Si 97,1% des entreprises respectent d\u00e9j\u00e0 les quotas en vigueur, la Belgique doit d\u00e9sormais se pr\u00e9parer \u00e0 transposer la directive europ\u00e9enne \u00ab\u00a0Women on Boards\u00a0\u00bb, qui fixe des objectifs plus ambitieux d\u2019ici 2026. Dans les comit\u00e9s de direction, non couverts par la loi, la participation des femmes reste plus limit\u00e9e.<!--more--><\/p>\n<p>La Loi Quotas impose qu\u2019au moins un tiers des si\u00e8ges dans les conseils d\u2019administration des soci\u00e9t\u00e9s cot\u00e9es en bourse, des entreprises publiques autonomes et de la Loterie Nationale soient occup\u00e9s par un\u00b7e membre du sexe sous-repr\u00e9sent\u00e9. Depuis l\u2019entr\u00e9e en vigueur de la loi en 2011, la proportion de femmes administratrices a fortement progress\u00e9.<\/p>\n<p>En 2024, les femmes occupaient en moyenne 37,3% des si\u00e8ges, contre seulement 9,2% en 2008, soit une progression de plus de 28 points de pourcentage en 16 ans. Cette augmentation confirme que les quotas sont un levier puissant pour faire \u00e9voluer la repr\u00e9sentation f\u00e9minine.<\/p>\n<h3><strong><em>Une dynamique positive mais insuffisante dans les comit\u00e9s de direction<\/em><\/strong><\/h3>\n<p>Bien que la loi du 28 juillet 2011 ne s\u2019applique pas aux comit\u00e9s de direction, leur composition a \u00e9galement \u00e9t\u00e9 analys\u00e9e pour mieux cerner l\u2019\u00e9volution globale de la gouvernance d\u2019entreprise.<\/p>\n<p>Entre 2020 et 2024, la part des femmes dans les comit\u00e9s de direction de l\u2019ensemble des entreprises \u00e9tudi\u00e9es est pass\u00e9e de 14,8% \u00e0 21,1%. Dans le m\u00eame temps, la progression dans les soci\u00e9t\u00e9s cot\u00e9es est \u00e9galement tr\u00e8s marqu\u00e9e, avec un taux qui a presque doubl\u00e9, passant de 13,9% \u00e0 20,6%.<\/p>\n<p>Cette \u00e9volution est encourageante, mais elle reste insuffisante pour garantir une repr\u00e9sentation \u00e9quilibr\u00e9e des femmes dans les processus d\u00e9cisionnels. Michel Pasteel, directeur de l\u2019Institut confirme : <em>\u00ab\u00a0L\u2019exp\u00e9rience le montre : sans cadre contraignant, les progr\u00e8s en mati\u00e8re d\u2019\u00e9galit\u00e9 restent limit\u00e9s et trop lents. Les quotas ne sont pas un but en soi mais un outil efficace pour mettre en pratique l\u2019\u00e9galit\u00e9 de genre dans les entreprises. Il est temps d\u2019\u00e9largir la port\u00e9e de la loi aux comit\u00e9s de direction, de fa\u00e7on \u00e0 ce que le management respecte le principe d\u2019\u00e9galit\u00e9 entre les femmes et les hommes.\u00a0\u00bb<\/em><\/p>\n<h3><strong><em>L\u2019Institut appelle \u00e0 une transposition ambitieuse de la Directive \u00ab\u00a0Women on Boards\u00a0\u00bb<\/em><\/strong><\/h3>\n<p>97,1% des entreprises sont d\u00e9j\u00e0 conformes \u00e0 la Loi Quotas et l\u2019on compte une moyenne de 37,3% de femmes dans les conseils d\u2019administration.
