Pourtant, la \u00ab\u00a0part salariale\u00a0\u00bb, c\u2019est-\u00e0-dire la part de la valeur ajout\u00e9e de l\u2019\u00e9conomie consacr\u00e9e \u00e0 la r\u00e9mun\u00e9ration des travailleurs, s\u2019affiche en recul en Belgique depuis 2013, alors qu\u2019elle est rest\u00e9e stable dans la zone euro au cours de la m\u00eame p\u00e9riode. Cette baisse a \u00e9t\u00e9 g\u00e9n\u00e9ralis\u00e9e \u00e0 travers les branches d\u2019activit\u00e9.<!--more--><\/p>\n<p>La valeur ajout\u00e9e est souvent compar\u00e9e \u00e0 un \u00ab\u00a0g\u00e2teau \u00e9conomique\u00a0\u00bb que l\u2019on r\u00e9partit entre le travail et le capital. La \u00ab\u00a0part salariale\u00a0\u00bb est le morceau du g\u00e2teau qui revient au travail. Il est important de noter que ce concept refl\u00e8te plut\u00f4t le co\u00fbt salarial pour l\u2019employeur que le montant net finalement per\u00e7u par le travailleur.<\/p>\n<h3><strong><em>Politique de mod\u00e9ration salariale et r\u00e9duction des cotisations patronales<\/em><\/strong><\/h3>\n<p>La contraction de la part salariale depuis 2013 tient tout d\u2019abord \u00e0 une augmentation de la productivit\u00e9 qui n\u2019a pas \u00e9t\u00e9 suivie d\u2019un rel\u00e8vement \u00e9quivalent de la r\u00e9mun\u00e9ration horaire r\u00e9elle. Cela peut s\u2019expliquer, entre autres, par la politique de mod\u00e9ration salariale (par exemple, le saut d\u2019index en 2015) et par la r\u00e9duction des cotisations patronales depuis 2013. Le gouvernement a en effet introduit diverses mesures afin de comprimer la croissance des co\u00fbts salariaux des entreprises. En outre, le syst\u00e8me de norme salariale en Belgique limite la marge pour des hausses de salaires au-del\u00e0 de l\u2019indexation.<\/p>\n<h3><strong><em>Glissements \u00e9conomiques entre les secteurs<\/em><\/strong><\/h3>\n<p>La part salariale peut \u00e9galement \u00eatre analys\u00e9e au niveau des branches d\u2019activit\u00e9. Cette analyse r\u00e9v\u00e8le qu\u2019environ un tiers de la diminution de la part salariale observ\u00e9e en Belgique entre 2013 et 2023 est due au fait que le poids de certains secteurs s\u2019est modifi\u00e9 ; c\u2019est ce que l\u2019on appelle les effets composition. L\u2019industrie pharmaceutique a par exemple gagn\u00e9 en importance ces derni\u00e8res ann\u00e9es. Ce secteur, qui se caract\u00e9rise en g\u00e9n\u00e9ral par une plus grande intensit\u00e9 en capital et par une part salariale plus faible, a vu celle-ci reculer encore davantage. En raison de la valeur ajout\u00e9e \u00e9lev\u00e9e de ce secteur, cette part salariale plus faible prend un poids relativement plus important pour l\u2019ensemble de l\u2019\u00e9conomie.<\/p>\n<p>Toutefois, la majeure partie (deux tiers) du recul de la part salariale est attribuable \u00e0 son tassement au sein de chaque secteur (c\u2019est-\u00e0-dire ind\u00e9pendamment des effets de composition), et en particulier dans les services marchands.<\/p>\n<h3><strong><em>R\u00f4le accru des entreprises pr\u00e9sentant une faible part salariale<\/em><\/strong><\/h3>\n<p>Au niveau des entreprises, nous constatons que la production s\u2019est en partie d\u00e9plac\u00e9e vers les firmes qui pr\u00e9sentent une part salariale plus faible: celles situ\u00e9es dans les centiles inf\u00e9rieurs en la mati\u00e8re repr\u00e9sentaient une part plus importante de la valeur ajout\u00e9e en 2022 qu\u2019en 2013.<\/p>\n<p>L\u2019analyse au niveau des entreprises est aussi r\u00e9v\u00e9latrice de l\u2019h\u00e9t\u00e9rog\u00e9n\u00e9it\u00e9. Si la part salariale s\u2019est repli\u00e9e par rapport \u00e0 2013, seule un peu moins de la moiti\u00e9 des entreprises en ont enregistr\u00e9 une diminution au cours de cette p\u00e9riode. En effet, l\u2019\u00e9volution de ce param\u00e8tre est largement d\u00e9termin\u00e9e par les plus grandes firmes, qui ont non seulement fait \u00e9tat d\u2019une baisse relativement importante de leur part salariale depuis 2013, mais ont \u00e9galement gagn\u00e9 en importance dans la valeur ajout\u00e9e totale.<\/p>\n<h3><strong><em>Incidence potentielle sur le PIB et sur le financement public<\/em><\/strong><\/h3>\n<p>Le revenu du travail est un d\u00e9terminant important de la consommation des m\u00e9nages. Une \u00e9rosion de la part salariale peut donc entra\u00eener des cons\u00e9quences sur la composition du PIB, p\u00e9nalisant la consommation des m\u00e9nages. En revanche, elle tend \u00e0 stimuler les investissements des entreprises.<\/p>\n<p>Une r\u00e9gression de la part salariale est aussi associ\u00e9e dans la litt\u00e9rature \u00e0 une plus grande in\u00e9galit\u00e9, bien que cette hypoth\u00e8se ne se v\u00e9rifie pas dans le cas de la Belgique. Au contraire, les indicateurs de l\u2019in\u00e9galit\u00e9 des revenus en Belgique sugg\u00e8rent que l\u2019in\u00e9galit\u00e9 a diminu\u00e9 au cours de la derni\u00e8re d\u00e9cennie, malgr\u00e9 l\u2019affaiblissement de la part salariale. La r\u00e9duction du taux de ch\u00f4mage y a vraisemblablement contribu\u00e9.<\/p>\n<p>Enfin, la baisse de la part salariale influe \u00e9galement sur les recettes publiques.
