Il s&rsquo;agit de g\u00e9n\u00e9rer des richesses durables en vue de r\u00e9\u00e9quilibrer \u00e0 long terme les mod\u00e8les de financement des m\u00e9canismes de solidarit\u00e9. Le taux d&rsquo;insertion des jeunes demandeurs d&#8217;emploi permet de mesurer l&rsquo;efficacit\u00e9 des politiques nationales et r\u00e9gionales en la mati\u00e8re.<!--more--><\/p>\n<p>Le Forem vient donc de publier l&rsquo;\u00e9tude 2014 relative au processus d&rsquo;insertion des jeunes demandeurs d&#8217;emploi (18 \u00e0 24 ans) sur le march\u00e9. Le taux d\u2019insertion \u00e0 6 mois de ces derniers remonte pour la deuxi\u00e8me ann\u00e9e cons\u00e9cutive \u00e0 54,4 % en 2014 (contre 53,4 % en 2013 et 53,2 % en 2012). La courbe descendante constat\u00e9e entre 2007 (61 %) et 2012 (53 %) semble donc ainsi enray\u00e9e.<\/p>\n<p>L\u2019analyse porte donc sur l\u2019insertion de ces jeunes demandeurs d\u2019emploi \u00e2g\u00e9s de 18 \u00e0 24 ans et inscrits au Forem pour la premi\u00e8re fois. Il s&rsquo;agit de comprendre leur entr\u00e9e sur le march\u00e9 de l\u2019emploi en fonction des \u00e9tudes et des options choisies. En 2014, l\u2019observation a port\u00e9 sur 22 642 personnes dont le parcours a \u00e9t\u00e9 analys\u00e9 durant les six mois suivants leur inscription. Les constats de cette \u00e9tude ne valent d\u00e8s lors que pour les demandeurs d\u2019emploi inscrits au Forem et non pour l\u2019ensemble des jeunes sortis des \u00e9tudes.<\/p>\n<p><em><strong> Le dipl\u00f4me : incontournable ?<\/strong><\/em><\/p>\n<p>Comme le signale l&rsquo;analyse d\u00e9livr\u00e9e par le Forem, le dipl\u00f4me reste un atout majeur pour s\u2019ins\u00e9rer sur le march\u00e9 du travail. Les \u00e9tudes qui ont le meilleur taux\/niveau d\u2019insertion sont le bac (73 %), le contrat d\u2019apprentissage\/alternance (63 %) et le master (57 %). En 2014, on note une progression des taux d\u2019insertion des dipl\u00f4m\u00e9s du bachelor et du secondaire 3\u00e8me degr\u00e9. Ainsi, le constat est \u00e0 nouveau pos\u00e9 : les fili\u00e8res davantage ax\u00e9es vers l\u2019exercice d\u2019un m\u00e9tier et permettant des stages professionnels pendant la p\u00e9riode de formation (bachelor et apprentissage) obtiennent les taux d\u2019insertion les plus \u00e9lev\u00e9s.<\/p>\n<p>La section choisie au cours des \u00e9tudes joue \u00e9videmment un r\u00f4le important pour l\u2019insertion. Pour un m\u00eame niveau d\u2019\u00e9tudes, il existe des options avec des r\u00e9sultats d\u2019insertion tr\u00e8s contrast\u00e9s.\u00a0Assez logiquement, les options qui connaissent les meilleurs taux d\u2019insertion sont celles qui pr\u00e9parent \u00e0 des m\u00e9tiers en difficult\u00e9s de recrutement.\u00a0Trois secteurs semblent \u00eatre porteurs pour ce public jeune : l\u2019h\u00e9bergement et la restauration, les activit\u00e9s sp\u00e9cialis\u00e9es, scientifiques et techniques et les activit\u00e9s de service administratif et de soutien (qui reprend notamment l\u2019activit\u00e9 des agences int\u00e9rim). D\u2019autres secteurs comme le commerce, la construction, l\u2019administration, l\u2019industrie manufacturi\u00e8re, l\u2019enseignement, ainsi que la sant\u00e9 et l\u2019action sociale sont \u00e9galement \u00e0 prendre en compte car ils engagent un volume important de jeunes. Plus d\u2019une personne sur quatre dans le public vis\u00e9 ont connu un premier emploi via l\u2019int\u00e9rim.<\/p>\n<p><em><strong>La baisse de la demande d\u2019emploi des jeunes de moins de 25 ans continue<\/strong><\/em><\/p>\n<p>Les chiffres en baisse depuis 2013 se confirment. La chute est de 8,2% entre juillet 2014 et juillet 2015. Avec ces chiffres, la Wallonie est m\u00eame revenue \u00e0 son niveau d\u2019avant la crise. En effet, les jeunes repr\u00e9sentent une cat\u00e9gorie d\u2019\u00e2ge particuli\u00e8rement sensible aux \u00e9l\u00e9ments conjoncturels.<br \/>\nPlusieurs causes pourraient expliquer cette diminution : tout d\u2019abord, notons que ce public fait l\u2019objet de diverses mesures visant \u00e0 stimuler son insertion sur le march\u00e9 de l\u2019emploi (accompagnement individualis\u00e9 sp\u00e9cifique, stage de transition professionnelle, garantie pour la jeunesse, Activa Start, etc.). D\u2019autres facteurs ne sont pas \u00e0 n\u00e9gliger comme l\u2019allongement des \u00e9tudes constat\u00e9 ces 10 derni\u00e8res ann\u00e9es et une arriv\u00e9e plus tardive sur le march\u00e9 de l\u2019emploi, l\u2019embellie conjoncturelle constat\u00e9e depuis 2014, mais aussi l\u2019impact des r\u00e9centes modifications l\u00e9gislatives (d\u00e9gressivit\u00e9 et limitation des allocations et allongement de la dur\u00e9e du stage d\u2019insertion).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Priorit\u00e9 cl\u00e9 de la plupart des gouvernements europ\u00e9ens: l&#8217;emploi des jeunes.
