La priorit\u00e9 accord\u00e9e \u00e0 la stagnation et \u00e0 la r\u00e9duction d\u2019effectifs (downsizing) a augment\u00e9 de 28 points de pourcentage au cours de l\u2019ann\u00e9e \u00e9coul\u00e9e. C\u2019est ce qui ressort du nouveau barom\u00e8tre RH de la Vlerick Business School et de la soci\u00e9t\u00e9 de conseil en RH Hudson (filiale de Randstad). <!--more--><\/p>\n<p>Malgr\u00e9 cette forte hausse, l\u2019enqu\u00eate men\u00e9e aupr\u00e8s de 132 des plus grandes organisations de notre pays ne fait pas \u00e9tat d\u2019une r\u00e9action de panique, mais d\u2019un changement de cap strat\u00e9gique.<\/p>\n<h3><strong><em>Le paradoxe de 2026 : se pr\u00e9parer \u00e0 une compression, investir dans l\u2019efficience<\/em><\/strong><\/h3>\n<p>Les donn\u00e9es laissent entrevoir un tournant pour l\u2019\u00e9conomie belge. Le score m\u00e9dian pour la priorit\u00e9 \u00ab\u00a0Prepare for Stagnation\/Downsizing\u00a0\u00bb a augment\u00e9 de 28 pp., passant de 15 \u00e0 43 sur 100. C\u2019est le plus haut niveau atteint en 6 ans et un quasi-triplement par rapport \u00e0 2025. Mais il n\u2019est pas question pour autant d\u2019un arr\u00eat d\u2019urgence collectif. La compression de personnel reste \u00e0 ce jour la deuxi\u00e8me priorit\u00e9 la moins importante de l\u2019agenda strat\u00e9gique global.<\/p>\n<p>Le monde de l\u2019entreprise est n\u00e9anmoins partag\u00e9 sur la question : alors que ce th\u00e8me n\u2019est quasiment pas \u00e0 l\u2019ordre du jour pour 40% des organisations (score inf\u00e9rieur \u00e0 20), pr\u00e8s d\u2019un quart (24%) lui attribuent un score d\u2019alerte sup\u00e9rieur \u00e0 80, soit des changements de respectivement 14 pp. de moins et 14 pp. de plus que l\u2019an dernier. C\u2019est dans le commerce de d\u00e9tail, le secteur chimique et celui de l\u2019industrie &amp; de la fabrication que ce besoin de restructuration se fait actuellement le plus sentir.<\/p>\n<h3><strong><em>La transition vers les RH de pr\u00e9cision : priorit\u00e9 aux donn\u00e9es<\/em><\/strong><\/h3>\n<p>Le ralentissement macro\u00e9conomique se refl\u00e8te directement dans la politique de recrutement. Pour la premi\u00e8re fois depuis la pand\u00e9mie de Covid, la priorit\u00e9 accord\u00e9e au Recrutement &amp; \u00e0 la S\u00e9lection chute fortement pour atteindre une m\u00e9diane de 65 (apr\u00e8s un pic de 85 en 2022). Le budget consacr\u00e9 \u00e0 la Formation &amp; au D\u00e9veloppement (L&amp;D) est \u00e9galement sous pression, affichant une baisse du score \u00e0 61 (contre 75 l\u2019an dernier).<\/p>\n<p>Le constat le plus marquant est toutefois que les entreprises qui anticipent une compression ne se bornent pas \u00e0 couper aveugl\u00e9ment dans leurs effectifs. On observe un glissement strat\u00e9gique vers des outils RH \u00ab intelligents \u00bb :<\/p>\n<ul>\n<li>Analytique RH : les d\u00e9cisions prises en mati\u00e8re d\u2019effectifs sont plus souvent fond\u00e9es sur des donn\u00e9es.<\/li>\n<li>Excellence op\u00e9rationnelle : l\u2019accent se d\u00e9place vers l\u2019utilisation plus efficace des ressources actuelles.<\/li>\n<li>Relations industrielles : des investissements proactifs sont r\u00e9alis\u00e9s dans la relation avec les partenaires sociaux afin d\u2019assurer la fluidit\u00e9 des transitions.<\/li>\n<\/ul>\n<h3><strong><em>La num\u00e9risation reste hors d\u2019atteinte<\/em><\/strong><\/h3>\n<p>Malgr\u00e9 l\u2019actuelle incertitude \u00e9conomique, les entreprises continuent \u00e0 investir dans la poursuite de la transition num\u00e9rique. Qu\u2019une entreprise pr\u00e9voie la n\u00e9cessit\u00e9 de r\u00e9duire la voilure ou de se d\u00e9velopper, l\u2019adoption des technologies se poursuit sans rel\u00e2che. La num\u00e9risation n\u2019est plus consid\u00e9r\u00e9e comme un co\u00fbt variable, mais comme une condition de survie absolue.<\/p>\n<p><em>\u00ab\u00a0Le march\u00e9 du travail est en phase de normalisation apr\u00e8s une p\u00e9riode de surchauffe extr\u00eame\u00a0\u00bb,<\/em> indique Ellen Volckaert, Senior Business Manager R&amp;D chez Hudson, filiale de Randstad. <em>\u00ab\u00a0L\u2019accent se d\u00e9place n\u00e9cessairement de la quantit\u00e9 vers la qualit\u00e9 et la fid\u00e9lisation. Dans un march\u00e9 incertain o\u00f9 les talents sont d\u2019autant moins enclins \u00e0 changer d\u2019emploi, il devient encore plus crucial pour les employeurs de miser sur un leadership fort, sur la mobilit\u00e9 interne et sur la planification strat\u00e9gique des effectifs. Nous observons un glissement de la &lsquo;croissance \u00e0 tout prix&rsquo; vers l\u2019 &lsquo;efficacit\u00e9 op\u00e9rationnelle&rsquo;. Les entreprises se constituent des r\u00e9serves, mais le recrutement et le d\u00e9veloppement se poursuivent \u00e0 un rythme plus mod\u00e9r\u00e9, plus r\u00e9aliste.\u00a0\u00bb<\/em><\/p>\n<p>Le Professeur Dirk Buyens (Vlerick Business School) ajoute : <em>\u00ab\u00a0Il est frappant de constater que les organisations belges r\u00e9agissent aujourd\u2019hui de mani\u00e8re beaucoup plus mature \u00e0 l\u2019approche d\u2019une r\u00e9cession que lors des crises pr\u00e9c\u00e9dentes. Au lieu d\u2019une fuite en avant vers des mesures d\u2019\u00e9conomies, nous assistons \u00e0 un glissement vers des RH de pr\u00e9cision. On recrute de mani\u00e8re plus cibl\u00e9e et on recourt aux donn\u00e9es et \u00e0 un solide dialogue social pour pr\u00e9server la bonne sant\u00e9 de l\u2019organisation.
