Plus t\u00f4t cette ann\u00e9e, notre pays avait d\u00e9j\u00e0 chut\u00e9 de la 18e \u00e0 la 24e place du classement g\u00e9n\u00e9ral World Competitiveness Ranking de l\u2019IMD.<!--more--><\/p>\n<p>Les principales causes identifi\u00e9es \u00e9taient alors la d\u00e9t\u00e9rioration des donn\u00e9es factuelles relatives \u00e0 la croissance, aux investissements et au d\u00e9ficit ext\u00e9rieur, ainsi qu\u2019une \u00e9volution d\u00e9favorable des r\u00e9sultats d\u2019enqu\u00eates sur la l\u00e9gislation du travail, la bureaucratie et la r\u00e9glementation.<\/p>\n<p>Il convient toutefois de noter que ces enqu\u00eates ont \u00e9t\u00e9 r\u00e9alis\u00e9es en mars 2025, alors que le gouvernement Arizona venait tout juste d\u2019\u00eatre form\u00e9 : un accord de gouvernement prometteur \u00e9tait sur la table, mais aucune r\u00e9forme concr\u00e8te n\u2019avait encore \u00e9t\u00e9 mise en \u0153uvre.<\/p>\n<h3><strong><em>Un recul de quatre places dans le nouveau classement WDCR<\/em><\/strong><\/h3>\n<p>Bien que la Belgique dispose d\u2019atouts solides en mati\u00e8re de R&amp;D et de d\u00e9veloppement des connaissances, le rapport publi\u00e9 aujourd\u2019hui r\u00e9v\u00e8le que les conditions essentielles \u00e0 l\u2019entrepreneuriat innovant sont sous pression d\u2019un point de vue structurel.<\/p>\n<h3><strong><em>Le paradoxe de l\u2019innovation<\/em><\/strong><\/h3>\n<p>Ce classement intervient \u00e0 un moment d\u00e9cisif. L\u2019ambitieux programme de r\u00e9formes du gouvernement est crucial pour enrayer cette tendance n\u00e9gative. Les chiffres avanc\u00e9s par l\u2019IMD d\u00e9montrent pourquoi il est essentiel que les r\u00e9formes structurelles pr\u00e9vues ne soient ni vid\u00e9es de leur substance ni r\u00e9duites \u00e0 n\u00e9ant par des charges suppl\u00e9mentaires impos\u00e9es aux entreprises :<\/p>\n<ul>\n<li>L\u2019infrastructure num\u00e9rique requiert des investissements et non des taxes suppl\u00e9mentaires qui \u00e9roderaient d\u2019autant plus la capacit\u00e9 d\u2019investissement.<\/li>\n<li>La flexibilit\u00e9 du march\u00e9 du travail et un acc\u00e8s ais\u00e9 aux bons talents n\u00e9cessitent des r\u00e9formes structurelles profondes, telles que pr\u00e9vues dans l\u2019accord de gouvernement. Il est imp\u00e9ratif de maintenir le cap et de ne surtout pas affaiblir les r\u00e9formes pr\u00e9vues.<\/li>\n<li>La transformation num\u00e9rique r\u00e9ussit bien mieux lorsque les entreprises disposent d\u2019une marge de man\u0153uvre r\u00e9glementaire et financi\u00e8re que lorsqu\u2019elles sont accabl\u00e9es de nouvelles r\u00e8gles ou de taxes suppl\u00e9mentaires complexes sur les titres, les plus-values ou le patrimoine.<\/li>\n<\/ul>\n<p>La simplification r\u00e9glementaire doit d\u00e8s lors rester une priorit\u00e9 absolue sans \u00eatre compromise par des charges administratives additionnelles.<\/p>\n<p><em>\u00ab\u00a0Cette double chute dans les indicateurs de comp\u00e9titivit\u00e9 de l\u2019IMD est pr\u00e9occupante. La Belgique illustre clairement un paradoxe de l\u2019innovation : nos entreprises disposent de tous les atouts pour figurer dans le top 10 de ce classement, mais les conditions pour exploiter cette capacit\u00e9 d\u2019innovation font d\u00e9faut. \u00c9roder les r\u00e9formes et imposer des charges suppl\u00e9mentaires aux entreprises enverrait aujourd\u2019hui un signal d\u00e9sastreux. Nous avons besoin de toute urgence d\u2019une politique qui stimule et facilite pleinement l\u2019innovation, plut\u00f4t que de lui mettre des b\u00e2tons dans les roues.
