Selon la derni\u00e8re \u00e9dition du ManpowerGroup Employment Outlook Survey (MEOS), la pr\u00e9vision nette d\u2019emploi s\u2019\u00e9tablit \u00e0 +8% pour le troisi\u00e8me trimestre 2026. Concr\u00e8tement, sur 508 employeurs interrog\u00e9s en Belgique, 33% envisagent d\u2019augmenter leurs effectifs d\u2019ici fin septembre, 25% anticipent une diminution, 39% ne pr\u00e9voient aucun changement et 3% restent ind\u00e9cis.<!--more--><\/p>\n<p>Le ralentissement est net : la NEO perd 5 points par rapport au trimestre pr\u00e9c\u00e9dent et 12 points sur un an. Apr\u00e8s plusieurs ann\u00e9es de tensions sur le march\u00e9 de l\u2019emploi et de recrutements soutenus dans le sillage de la reprise post-pand\u00e9mie, les employeurs belges adoptent d\u00e9sormais une approche plus d\u00e9fensive. Dans un climat d\u2019incertitude \u00e9conomique persistante et de croissance mod\u00e9r\u00e9e, les entreprises privil\u00e9gient la ma\u00eetrise des co\u00fbts, la stabilit\u00e9 des \u00e9quipes et des recrutements davantage cibl\u00e9s sur les comp\u00e9tences strat\u00e9giques.<\/p>\n<p><em>\u00ab\u00a0Le march\u00e9 du travail belge entre dans une phase d\u2019ajustement plus visible\u00a0\u00bb, <\/em>commente Ronny Lommelen, Managing Director de ManpowerGroup BeLux. <em>\u00ab\u00a0Les entreprises continuent de recruter, mais avec davantage de s\u00e9lectivit\u00e9. La hausse du nombre d\u2019employeurs anticipant des r\u00e9ductions d\u2019effectifs montre que les contraintes \u00e9conomiques p\u00e8sent davantage sur les d\u00e9cisions RH. Pour autant, un employeur sur trois pr\u00e9voit encore d\u2019embaucher, preuve que le march\u00e9 reste actif, m\u00eame s\u2019il devient plus polaris\u00e9.\u00a0\u00bb<\/em><\/p>\n<h3><strong><em>Des dynamiques r\u00e9gionales plus contrast\u00e9es<\/em><\/strong><\/h3>\n<p>Cette prudence se refl\u00e8te \u00e9galement dans les dynamiques r\u00e9gionales. La Flandre conserve la pr\u00e9vision nette d\u2019emploi la plus \u00e9lev\u00e9e \u00e0 +16%, port\u00e9e par un tissu \u00e9conomique diversifi\u00e9 et relativement r\u00e9silient. Bruxelles suit \u00e0 +6%, mais enregistre la plus forte chute sur un an (-29 points), dans un environnement particuli\u00e8rement expos\u00e9 aux services financiers et au secteur public.<br \/>\nLa Wallonie cl\u00f4t le classement r\u00e9gional \u00e0 +3%, en baisse de 19 points par rapport au troisi\u00e8me trimestre 2025 et de 10 points par rapport au trimestre pr\u00e9c\u00e9dent.<\/p>\n<p>Pour la premi\u00e8re fois depuis plusieurs trimestres, les trois r\u00e9gions affichent simultan\u00e9ment un recul annuel, signe que la prudence s\u2019est g\u00e9n\u00e9ralis\u00e9e \u00e0 l\u2019ensemble du pays.<\/p>\n<h3><strong><em>Finance &amp; Assurance surprend, les services et l\u2019IT d\u00e9crochent<\/em><\/strong><\/h3>\n<p>Les contrastes sectoriels sont tout aussi marqu\u00e9s. La Finance &amp; Assurance cr\u00e9e la surprise avec une NEO de +38%, en hausse de 30 points par rapport au trimestre pr\u00e9c\u00e9dent. Il s\u2019agit du seul secteur affichant une progression annuelle parmi les secteurs statistiquement repr\u00e9sentatifs, signe d\u2019un regain de confiance apr\u00e8s plusieurs trimestres de transformation. La Construction &amp; Immobilier suit avec +22%, soutenue par les projets d\u2019infrastructure et la transition \u00e9nerg\u00e9tique, malgr\u00e9 un l\u00e9ger recul sur un an.<br \/>\nL\u2019Horeca affiche techniquement la NEO la plus \u00e9lev\u00e9e \u00e0 +45%, mais ce r\u00e9sultat repose sur un \u00e9chantillon plus r\u00e9duit et doit \u00eatre interpr\u00e9t\u00e9 avec prudence. Il reste par ailleurs en tr\u00e8s forte baisse par rapport \u00e0 l\u2019an dernier (-55 points), ce qui sugg\u00e8re un retour \u00e0 un rythme de croissance plus normalis\u00e9 apr\u00e8s une p\u00e9riode exceptionnellement dynamique.<\/p>\n<p>\u00c0 l\u2019inverse, plusieurs secteurs fortement expos\u00e9s aux services et \u00e0 la technologie connaissent un net coup de frein. Les Services professionnels, scientifiques et techniques affichent une NEO n\u00e9gative \u00e0 -5%, en baisse de 45 points sur un an &#8211; la plus forte chute annuelle parmi les secteurs repr\u00e9sentatifs. Le secteur de l\u2019Information recule \u00e0 -17% (-29 points sur un an), refl\u00e9tant un ajustement marqu\u00e9 dans les services IT et les m\u00e9dias apr\u00e8s plusieurs ann\u00e9es de forte croissance. Le segment Tech &amp; IT Services passe ainsi de +52% en Q3 2025 \u00e0 seulement +4% un an plus tard.