Selon le dernier rapport de la Commission pour l\u2019inclusion des personnes en situation de handicap (CIPH), il atteint 1,50% en 2025, contre 1,36% en 2024.<!--more--><\/p>\n<p>Gr\u00e2ce \u00e0 cette hausse, l\u2019administration f\u00e9d\u00e9rale fait un pas dans la bonne direction vers le quota r\u00e9glementaire de 3%. La bonne nouvelle, c\u2019est que le nombre d\u2019organisations qui r\u00e9pond \u00e0 cette norme a \u00e9galement augment\u00e9. Il y a d\u00e9sormais quatre organisations dont 3% des membres du personnel sont en situation de handicap : le SPF S\u00e9curit\u00e9 sociale, la Caisse auxiliaire de paiement des allocations de ch\u00f4mage (CAPAC), le SPP Int\u00e9gration sociale, Lutte contre la pauvret\u00e9 et \u00c9conomie sociale, ainsi que le SPF Emploi, Travail et Concertation sociale.<\/p>\n<p>Par ailleurs, le nombre d\u2019institutions f\u00e9d\u00e9rales qui d\u00e9passe le seuil symbolique des 2% a doubl\u00e9, tandis que la moiti\u00e9 des organisations obtient un pourcentage sup\u00e9rieur \u00e0 celui de 2024.<\/p>\n<p>Pour la ministre en charge de la fonction publique, Vanessa Matz, il s\u2019agit d\u2019une \u00e9volution encourageante qui refl\u00e8te les premiers r\u00e9sultats du Plan f\u00e9d\u00e9ral Handicap mis en \u0153uvre l\u2019ann\u00e9e derni\u00e8re, et qui a pour but de renforcer l\u2019inclusion des personnes en situation de handicap au sein de l\u2019administration f\u00e9d\u00e9rale.<\/p>\n<p><em>\u00ab\u00a0Nous avons encore du chemin \u00e0 parcourir en mati\u00e8re d&rsquo;inclusion, mais le rapport de la CIPH indique que nous avan\u00e7ons dans la bonne direction. Gr\u00e2ce aux diff\u00e9rentes mesures du Plan Handicap, nous avons cr\u00e9\u00e9 des opportunit\u00e9s suppl\u00e9mentaires pour ces personnes en situation de handicap. En m\u00eame temps, l\u2019attention port\u00e9e \u00e0 ces mesures fait \u00e9voluer les mentalit\u00e9s. Il est positif que de plus en plus de services reconnaissent la valeur ajout\u00e9e de l\u2019inclusion sur le lieu de travail.\u00a0\u00bb<\/em> explique Vanessa Matz, Ministre charg\u00e9e de la Fonction publique<\/p>\n<h3><strong><em>Des efforts \u00e0 poursuivre<\/em><\/strong><\/h3>\n<p>La CIPH salue les avanc\u00e9es r\u00e9alis\u00e9es par les diff\u00e9rentes organisations. Elle adresse en outre une nouvelle s\u00e9rie de recommandations au gouvernement f\u00e9d\u00e9ral en vue de faire encore progresser ce pourcentage pour atteindre l\u2019objectif global de 3%.<\/p>\n<p>Elle encourage par exemple le d\u00e9ploiement progressif des proc\u00e9dures de s\u00e9lection r\u00e9serv\u00e9es aux personnes en situation de handicap. A ce jour,\u202f38 s\u00e9lections r\u00e9serv\u00e9es ont \u00e9t\u00e9 organis\u00e9es, pour des fonctions et niveaux vari\u00e9s. On enregistre en moyenne 30,5 inscriptions et 3,9 r\u00e9ussites pour ces s\u00e9lections. Ces chiffres constituent un signal encourageant qui d\u00e9montre la plus-value de ces s\u00e9lections et renforce les autres pratiques inclusives en place.<\/p>\n<p><em>\u00ab\u00a0Il est indispensable de poursuivre les efforts, d\u2019amplifier les dynamiques positives d\u00e9j\u00e0 engag\u00e9es et d\u2019explorer de nouvelles pistes pour accro\u00eetre durablement le taux d\u2019emploi des personnes en situation de handicap.\u00a0\u00bb<\/em> d\u00e9clare Oljan Mapreni, Pr\u00e9sident de la CIPH<\/p>\n<h3><strong><em>La derni\u00e8re r\u00e9forme ouvre d\u00e9j\u00e0 de nouvelles perspectives<\/em><\/strong><\/h3>\n<p>Le Plan Handicap offre d\u00e9j\u00e0 de nouvelles perspectives pour atteindre la norme de 3%. Elle am\u00e9liore notamment la prise en compte des stages r\u00e9gionaux pour les personnes en situation de handicap dans les statistiques de la CIPH. Une autre mesure garantit l\u2019application d\u2019actions positives dans le domaine du recrutement au sein des institutions qui ont atteint leur quota, tant que le taux d\u2019emploi global dans l\u2019administration f\u00e9d\u00e9rale reste inf\u00e9rieur \u00e0 3%.<\/p>\n<p>En outre, un centre d\u2019expertise f\u00e9d\u00e9ral pour les am\u00e9nagements raisonnables va \u00eatre cr\u00e9\u00e9. Ce centre fournira des avis sur mesures, rassemblera les bonnes pratiques et accompagnera les fonctionnaires f\u00e9d\u00e9raux et leurs employeurs.
