus utilis\u00e9 : 120 000 personnes en ont fait usage en 2021, soit plus du double du nombre enregistr\u00e9 en 2015.<\/p>\n<h3><strong><em>Un processus de r\u00e9int\u00e9gration entam\u00e9 plus rapidement<\/em><\/strong><\/h3>\n<p>Bien que la participation aux politiques de r\u00e9int\u00e9gration augmente, cela n\u2019a pas (encore) men\u00e9 \u00e0 une hausse des sorties : la probabilit\u00e9 qu\u2019une incapacit\u00e9 de travail dure au moins un an est rest\u00e9e stable, \u00e0 environ 20%. Le fait que la r\u00e9int\u00e9gration est souvent entam\u00e9e de mani\u00e8re tardive, contribue \u00e0 cet \u00e9tat de fait.<\/p>\n<p>A l\u2019issue d\u2019une incapacit\u00e9 de travail, une part importante de personnes retrouve un poste aupr\u00e8s d\u2019un nouvel employeur, et dans ce cas, la plupart du temps, aussi au sein d\u2019un nouveau secteur. L\u2019accompagnement par les services publics de l\u2019emploi constitue un soutien pour ces personnes qui doivent \u00e9largir leurs comp\u00e9tences ou veulent se r\u00e9orienter apr\u00e8s une incapacit\u00e9 de travail. Il reste toutefois jusqu\u2019\u00e0 pr\u00e9sent peu utilis\u00e9.<\/p>\n<p>Les r\u00e9centes r\u00e9formes dans l\u2019incapacit\u00e9 de travail, dans les secteurs tant priv\u00e9 que public, vont dans le bon sens. Trajets de soins et de r\u00e9insertion professionnelle doivent davantage \u00eatre consid\u00e9r\u00e9s ensemble. Les r\u00e9sultats montrent qu\u2019orienter plus rapidement et acc\u00e9l\u00e9rer le lancement du processus de r\u00e9int\u00e9gration, tout en tenant compte de l\u2019\u00e9tat de sant\u00e9, sont des \u00e9l\u00e9ments cl\u00e9s pour d\u2019am\u00e9liorer l\u2019inclusion des personnes confront\u00e9es \u00e0 des probl\u00e8mes de sant\u00e9 et ainsi contribuer \u00e0 un march\u00e9 du travail inclusif, o\u00f9 les comp\u00e9tences de chacun sont pleinement utilis\u00e9es.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Source: Banque Nationale de Belgique<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le nombre de personnes en incapacit\u00e9 de travail prolong\u00e9e est en augmentation quasi constante depuis le d\u00e9but des ann\u00e9es 2000.
