Le Harvard Business Review (HBR) titrait \u00e0 la mi-ao\u00fbt \u00ab\u00a0It&rsquo;s Time to Blow Up HR and Build Something New.\u201d Le fait n&rsquo;est pas isol\u00e9. Il y a vraiment danger. Il est peut-\u00eatre temps de r\u00e9agir&#8230;<!--more--><\/p>\n<p>Comme le formule Eric McNulty: \u00ab\u00a0<em>Les RH sont maudites. Tous les 10 ans, des voix s&rsquo;\u00e9l\u00e8vent pour les comdamner \u00e0 dispara\u00eetre ou, \u00e0 tout le moins, \u00e0 se r\u00e9inventer de fond en comble. Les arguments d\u00e9ploy\u00e9s par les auteurs publi\u00e9s dans le HBR sont les m\u00eames que ceux qui figuraient dans une autre publication, datant de 2005, et intitul\u00e9e alors \u00ab\u00a0Why We Hate HR\u00a0\u00bb. De quoi s&rsquo;agit-il? Elaborer un nouveau contrat avec le CEO, comprendre comment cr\u00e9er de la valeur, devenir un partenaire strat\u00e9gique, r\u00e9ussir un meilleur alignement entre les collaborateurs et les priorit\u00e9s du business, etc&#8230;\u00a0\u00bb<\/em> Rien de neuf en r\u00e9alit\u00e9.<\/p>\n<p>Eric McNulty reprend: \u00ab\u00a0<em>Les probl\u00e9matiques inh\u00e9rentes \u00e0 la fonction RH sont r\u00e9elles. Celle-ci est embourb\u00e9e dans des processus de conformit\u00e9 qui lui sont impos\u00e9s et que personne n&rsquo;appr\u00e9cie. Les RH se voient en effet contraintes de g\u00e9rer des situations qu&rsquo;elle ne peut pas r\u00e9soudre telles que l&rsquo;\u00e9volution de la culture de l&rsquo;organisation ou la r\u00e9putation d&rsquo;un patron en manque d&rsquo;intelligence \u00e9motionnelle par exemple. Pire, les professionnels RH sont parfois amen\u00e9s \u00e0 d\u00e9fendre une image d&rsquo;entreprise bienveillante alors que seuls les r\u00e9sultats court-terme et la r\u00e9duction des co\u00fbts se r\u00e9v\u00e8lent vraiment importants dans la r\u00e9alit\u00e9.\u00a0\u00bb<\/em><\/p>\n<p>Partant de ce constat, il est clair que l&rsquo;\u00e9limination des RH donnera in\u00e9vitablement naissance \u00e0 une autre fonction qui sera charg\u00e9e d&rsquo;effectuer le sale boulot. La question \u00e0 aborder ne concerne sans doute pas le contenu de la fonction. Mais bien sa raison d&rsquo;\u00eatre.<\/p>\n<p><em>\u00ab\u00a0Il suffit de regarder \u00e0 quel point nos organisations sont d\u00e9shumanis\u00e9es pour comprendre pourquoi les travailleurs sont d\u00e9sengag\u00e9s, pourquoi les managers d\u00e9testent les consignes \u00e0 appliquer en mati\u00e8re de performance management, pourquoi les RH pataugent si souvent&#8230; Nous pourrions \u00e9voquer les m\u00e9thodes de licenciement aussi&#8230; A se demander qui peut bien imaginer de pareils proc\u00e9d\u00e9s? Les d\u00e9g\u00e2ts \u00e0 long terme provoqu\u00e9s par de telles pratiques sont consid\u00e9rables.\u00a0\u00bb<\/em><\/p>\n<p>Suite aux nombreux projets d\u00e9velopp\u00e9s au fil des ans au sein de la Society of HR Executives, Eric McNulty partage un diagnostic simple et une solution tout aussi \u00e9vidente&#8230; \u00ab\u00a0<em>Sans \u00eatre un sp\u00e9cialiste RH en tant que tel, je pense que ce n&rsquo;est pas une r\u00e9volution organisationnelle qui s&rsquo;impose. Il faut simplement que les RH soient les d\u00e9fenseurs en chef de l&rsquo;humanit\u00e9 dans nos entreprises. Il faut r\u00e9introduire l&rsquo;humain dans les RH.\u00a0\u00bb<\/em><\/p>\n<p>Ce qui implique ? <em>\u00ab\u00a0Les t\u00e2ches de conformit\u00e9 (compliance) et autres routines administratives devraient \u00eatre transf\u00e9r\u00e9es vers des \u00e9quipes sp\u00e9cialis\u00e9es. Les RH deviennent alors forces de proposition dans la dimension humaine proprement dite. Il s&rsquo;agit de cr\u00e9er du sens pour entretenir la motivation et l&rsquo;engagement. En agissant en tant que p\u00e9dagogues, consultants internes et coaches, les responsables RH peuvent donner l&rsquo;exemple quant \u00e0 la mani\u00e8re de traiter les individus, en les consid\u00e9rant autrement que comme des ETP (Equivalents Temps Plein). Champions de la confiance et de la transparence, les RH ne peuvent repr\u00e9senter une vitrine factice, derri\u00e8re laquelle se cache une organisation m\u00e9canique et froide. Le r\u00f4le est proche de celui d&rsquo;un ombudsman charg\u00e9 de veiller au maintien des valeurs et normes de l&rsquo;entreprise aupr\u00e8s de toutes ses parties prenantes. Le discours est empreint de v\u00e9rit\u00e9 et vise \u00e0 consolider la s\u00e9curit\u00e9 des personnes, \u00e0 tous les niveaux. Les RH ont \u00e9galement un r\u00f4le \u00e0 jouer lorsqu&rsquo;il s&rsquo;agit de simplifier ou d&rsquo;\u00e9liminer des r\u00e8gles et proc\u00e9dures absurdes. Il est n\u00e9cessaire de se d\u00e9barrasser des pratiques qui ab\u00eement l&rsquo;enthousiasme et scl\u00e9rosent les organisations. Experts en psychologie, anthropologie et autres disciplines utiles afin de comprendre les comportements humains, les RH sont alors susceptibles d&rsquo;agir en tant que catalyseurs du changement. Bon nombre d&rsquo;entreprises ont d&rsquo;ores et d\u00e9j\u00e0 compris et int\u00e9gr\u00e9 le besoin d&rsquo;impl\u00e9menter les principes du management dit &lsquo;human centric&rsquo;.
