Le gouvernement f\u00e9d\u00e9ral vient de r\u00e9ussir \u00e0 nouveau ce prodige en imposant de force la mise en \u0153uvre du Federal Learning Account et en faisant ainsi l\u2019unanimit\u00e9 contre une nouvelle mesure anti-simplification administrative.<br \/>\nPlusieurs questions centrales au sein de nos organisations (la responsabilit\u00e9 soci\u00e9tale, l\u2019\u00e9galit\u00e9 des genres et donc, le d\u00e9veloppement des comp\u00e9tences\u2026) ne s\u2019accordent pas avec les contraintes d\u2019une r\u00e9glementation surabondante. Ces derni\u00e8res se heurtent \u00e0 la libert\u00e9 d\u2019entreprendre ainsi qu\u2019aux besoins de flexibilit\u00e9 sans cesse croissants du march\u00e9 du travail. Ceci \u00e9tant, nous sommes assaillis de lois inapplicables. On fait quoi ?<!--more--><\/p>\n<p>Personne ne remet en cause l\u2019importance de la formation tant pour les travailleurs que pour les entreprises. Tout le monde pointe l\u2019inad\u00e9quation et l\u2019impossible mise en application du dispositif imagin\u00e9 par le gouvernement. La critique est facile, c\u2019est vrai\u2026 Mais elle s\u2019appuie ici sur une r\u00e9alit\u00e9 r\u00e9currente. Les \u2018nouvelles\u2019 mesures de l\u2019ex\u00e9cutif concernant les obligations de formation montrent une forme d\u2019incompr\u00e9hension de la r\u00e9alit\u00e9 quotidienne de l\u2019entreprise et font un proc\u00e8s d\u2019intention insupportable aux dirigeants d\u2019entreprise dont l\u2019ambition premi\u00e8re serait d\u2019emp\u00eacher leurs collaborateurs de s\u2019\u00e9panouir. Il faut que cela s\u2019arr\u00eate.<\/p>\n<h3><strong><em>5 jours obligatoires, ce n\u2019est pas assez!<\/em><\/strong><\/h3>\n<p>L\u2019apprentissage et le d\u00e9veloppement personnel, c\u2019est une d\u00e9marche quotidienne, de chaque instant. Nous savons qu\u2019en affirmant cela, nous prenons un double risque. D\u2019une part, celui de remettre la \u2018responsabilit\u00e9\u2019 de la formation sur le travailleur (\u00e0 chacun de prendre son destin et ses comp\u00e9tences en main!) et celui d\u2019inviter tacitement l\u2019entreprise \u00e0 n\u00e9gliger la gestion structur\u00e9e des trajets de d\u00e9veloppement personnel de ses collaborateurs. Ce n\u2019est pas l\u2019intention.<\/p>\n<p>Comprenons que la formation est dans tous les cas continue, qu\u2019elle fait partie de toutes nos activit\u00e9s et rencontres et que nous devons encore trouver un moyen de la \u2018capitaliser\u2019 correctement, m\u00eame si les plateformes digitales nous ont d\u2019ores et d\u00e9j\u00e0 permis de faire des pas de g\u00e9ant en la mati\u00e8re.<br \/>\nConsid\u00e9rer 5 jours de formation comme un minimum \u00e0 atteindre \u2013 c\u2019est souvent dans cet esprit que les r\u00e9glementations sont con\u00e7ues -, c\u2019est \u00e0 la fois insuffisant et non conforme aux pratiques de terrain.<\/p>\n<h3><strong><em>Des collaborateurs qui ne veulent pas apprendre, cela existe vraiment?<\/em><\/strong><\/h3>\n<p>Nous venons d\u2019\u00e9voquer la contradiction \u00e9vidente qu\u2019il peut y avoir entre des r\u00e9glementations coercitives appliqu\u00e9es aux entreprises et la libert\u00e9 d\u2019agir pour d\u00e9velopper nos organisations. La formation est le meilleur et le premier investissement qui soit. C\u2019est \u00e9galement le plus rentable (\u00e0 condition de la connecter avec une politique de r\u00e9tention adapt\u00e9e). Tout n\u2019est cependant pas rose. Il peut aussi y avoir des collaborateurs qui ne sont tout simplement pas int\u00e9ress\u00e9s. Comment appliquer cette nouvelle r\u00e9glementation dans le cas o\u00f9 un travailleur campe sur des comp\u00e9tences obsol\u00e8tes, malgr\u00e9 nos invitations \u00e0 s\u2019inscrire dans une d\u00e9marche de d\u00e9veloppement personnel? Peine perdue en toute franchise, m\u00eame en restant aussi inclusif que possible\u2026 Autant consacrer notre \u00e9nergie et nos moyens en priorit\u00e9 \u00e0 celles et ceux qui veulent grandir et contribuer.<\/p>\n<h3><strong><em>Un passage en force qui ne pourra pas provoquer l\u2019adh\u00e9sion<\/em><\/strong><\/h3>\n<p>Enfin, si la mesure ne suscite que du rejet, c\u2019est aussi parce que le processus de prise de d\u00e9cision bloque. Tous les partenaires sociaux s\u2019accordent sur l\u2019inad\u00e9quation de la m\u00e9thode utilis\u00e9e. Il y a \u00e9norm\u00e9ment de belles et bonnes id\u00e9es qui sont enterr\u00e9es parce que la concertation n\u2019a pas eu lieu. Non, le bon sens ne l\u2019emporte pas \u00e0 chaque fois. Peu importe que cela soit par empressement ou par b\u00eatise id\u00e9ologique, on n\u2019arrive jamais \u00e0 destination sans embarquer avec soi celles et ceux qui vont mettre en \u0153uvre nos d\u00e9cisions g\u00e9niales. Ce dispositif obligatoire de 5 jours de formation au minimum pour tous les travailleurs sans exception est une intention louable et parfaitement\u2026 inapplicable dans la plupart de nos organisations. Faut-il s\u2019en \u00e9mouvoir puisque l\u2019Etat n\u2019a jamais brill\u00e9 dans un r\u00f4le de sh\u00e9rif, \u00e0 force de multiplier des mesures que ses agents n\u2019ont pas les moyens de contr\u00f4ler\u2026<\/p>\n<p>Au fond, il est facile d\u2019annoncer le fiasco du Federal Learning Account inaugur\u00e9 le 1er avril dernier par le gouvernement f\u00e9d\u00e9ral. Entendons-nous sur ceci : il n\u2019y a pas d\u2019opposition de principe. Mais l\u2019enfer est pav\u00e9 de bonnes intentions\u2026 La n\u00e9cessit\u00e9 de formation pour toutes et tous est une \u00e9vidence absolue. Et il n\u2019est pas question de nier que certain.e.s ne b\u00e9n\u00e9ficient pas d\u2019un apprentissage ad\u00e9quat. Essayons donc d\u2019aider les entreprises et travailleurs qui n\u2019y arrivent pas, faute de ressources ou de m\u00e9thodes.
