Cette proc\u00e9dure suspend temporairement l\u2019adoption de la r\u00e9forme pour une p\u00e9riode de 60 jours, dans le but d\u2019engager une concertation interinstitutionnelle sur ses impacts r\u00e9els et ses modalit\u00e9s de mise en \u0153uvre.<!--more--><\/p>\n<h3><strong><em>Un transfert de charges mal encadr\u00e9 vers les CPAS<\/em><\/strong><\/h3>\n<p>La principale inqui\u00e9tude exprim\u00e9e par la COCOM porte sur les cons\u00e9quences directes de la r\u00e9forme pour les CPAS bruxellois, sans qu\u2019aucune garantie n\u2019ait \u00e9t\u00e9 apport\u00e9e \u00e0 ce stade concernant :<\/p>\n<ul>\n<li>les modalit\u00e9s concr\u00e8tes du transfert de charges depuis l\u2019ONEM vers les CPAS;<\/li>\n<li>la mise en place d\u2019un m\u00e9canisme automatique de compensation financi\u00e8re pour couvrir les surco\u00fbts;<\/li>\n<li>la coordination indispensable avec les acteurs r\u00e9gionaux (Actiris, organismes de formation, services sociaux) pour accompagner les chercheurs d\u2019emploi concern\u00e9s.<\/li>\n<\/ul>\n<p>Alors que le gouvernement f\u00e9d\u00e9ral vise pr\u00e8s de 2 milliards d\u2019euros d\u2019\u00e9conomies, aucun financement structurel n\u2019est pr\u00e9vu pour les pouvoirs locaux qui devront prendre en charge les publics exclus du ch\u00f4mage. \u00c0 Bruxelles, cela repr\u00e9sente pr\u00e8s de 13.000 personnes, soit un tiers des personnes concern\u00e9es au niveau national, pour seulement 10% de la population belge. Cette r\u00e9forme risque d\u2019entra\u00eener une hausse de 28% de la charge des CPAS bruxellois.<\/p>\n<h3><strong><em>Des effets limit\u00e9s sur l\u2019emploi, un risque accru de pr\u00e9carisation<\/em><\/strong><\/h3>\n<p>Selon les projections, les effets attendus de la r\u00e9forme sur la hausse du taux d\u2019emploi pourraient \u00eatre surestim\u00e9s. La Cour des comptes, dans son avis sur le budget 2025, souligne le manque de coordination avec les R\u00e9gions et les CPAS, pourtant indispensables pour atteindre les objectifs vis\u00e9s.<\/p>\n<p>En R\u00e9gion bruxelloise, la situation est particuli\u00e8rement complexe :<\/p>\n<ul>\n<li>60% des chercheurs d\u2019emploi y sont peu qualifi\u00e9s ou tr\u00e8s \u00e9loign\u00e9s du march\u00e9 de l\u2019emploi ;<\/li>\n<li>les emplois dits \u00ab\u00a0en p\u00e9nurie\u00a0\u00bb y sont num\u00e9riquement inf\u00e9rieurs au nombre de personnes qui seraient exclues des allocations ;<\/li>\n<li>les parcours de formation n\u00e9cessaires pour permettre une r\u00e9insertion professionnelle sont souvent longs et demandent un accompagnement individualis\u00e9.<\/li>\n<\/ul>\n<p>Selon l\u2019asbl Diversicom, par exemple, la r\u00e9insertion professionnelle des personnes en situation de handicap peut prendre jusqu\u2019\u00e0 trois ans. En supprimant l\u2019acc\u00e8s aux allocations apr\u00e8s deux ans de ch\u00f4mage, la r\u00e9forme risque de couper les chercheurs d\u2019emploi des dispositifs de formation qualifiante, r\u00e9duisant ainsi leurs chances de r\u00e9int\u00e9gration durable.<\/p>\n<h3><strong><em>5 demandes pour garantir une mise en \u0153uvre \u00e9quitable<\/em><\/strong><\/h3>\n<p>La proc\u00e9dure de conflit d\u2019int\u00e9r\u00eats vise \u00e0 ouvrir un espace de dialogue constructif avec le f\u00e9d\u00e9ral et s\u2019articule autour de cinq demandes concr\u00e8tes :<\/p>\n<ol>\n<li>Adapter la r\u00e9forme aux r\u00e9alit\u00e9s \u00e9conomiques et sociales de Bruxelles, en particulier en mati\u00e8re de qualification et de structure du march\u00e9 du travail ;<\/li>\n<li>Maintenir les droits au ch\u00f4mage pour les personnes engag\u00e9es dans des formations reconnues vers les m\u00e9tiers en tension ;<\/li>\n<li>Garantir un financement structurel, pr\u00e9visible et automatique pour les charges support\u00e9es par les CPAS ;<\/li>\n<li>Reporter de six mois l\u2019entr\u00e9e en vigueur de la r\u00e9forme afin de laisser le temps \u00e0 une concertation efficace ;<\/li>\n<li>Supprimer toute condition de r\u00e9sultats en mati\u00e8re de mise \u00e0 l\u2019emploi pour que les CPAS b\u00e9n\u00e9ficient d\u2019un soutien f\u00e9d\u00e9ral sans pression injustifi\u00e9e.<\/li>\n<\/ol>\n<h3><strong><em>Un appel \u00e0 la responsabilit\u00e9 partag\u00e9e<\/em><\/strong><\/h3>\n<p><em>\u00ab\u00a0Nous partageons l\u2019objectif d\u2019augmenter le taux d\u2019emploi, mais cela ne peut se faire au d\u00e9triment des plus fragiles, ni en d\u00e9sorganisant les services sociaux locaux \u00bb, d\u00e9clare Bernard Clerfayt. \u00ab La r\u00e9forme f\u00e9d\u00e9rale ne pourra produire ses effets que si elle est accompagn\u00e9e, coordonn\u00e9e et financ\u00e9e \u00e0 hauteur des efforts demand\u00e9s aux acteurs locaux.
