Une nouvelle \u00e9tude de la Banque nationale de Belgique r\u00e9v\u00e8le que, davantage que ses voisins, notre pays peine \u00e0 transformer son dynamisme entrepreneurial en v\u00e9ritable levier de cr\u00e9ations d\u2019emplois.<!--more--><\/p>\n<p>La croissance des \u00ab gazelles \u00bb y est plus lente que chez nos voisins, et l\u2019impact de ces jeunes pousses sur les cr\u00e9ations de postes demeure limit\u00e9. Si le pays ne manque pas de dynamisme entrepreneurial, celui-ci ne g\u00e9n\u00e8re pas suffisamment de cr\u00e9ations d\u2019emplois. Le v\u00e9ritable enjeu ne se situe donc pas tant au niveau du nombre d\u2019entreprises cr\u00e9\u00e9es qu\u2019\u00e0 leur capacit\u00e9 \u00e0 se d\u00e9velopper.<\/p>\n<h3><strong><em>Des perles trop rares<\/em><\/strong><\/h3>\n<p>Essentiel au bon fonctionnement d\u2019une \u00e9conomie, le dynamisme des entreprises se r\u00e9sume \u00e0 un cycle perp\u00e9tuel de cr\u00e9ation, de d\u00e9veloppement, de contraction et parfois de disparition. Qu\u2019il s\u2019agisse des travailleurs, des capitaux ou des id\u00e9es, il se caract\u00e9rise par une r\u00e9allocation continue des ressources vers les usages les plus productifs. Les donn\u00e9es internationales montrent par ailleurs qu\u2019une petite minorit\u00e9 d\u2019entreprises \u00e0 forte croissance est \u00e0 l\u2019origine d\u2019un large pan de la cr\u00e9ation d\u2019emplois et des gains de productivit\u00e9. En Belgique, la rar\u00e9faction de ce type d\u2019entreprises freine la croissance \u00e9conomique \u00e0 long terme et p\u00e8se sur le niveau de vie.<\/p>\n<h3><strong><em>Un recul prolong\u00e9 suivi d\u2019un rebond timide<\/em><\/strong><\/h3>\n<p>Amorc\u00e9 aux alentours de l\u2019an 2000, le repli des indicateurs de dynamisme des entreprises belges s\u2019est poursuivi jusqu\u2019au milieu des ann\u00e9es 2010. Cette tendance s\u2019est invers\u00e9e depuis 2020, signe d\u2019une reprise timide reposant sur un nombre limit\u00e9 d\u2019entreprises, et principalement port\u00e9e par les services plut\u00f4t que par l\u2019industrie manufacturi\u00e8re, \u00e0 la tra\u00eene. Cette reprise timor\u00e9e tient du reste en grande partie \u00e0 l\u2019\u00e9lan d\u2019entreprises d\u00e9j\u00e0 \u00e9tablies plut\u00f4t qu\u2019\u00e0 l\u2019\u00e9mergence d\u2019une nouvelle vague de startup.<\/p>\n<h3><strong><em>Des tendances mondiales et des frictions locales<\/em><\/strong><\/h3>\n<p>La Belgique n\u2019\u00e9volue pas en vase clos, et le pays n\u2019\u00e9chappe pas aux grandes tendances internationales. L\u2019av\u00e8nement du num\u00e9rique et la mondialisation, notamment, ont renforc\u00e9 la position des superstars historiques dans les \u00e9conomies avanc\u00e9es, rendant l\u2019\u00e9mergence de nouveaux acteurs d\u2019autant plus ardue. Ces tendances mondiales lourdes se confrontent aux frictions observ\u00e9es \u00e0 l\u2019\u00e9chelle du pays : march\u00e9 du travail fortement r\u00e9glement\u00e9 et co\u00fbts salariaux \u00e9lev\u00e9s qui freinent la r\u00e9affectation de la main d\u2019\u0153uvre des entreprises d\u00e9clinantes vers les jeunes pousses en expansion. Qui plus est, le nombre \u00e9lev\u00e9 d\u2019entreprises sans emploi en Belgique gonfle les statistiques d\u2019entr\u00e9e, mais ces entreprises contribuent peu \u00e0 la croissance globale, \u00e0 moins de pr\u00e9senter une capacit\u00e9 d\u2019expansion.<\/p>\n<h3><strong><em>La preuve par l\u2019exp\u00e9rience : la qualit\u00e9 prime sur la quantit\u00e9<\/em><\/strong><\/h3>\n<p>Les politiques de soutien aux start-ups ne d\u00e9bouchent pas n\u00e9cessairement sur leur expansion. En Belgique, l\u2019exon\u00e9ration des charges sociales pour la premi\u00e8re embauche s\u2019est av\u00e9r\u00e9e populaire mais aussi co\u00fbteuse. Des \u00e9tudes montrent que cette mesure a surtout permis d\u2019augmenter le nombre d\u2019entreprises \u00e0 salari\u00e9 unique, sans pour autant aboutir \u00e0 une cr\u00e9ation d\u2019emplois durable. Les donn\u00e9es internationales indiquent \u00e9galement que les seuils ou subventions reposant sur la taille des entreprises peuvent d\u00e9naturer les incitants, et ainsi encourager ces derni\u00e8res \u00e0 rester modestes.
