C\u2019est ce qu\u2019indique une nouvelle \u00e9tude de l\u2019Institut pour l\u2019\u00e9galit\u00e9 des femmes et des hommes, r\u00e9alis\u00e9e par la KU Leuven et l\u2019Universit\u00e9 d\u2019Anvers. La Belgique figure ainsi parmi les pays europ\u00e9ens o\u00f9 l\u2019\u00e9cart d\u2019emploi des femmes d\u2019origine externe \u00e0 l\u2019UE est le plus marqu\u00e9.<!--more--><\/p>\n<p>Environ un tiers de l\u2019\u00e9cart entre le taux d\u2019emploi des femmes d\u2019origine externe \u00e0 l\u2019UE et celui des femmes d\u2019origine belge peut s\u2019expliquer par des diff\u00e9rences de niveau d\u2019\u00e9ducation et de la taille du m\u00e9nage. \u00c0 caract\u00e9ristiques socio-d\u00e9mographiques identiques, l\u2019\u00e9cart de taux d\u2019emploi se r\u00e9duirait de 9 points de pourcentage entre ces deux cat\u00e9gories de population.<\/p>\n<p>Mais les deux tiers restants ne peuvent pas \u00eatre expliqu\u00e9s par ces variables socio-d\u00e9mographiques. L\u2019\u00e9tude indique des obstacles structurels qui \u00e9chappent aux seules analyses statistiques : une ma\u00eetrise insuffisante des langues nationales, la non-reconnaissance des dipl\u00f4mes extra-europ\u00e9ens ou encore les pr\u00e9jug\u00e9s et les discriminations \u00e0 l\u2019embauche. C\u2019est pourquoi l\u2019\u00e9tude combine une analyse quantitative et des entretiens de terrain en donnant la parole aux actrices concern\u00e9es. De nombreuses femmes en situation de migration confirment ces difficult\u00e9s et soulignent une sous-\u00e9valuation de leurs comp\u00e9tences et de leurs exp\u00e9riences professionnelles.<\/p>\n<p><em>\u00ab\u00a0Les femmes d\u2019origine externe \u00e0 l\u2019UE sont confront\u00e9es \u00e0 de multiples difficult\u00e9s: aux discriminations li\u00e9es au genre et \u00e0 l\u2019origine s\u2019ajoutent des barri\u00e8res linguistiques, des pr\u00e9jug\u00e9s, des difficult\u00e9s d\u2019acc\u00e8s aux services de garde d\u2019enfants et des r\u00e9seaux sociaux et professionnels limit\u00e9s. Ces obstacles entravent non seulement leur participation \u00e9conomique mais aussi leur int\u00e9gration sociale,\u00a0\u00bb<\/em> explique Michel Pasteel, directeur de l\u2019Institut.<\/p>\n<h3><strong><em>Des recommandations pour lever les freins \u00e0 l\u2019emploi<\/em><\/strong><\/h3>\n<p>Pour r\u00e9duire durablement ces \u00e9carts, l\u2019Institut formule plusieurs recommandations :<\/p>\n<ul>\n<li>Personnaliser les trajets d\u2019insertion professionnelle afin de mieux prendre en compte les parcours migratoires des femmes d\u2019origine externe \u00e0 l\u2019UE et la vuln\u00e9rabilit\u00e9 administrative et \u00e9conomique qui y est associ\u00e9e.<\/li>\n<li>Encourager et soutenir les projets pilotes d\u2019insertion socioprofessionnelle des femmes d\u2019origine externe \u00e0 l\u2019UE de type coaching en entreprise.<\/li>\n<li>Faciliter la reconnaissance et l\u2019\u00e9quivalence des dipl\u00f4mes \u00e9trangers, en particulier dans les m\u00e9tiers des soins, en d\u00e9veloppant des programmes passerelles permettant aux personnes ayant \u00e9tudi\u00e9 en dehors de l\u2019UE de se mettre \u00e0 niveau et de valoriser leurs comp\u00e9tences.<\/li>\n<li>Mettre en place un guichet unique, accessible physiquement et en plusieurs langues, pour fournir une information claire et centralis\u00e9e sur les d\u00e9marches li\u00e9es \u00e0 l\u2019\u00e9quivalence des dipl\u00f4mes.<\/li>\n<li>Offrir des cours de langue financi\u00e8rement abordables, con\u00e7us en fonction des besoins professionnels des femmes migrantes et compatibles avec les contraintes familiales (par exemple via des horaires adapt\u00e9s ou des formules hybrides).<\/li>\n<li>Renforcer l\u2019offre de service de garde d\u2019enfants qualitative, abordable et flexible pour permettre aux femmes migrantes d\u2019effectuer des d\u00e9marches administratives, de suivre une formation ou d\u2019acc\u00e9der \u00e0 un emploi.<\/li>\n<\/ul>\n<p>Ces recommandations sont en phase avec <a href=\"https:\/\/igvm-iefh.belgium.be\/sites\/default\/files\/media\/documents\/IEFH_La%20position%20des%20femmes%20d%E2%80%99origine%20externe%20%C3%A0%20l%E2%80%99UE%20sur%20le%20march%C3%A9%20du%20travail%20belge_2025_FR.pdf\">l\u2019\u00e9tude Femmes en situation de vuln\u00e9rabilit\u00e9 sur le march\u00e9 du travail,<\/a> publi\u00e9e en juin 2025.<\/p>\n<p>Enfin, les femmes interrog\u00e9es dans le cadre de cette \u00e9tude rapportent faire r\u00e9guli\u00e8rement l\u2019objet de sous-\u00e9valuation de leurs comp\u00e9tences voire de discriminations ce qui freinerait \u00e9galement leur acc\u00e8s \u00e0 un emploi stable et de qualit\u00e9.
