De quoi s&rsquo;agit-il? De flexibilit\u00e9, de flexibilit\u00e9 et de flexibilit\u00e9&#8230; Et de constater aussi que la Belgique reste derri\u00e8re ses voisins\/concurrents europ\u00e9ens en mati\u00e8re de co\u00fbt total du travail&#8230;<!--more--><\/h1>\n<p>Le CSE constate une am\u00e9lioration du taux d&#8217;emploi en Belgique (73,4% en 2014) m\u00eame si celui-ci reste inf\u00e9rieur \u00e0\u00a0la moyenne des pays europ\u00e9ens d&rsquo;avant l&rsquo;\u00e9largissement. Il\u00a0pr\u00e9conise d\u00e8s lors \u00ab\u00a0un effort significatif de rel\u00e8vement des comp\u00e9tences\u00a0\u00bb des personnes peu qualifi\u00e9es (avec un focus particulier sur les jeunes) et des mesures en vue d&rsquo;une meilleure int\u00e9gration des \u00e9trangers sur le march\u00e9 du travail. \u00ab\u00a0L&rsquo;\u00e9conomie belge peut tirer avantage des comp\u00e9tences de cette population\u00a0\u00bb, confirme\u00a0le Conseil sup\u00e9rieur de l&#8217;emploi.<\/p>\n<p>Quelles sont ensuite les principales propositions figurant dans le rapport du CSE (pour t\u00e9l\u00e9charger la version compl\u00e8te, cliquez <a href=\"http:\/\/www.emploi.belgique.be\/publicationDefault.aspx?id=43631\">ici<\/a>)? La baisse des cotisations sur les bas salaires, l&rsquo;opportunit\u00e9 que repr\u00e9sente l&rsquo;afflux de main d&rsquo;oeuvre \u00e9trang\u00e8re, l&rsquo;am\u00e9lioration de la flexibilit\u00e9 des horaires, l&rsquo;impl\u00e9mentation des comptes-carri\u00e8re&#8230; Les mesures pr\u00e9sent\u00e9es par le CSE correspondent dans les grandes lignes aux voies trac\u00e9es par le gouvernement f\u00e9d\u00e9ral.<\/p>\n<p>S&rsquo;agissant de la question centrale de la flexibilit\u00e9, le CSE\u00a0recommande le recours intensif aux\u00a0marges de flexibilit\u00e9 existantes\u00a0(travail de nuit et de weekend, heures suppl\u00e9mentaires). Le rapport pr\u00e9cise en effet &#8211; ce qui ne sera pas de nature \u00e0 plaire aux organisations syndicales &#8211; que\u00a0<em>\u00ab\u00a0l<\/em><em>a fr\u00e9quence beaucoup moins importante des horaires atypiques en Belgique que chez nos partenaires europ\u00e9ens doit amener les partenaires sociaux \u00e0 se pencher sur cette question\u00a0\u00bb.\u00a0<\/em><\/p>\n<p>Le ministre de l&rsquo;Emploi, Kris Peeters (CD&amp;V), a pris bonne note des recommandations formul\u00e9es par le Conseil sup\u00e9rieur de l&rsquo;Emploi. Le travail sur mesure reste la priorit\u00e9 du ministre alors que le gouvernement a en ligne de mire un taux d&#8217;emploi de 73,2% d&rsquo;ici 2020. <em>\u00ab\u00a0Nous sommes \u00e0 ce titre convaincus que nous devons inciter plus de gens \u00e0 travailler et \u00e0 rester plus longtemps en place.\u00a0\u00bb<\/em> Pour ce faire, le droit du travail devra \u00eatre modernis\u00e9 \u00e0 court terme, admet-il.<\/p>\n<p>La flexibilit\u00e9 constitue un objectif essentiel \u00e0 court terme. Le Conseil souligne que celle-ci profitera tant aux employ\u00e9s qu&rsquo;aux employeurs. Le rapport encourage \u00e9galement les partenaires sociaux \u00e0 \u00e9laborer des leviers en vue de faire passer des personnes employ\u00e9es temporairement vers une situation professionnelle durable. Pour le Ministre K.Peeters, cela passe par le soutien \u00e0 des formes de travail qui permettent de mieux combiner vies priv\u00e9e et professionnelle, et pas uniquement par une diminution du temps de travail. La piste du\u00a0&lsquo;compte carri\u00e8re&rsquo;, qui \u00ab\u00a0permet aux employ\u00e9s d&rsquo;accumuler des droits \u00e0 un cong\u00e9 r\u00e9mun\u00e9r\u00e9 et\/ou \u00e0 une r\u00e9mun\u00e9ration\u00a0\u00bb.
