Le sort de l\u2019accord interprofessionnel (AIP) est donc une nouvelle fois remis entre les mains du gouvernement. L\u2019attitude ent\u00eat\u00e9e des syndicats est \u00e0 l\u2019origine de ce constat d\u00e9cevant : en sus de l\u2019indexation (une augmentation salariale de l\u2019ordre de 5%), les syndicats exigeaient une hausse des titres-repas pour tous et, de surcro\u00eet, des primes uniques de pouvoir d\u2019achat Vivaldi.<!--more--><\/p>\n<p>La situation critique et incertaine sur le plan \u00e9conomique de notre pays et de notre prosp\u00e9rit\u00e9 \u00e9tait le cadet de leurs soucis.<\/p>\n<h3><strong><em>Malgr\u00e9 un contexte extr\u00eamement incertain\u2026<\/em><\/strong><\/h3>\n<p>Notre pays vit toujours des temps tr\u00e8s difficiles sur le plan \u00e9conomique. Tout indique que nous allons conna\u00eetre un nombre record de faillites et de restructurations. Outre de grands acteurs comme Cora, Audi ou Van Hool, il y a aussi un nombre particuli\u00e8rement important de petites entreprises qui doivent soit d\u00e9poser le bilan, soit se restructurer de mani\u00e8re draconienne. Nous constatons par ailleurs une baisse du nombre d\u2019heures prest\u00e9es dans le travail int\u00e9rimaire. L\u2019indice Federgon1 se situe au point le plus bas de ces dix derni\u00e8res ann\u00e9es. Et les chiffres du ch\u00f4mage s\u2019inscrivent \u00e9galement \u00e0 la hausse.<\/p>\n<p>De plus, nous devons tenir compte d\u2019un contexte g\u00e9opolitique impr\u00e9visible. Chaque semaine sont annonc\u00e9s de nouveaux droits de douane susceptibles d\u2019avoir un effet n\u00e9faste sur nos entreprises exportatrices. \u00c0 titre d\u2019exemple, le pr\u00e9sident am\u00e9ricain a d\u00e9cid\u00e9 aujourd\u2019hui de doubler les droits de douane sur l\u2019acier et l\u2019aluminium pour les porter \u00e0 50%.<\/p>\n<p>Bref, sur le plan \u00e9conomique, nous ne sommes pas en tr\u00e8s bonne posture. Et c\u2019est un euph\u00e9misme.<\/p>\n<h3><strong><em>\u2026 l\u2019indexation reste garantie<\/em><\/strong><\/h3>\n<p>En d\u00e9pit de ces sombres perspectives, les travailleurs belges b\u00e9n\u00e9ficieront, gr\u00e2ce \u00e0 l\u2019indexation automatique, d\u2019une augmentation salariale garantie d\u2019environ 5%, soit 12 milliards EUR, au cours des deux prochaines ann\u00e9es. Qu\u2019elles soient en b\u00e9n\u00e9fice ou en perte, les entreprises devront leur payer, et leur payeront, cette augmentation salariale.<\/p>\n<p>Malgr\u00e9 cela, le front commun syndical a mis sur la table des propositions qui ne tiennent pas compte des r\u00e9alit\u00e9s du terrain et des pressions que subissent de nombreux secteurs. Ces propositions, comme une augmentation des titres-repas et les primes de pouvoir d\u2019achat, non seulement affaiblissent la comp\u00e9titivit\u00e9 des entreprises, mais elles donnent \u00e9galement l\u2019impression que tout va bien sur le plan \u00e9conomique et vont totalement \u00e0 l\u2019encontre de la loi sur la norme salariale. S\u2019\u00e9carter de la norme salariale est avant tout ill\u00e9gal, mais de surcro\u00eet, nos entreprises ne disposent tout bonnement d\u2019aucune marge financi\u00e8re.<\/p>\n<h3><strong><em>Et la concertation se solde quand m\u00eame par un \u00e9chec\u2026<\/em><\/strong><\/h3>\n<p>Dans les pays voisins, les employeurs et les syndicats se serrent la main avec satisfaction lorsqu\u2019ils parviennent \u00e0 s\u2019entendre, apr\u00e8s n\u00e9gociations, sur une augmentation salariale de 5%. En Belgique, les n\u00e9gociations commencent d\u2019embl\u00e9e \u00e0 5% et c\u2019est pourtant insuffisant. On s\u2019offusque m\u00eame qu\u2019il n\u2019y ait plus de marge pour d\u2019autres avantages, en plus des 12 milliards d\u2019augmentations salariales.<\/p>\n<p>Cette attitude obstin\u00e9e fait que la balle est maintenant dans le camp du gouvernement. C\u2019est \u00e0 lui de d\u00e9cider s\u2019il maintient la marge salariale (0%), fix\u00e9e par le Conseil central de l\u2019\u00e9conomie (CCE), comme le pr\u00e9voit d\u2019ailleurs l\u2019accord de gouvernement.<\/p>\n<p>La FEB d\u00e9plore vivement cet \u00e9chec. Mais nous ne pouvons raisonnablement pas conclure un accord qui, en ces temps \u00e9conomiques difficiles, placerait nos entreprises dans une position plus d\u00e9favorable.
