La conclusion du Rapport technique du Conseil central de l\u2019\u00e9conomie (CCE) de f\u00e9vrier 2025 est ainsi transpos\u00e9e dans un texte l\u00e9gislatif sept mois plus tard, apr\u00e8s que la concertation sociale interprofessionnelle \u00e0 ce sujet ne soit pas parvenue \u00e0 un accord en avril.<!--more--><\/p>\n<h3><strong><em>La loi de 1996 sur la norme salariale prot\u00e8ge nos entreprises<\/em><\/strong><\/h3>\n<p>Le maintien du gel des salaires r\u00e9els demeure \u2013 selon ce rapport \u2013 indispensable apr\u00e8s les indexations salariales d\u2019une ampleur sans pr\u00e9c\u00e9dent (environ 14%) au cours de la p\u00e9riode 2022-2023, lesquelles ont \u00e0 nouveau accru le handicap absolu des co\u00fbts salariaux par rapport \u00e0 nos 3 voisins, de moins de 9% en 2019 \u00e0 12,2% en 2023 (secteur marchand, moyenne pond\u00e9r\u00e9e).<\/p>\n<p>En outre, le handicap relatif par rapport \u00e0 nos 3 voisins est redevenu positif par rapport \u00e0 1996 (1,8% en 2023 et encore 1% en 2024). Et ce nouveau handicap doit, selon la loi sur la norme salariale, d\u2019abord \u00eatre \u00e9limin\u00e9, avant que de nouvelles augmentations salariales r\u00e9elles ne soient possibles.<\/p>\n<p>Par cons\u00e9quent, en sus de l\u2019indexation automatique des salaires de 5,5% pr\u00e9vue pour 2025-2026, il n\u2019existe plus de marge pour augmenter davantage les salaires si nous voulons redresser progressivement la position concurrentielle de nos entreprises. Ou encore, un AR pr\u00e9voyant une marge salariale de 0% n\u2019enl\u00e8ve rien au fait que les salaires bruts augmenteront automatiquement de 5,5% au cours de la p\u00e9riode 2025-2026.<\/p>\n<h3><strong><em>Une marge salariale stricte demeure n\u00e9cessaire<\/em><\/strong><\/h3>\n<p>Une ma\u00eetrise stricte de l\u2019\u00e9volution des co\u00fbts salariaux demeure plus que jamais n\u00e9cessaire (\u00e9galement selon d\u2019autres institutions r\u00e9put\u00e9es, comme la Commission europ\u00e9enne, le FMI ou l\u2019OCDE), car la position concurrentielle de nos entreprises (aussi bien dans l\u2019industrie et le commerce que dans certaines parties des secteurs de la construction et des services) est aujourd\u2019hui soumise \u00e0 une forte pression. En partie \u00e0 cause des prix de l\u2019\u00e9nergie beaucoup plus \u00e9lev\u00e9s dans notre pays que chez nos concurrents, et donc en partie \u00e9galement en raison de l\u2019augmentation beaucoup plus forte des co\u00fbts salariaux.<\/p>\n<p>Tout cela p\u00e8se sur l\u2019attractivit\u00e9 de la Belgique pour les investissements \u00e9trangers, entra\u00eene la d\u00e9localisation de sites de production vers l\u2019\u00e9tranger et provoque une \u00e9volution inqui\u00e9tante de nos parts de march\u00e9 sur les march\u00e9s nationaux et \u00e9trangers.<\/p>\n<p>Durant la p\u00e9riode de mai \u00e0 juillet, par exemple, notre pays a d\u00e9j\u00e0 enregistr\u00e9 de fortes baisses en glissement annuel de nos exportations vers la France (-9%), les Pays-Bas (-7%), le Royaume-Uni (-12%) et le Japon (-25%). Et, bien s\u00fbr, les droits de douane de 15% impos\u00e9s par Trump et entr\u00e9s en vigueur le 1er ao\u00fbt sur les exportations belges et toutes les exportations UE vers les \u00c9tats-Unis cr\u00e9ent des risques suppl\u00e9mentaires de baisse, alors qu\u2019un recul de 12% en glissement annuel des exportations belges vers les \u00c9tats-Unis a d\u00e9j\u00e0 \u00e9t\u00e9 enregistr\u00e9 sur la p\u00e9riode allant de mai \u00e0 juillet.<\/p>\n<p>Par cons\u00e9quent, le maintien du gel des salaires r\u00e9els n\u2019est pas un \u00ab\u00a0nice to have\u00a0\u00bb, mais une n\u00e9cessit\u00e9 \u00e9conomique absolue pour le reste de la p\u00e9riode 2025-2026.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Source : FEB &#8211; Centre de comp\u00e9tence Economie &amp; Conjoncture<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>L\u2019arr\u00eat\u00e9 royal fixant la norme salariale r\u00e9elle pour 2025-2026 \u00e0 0,0% a \u00e9t\u00e9 publi\u00e9 au Moniteur belge ce lundi 22 septembre.