<br \/>\nLes Services publics, sant\u00e9 et services sociaux (+4%), le Commerce &amp; Logistique (+4%) et l\u2019Industrie manufacturi\u00e8re (+11%) conservent des perspectives positives, mais affichent eux aussi un ralentissement sur un an, dans un contexte de contraintes budg\u00e9taires et de transformations structurelles.<\/p>\n<p><em>\u00ab\u00a0La Finance &amp; Assurance est clairement la surprise du trimestre\u00a0\u00bb,<\/em> souligne Ronny Lommelen. <em>\u00ab\u00a0Apr\u00e8s plusieurs ann\u00e9es de transformation, le secteur relance ses recrutements, notamment autour de la digitalisation, de la conformit\u00e9 et de la gestion des donn\u00e9es. \u00c0 l\u2019inverse, les services aux entreprises et l\u2019IT traversent une phase de normalisation apr\u00e8s plusieurs ann\u00e9es de forte croissance. Cela renforce la n\u00e9cessit\u00e9 pour les entreprises d\u2019investir dans la requalification et l\u2019\u00e9volution des comp\u00e9tences.\u00a0\u00bb<\/em><\/p>\n<h3><strong><em>Les grandes entreprises interm\u00e9diaires r\u00e9sistent mieux<\/em><\/strong><\/h3>\n<p>La taille des entreprises influence \u00e9galement les perspectives d\u2019embauche. Les organisations de 1.000 \u00e0 4.999 collaborateurs affichent la NEO la plus \u00e9lev\u00e9e (+16%), suivies des entreprises de 10 \u00e0 49 collaborateurs (+14%). Ces deux segments sont les seuls \u00e0 enregistrer une am\u00e9lioration sur un an, signe que certains recrutements strat\u00e9giques et besoins locaux r\u00e9sistent encore au ralentissement g\u00e9n\u00e9ral.<br \/>\n\u00c0 l\u2019inverse, les tr\u00e8s grandes entreprises accusent un recul marqu\u00e9 malgr\u00e9 des intentions d\u2019embauche encore positives, reflet de programmes de r\u00e9organisation et d\u2019optimisation des effectifs.<\/p>\n<h3><strong><em>Une Belgique plus prudente que ses voisins europ\u00e9ens<\/em><\/strong><\/h3>\n<p>\u00c0 l\u2019\u00e9chelle mondiale, les intentions d\u2019embauche restent positives avec une moyenne de +26%. La r\u00e9gion Europe et Moyen-Orient affiche toutefois un ralentissement plus marqu\u00e9. Dans ce contexte, la Belgique figure d\u00e9sormais parmi les march\u00e9s les plus prudents d\u2019Europe, derri\u00e8re les Pays-Bas, le Royaume-Uni ou encore la Su\u00e8de. Seuls quelques pays europ\u00e9ens affichent des<br \/>\nperspectives plus faibles, dont la France, l\u2019Italie et l\u2019Allemagne.<\/p>\n<h3><strong><em>La p\u00e9nurie de talents continue de transformer le march\u00e9<\/em><\/strong><\/h3>\n<p>Au-del\u00e0 de la conjoncture, les r\u00e9sultats s\u2019inscrivent dans un contexte plus large de tensions sur les comp\u00e9tences. \u00c0 l\u2019\u00e9chelle mondiale, 72% des employeurs d\u00e9clarent \u00e9prouver des difficult\u00e9s \u00e0 recruter. Pour la premi\u00e8re fois, les comp\u00e9tences en intelligence artificielle figurent en t\u00eate des profils les plus difficiles \u00e0 trouver, devant l\u2019ing\u00e9nierie et l\u2019IT traditionnelle.<br \/>\nSi l\u2019IA s\u2019impose comme une priorit\u00e9 strat\u00e9gique, les comp\u00e9tences humaines restent essentielles : communication, collaboration et capacit\u00e9 d\u2019adaptation figurent toujours parmi les qualit\u00e9s les plus recherch\u00e9es. Cette tension persistante sur les comp\u00e9tences contribue aussi \u00e0 expliquer la prudence observ\u00e9e en Belgique : les entreprises recrutent moins, mais de mani\u00e8re plus cibl\u00e9e, en privil\u00e9giant les profils \u00e0 forte valeur ajout\u00e9e et en investissant davantage dans le d\u00e9veloppement interne des comp\u00e9tences.<\/p>\n<p><em>\u00ab\u00a0La p\u00e9nurie de talents ne dispara\u00eet pas, elle se transforme\u00a0\u00bb,<\/em> rappelle Ronny Lommelen. <em>\u00ab\u00a0Dans un environnement plus incertain, les entreprises ont tout int\u00e9r\u00eat \u00e0 repenser leur strat\u00e9gie de talents : s\u00e9curiser les comp\u00e9tences cl\u00e9s, en particulier dans l\u2019IA et la data, tout en accompagnant leurs \u00e9quipes vers de nouveaux r\u00f4les.
