Les conclusions ne nous surprennent pas et confirment le profond mouvement de repli observ\u00e9 au sein des d\u00e9partements en charge des RH depuis le d\u00e9clenchement de la crise \u00e9conomique: \u00ab\u00a0trop d&rsquo;admin tue l&rsquo;admin\u00a0\u00bb&#8230; ou formul\u00e9 autrement: la faible r\u00e9activit\u00e9 en mati\u00e8re d&rsquo;administration RH nuit gravement \u00e0 la cr\u00e9dibilit\u00e9 de la fonction dans son ensemble.<!--more--><\/h1>\n<p>Comme le souligne une r\u00e9cente enqu\u00eate d&rsquo;Acerta men\u00e9e aupr\u00e8s de 2000 salari\u00e9s, les lourdeurs administratives\u00a0contrarient tant les travailleurs que le d\u00e9partement HR.\u00a0Elles accaparent \u00e9norm\u00e9ment de temps au d\u00e9partement HR, qui finira par en manquer pour ses t\u00e2ches essentielles.<\/p>\n<p><em><strong>Quelles frustrations?<\/strong><\/em><br \/>\nL&rsquo;enqu\u00eate rel\u00e8ve les principales sources de frustration des travailleurs: \u00ab\u00a0<em>La r\u00e9putation de l&rsquo;administration HR, dont les principaux domaines de comp\u00e9tences concernent la gestion des salaires (77 %), des cong\u00e9s (72 %), des pr\u00e9sences et absences (71 %), des documents sociaux et de la pension (respectivement 69 et 68 %), n&rsquo;est pas fameuse. L&rsquo;enqu\u00eate qu&rsquo;Acerta a men\u00e9e aupr\u00e8s de 2000 salari\u00e9s belges montre en effet qu&rsquo;un tiers d&rsquo;entre eux d\u00e9clarent n&rsquo;avoir aucune confiance dans l&rsquo;exactitude de leur administration HR. En outre, en cas de questionnements \u00e0 propos de l&rsquo;administration du personnel, environ quatre r\u00e9pondants sur cinq reconnaissent pr\u00e9f\u00e9rer se renseigner aupr\u00e8s d&rsquo;amis et de coll\u00e8gues avant de pousser la porte du service du personnel de l&rsquo;entreprise (77 %).\u00a0<\/em><em>C&rsquo;est \u00e0 propos de la communication avec le d\u00e9partement HR que le salari\u00e9 belge est le plus m\u00e9content. Moins de la moiti\u00e9 des travailleurs (44 %) d\u00e9clarent que le service HR communique dans de bons d\u00e9lais et seulement 41 % estiment qu&rsquo;il les informe correctement. La communication se tient le plus souvent par e-mail, consid\u00e9r\u00e9 comme un moyen de communication crucial par 87 % des travailleurs ; pourtant, l&rsquo;entretien en vis-\u00e0-vis demeure la m\u00e9thode de contact pr\u00e9f\u00e9r\u00e9e (dans 90 % des cas). Cependant, un entretien avec chaque travailleur prend beaucoup de temps pour le manager HR\u2026 Du temps qui est souvent perdu dans les d\u00e9dales de l&rsquo;administration HR, \u00e0 faible valeur ajout\u00e9e.<\/em><\/p>\n<p>Les analystes de l&rsquo;enqu\u00eate confirment, sur base de leurs entretiens avec les managers en fonction, que\u00a0\u00ab\u00a0<em>les services des ressources humaines manquent encore de marges pour se concentrer sur la facette essentielle de leurs t\u00e2ches, en l&rsquo;occurrence rechercher et attirer des talents et nouer le dialogue avec les travailleurs, sur la fa\u00e7on dont ils voient leur job et leur avenir dans l&rsquo;entreprise. Les chiffres confirment cette conclusion et montrent clairement que nous devons exploiter diff\u00e9remment les connaissances et les comp\u00e9tences du d\u00e9partement HR. Si celui-ci avait les moyens n\u00e9cessaires pour rencontrer le personnel et \u00e9couter ses desiderata et ambitions, cela pourrait avoir un impact positif sur leur engagement dans le long terme. Ainsi, chacun parviendrait \u00e0 obtenir davantage de son travail, qui serait fait avec plus de plaisir.\u00a0\u00bb<\/em><\/p>\n<p>Et de recommander &lsquo;naturellement&rsquo; d&rsquo;outsourcer certaines t\u00e2ches en vue de se concentrer sur d&rsquo;autres missions offrant \u00e0 priori davantage de valeur ajout\u00e9e. Une piste r\u00e9elle quoique souvent tr\u00e8s co\u00fbteuse&#8230; \u00e0 laquelle il nous semblerait judicieux d&rsquo;ajouter la voie de la digitalisation et le d\u00e9veloppement de l&rsquo;autonomie du collaborateur dans la gestion de ses propres donn\u00e9es administratives.
