Pour la Belgique, il d\u00e9voile un potentiel de croissance de l&rsquo;ordre de 10% du PIB en se penchant sur le potentiel de ses travailleurs \u00e2g\u00e9s.<!--more--><\/h1>\n<p>PwC a publi\u00e9 aujourd\u2019hui l\u2019\u00e9dition belge de son \u00ab Golden Age Index \u00bb pour l\u2019ann\u00e9e 2015. En analysant des donn\u00e9es comparables relatives \u00e0 l\u2019emploi et au march\u00e9 du travail dans les 34 pays membres de l\u2019OCDE (Organisation de Coop\u00e9ration et de D\u00e9veloppement \u00e9conomiques), le \u00ab Golden Age Index \u00bb \u00e9value la capacit\u00e9 de ces pays \u00e0 exploiter le potentiel que repr\u00e9sente la main d\u2019\u0153uvre des travailleurs plus \u00e2g\u00e9s, soit ceux de plus de 55 ans.<\/p>\n<p>Comme le remarque Peter De Bley, Partner chez PwC Belgique et Global Human Resources Management Consulting Leader de PwC, la Belgique reste \u00e0 la tra\u00eene en la mati\u00e8re au sein de l&rsquo;OCDE: \u00a0<em>\u00ab\u00a0Si le taux d\u2019emploi en Belgique des travailleurs \u00e2g\u00e9s de 55 \u00e0 69 ans \u00e9tait similaire \u00e0 celui de la Su\u00e8de, meilleur \u00e9l\u00e8ve de l\u2019index dans l\u2019Union europ\u00e9enne, le produit int\u00e9rieur brut (PIB) belge pourrait grimper de 10 %, ce qui repr\u00e9sente un gain d\u2019environ 40 milliards d\u2019EUR par an.\u00a0\u00bb<\/em><\/p>\n<p><em><strong>Quel potentiel pour l&rsquo;\u00e9conomie?<\/strong><\/em><\/p>\n<p><em>\u00ab\u00a0Les travailleurs \u00e2g\u00e9s constituent une immense manne de richesse potentielle pour les entreprises, l\u2019\u00e9conomie et la soci\u00e9t\u00e9. D\u2019ici 2050, les personnes de plus de 65 ans, qui forment aujourd\u2019hui 8 % de la population mondiale, repr\u00e9senteront 17 %, entra\u00eenant une modification importante du ratio travailleurs\/retrait\u00e9s. Dans notre culture, on se fonde sur l\u2019hypoth\u00e8se que l\u2019emploi continu des travailleurs plus \u00e2g\u00e9s obstruera les nouvelles opportunit\u00e9s d\u2019emploi pour les plus jeunes. Selon une perspective macro-\u00e9conomique \u00e0 plus long terme, cela ne sera n\u00e9anmoins pas le cas. Les personnes qui travaillent plus longtemps augmenteront le pouvoir d\u2019achat, ce qui aura, \u00e0 son tour, un impact sur la demande d\u2019emploi globale, produisant parall\u00e8lement une croissance du PIB.\u00a0\u00bb<\/em><\/p>\n<p>En prenant la Su\u00e8de, class\u00e9e en t\u00eate du \u00ab Golden Age Index \u00bb dans l\u2019Union europ\u00e9enne, comme pays de r\u00e9f\u00e9rence, PwC a calcul\u00e9 l\u2019impact sur le PIB belge dans l\u2019hypoth\u00e8se o\u00f9 les taux d\u2019emploi des seniors (de 55 \u00e0 60 ans) en Belgique seraient \u00e9quivalents \u00e0 ceux de la Su\u00e8de, en appliquant cette formule:<\/p>\n<p>PIB en Belgique = taux d\u2019emploi moyen des jeunes travailleurs et des travailleurs d\u2019\u00e2ge moyen (tranche d\u2019\u00e2ge 15-54) en Belgique x PIB par travailleur en Belgique + taux d\u2019emploi moyen des travailleurs plus \u00e2g\u00e9s (55-69) en Su\u00e8de x PIB par travailleur en Belgique.<\/p>\n<p>En supposant que l\u2019emploi total dans l\u2019\u00e9conomie \u00e9quivaut \u00e0 l\u2019emploi dans le groupe des 15-69 et que les travailleurs \u00e0 temps plein sont deux fois plus productifs en moyenne que les travailleurs \u00e0 temps partiel, PwC estime qu\u2019augmenter les taux d\u2019emploi des seniors (55-69) au niveau de ceux de la Su\u00e8de pourrait faire grimper le PIB jusqu\u2019\u00e0 10 %, soit un gain d\u2019environ 40 milliards EUR par an.<\/p>\n<p><em><strong>Qui doit agir ?<\/strong><\/em><\/p>\n<p>Selon les analystes du Golden Age Index, saisir ces gains potentiels n\u00e9cessite des actions tant dans le chef du gouvernement belge que des entreprises belges.<\/p>\n<p><em>Pour le gouvernement, les mesures suivantes sont requises:<\/em><\/p>\n<p>1. Encourager la formation professionnelle continue afin d&rsquo;augmenter l&#8217;employabilit\u00e9 et stimuler la motivation;<\/p>\n<p>2. Adapter les priorit\u00e9s lors des licenciements collectifs (utiliser les qualifications ou la performance au lieu de l&rsquo;admission possible \u00e0 la retraite anticip\u00e9e;<\/p>\n<p>3. Supprimer progressivement les subsides permettant la cessation anticip\u00e9e de l\u2019activit\u00e9 professionnelle;<\/p>\n<p>4. Assouplir le cadre d\u2019affectation du personnel en ajustant les politiques actuelles et en\u00a0permettant aux employ\u00e9s d\u2019assurer une charge de travail plus l\u00e9g\u00e8re plus tard dans leur vie.<\/p>\n<p><em>Pour les entreprises belges, les mesures suivantes sont requises:<\/em><\/p>\n<p>1. Mettre en place un changement des mentalit\u00e9s et de culture;<\/p>\n<p>2. Mettre \u00e0 profit la valeur ajout\u00e9e des seniors;<\/p>\n<p>3. Offrir diff\u00e9rents parcours professionnels en favorisant les carri\u00e8res plus transversales et les fonctions plus consultatives;<\/p>\n<p>4. D\u00e9velopper une politique RH int\u00e9gr\u00e9e en vue d\u2019un emploi plus durable via la promotion de la diversit\u00e9 dans le recrutement et le passage vers des grilles salariales fond\u00e9es sur les comp\u00e9tences et non sur l&rsquo;anciennet\u00e9.<\/p>\n<p>&nbsp;<\/p>\n<p><em><strong>Top 5 du Golden Age Index &#8211; Classement 2013<\/strong><\/em><\/p>\n<p>Les r\u00e9sultats des pays dans l\u2019index sont repris sur une \u00e9chelle variant de 0 \u00e0 100, avec une valeur moyenne de l\u2019OCDE pour l\u2019ann\u00e9e de r\u00e9f\u00e9rence 2003 fix\u00e9e \u00e0 50. Les derni\u00e8res donn\u00e9es disponibles sont celles de 2013.<\/p>\n<p><em>1. Islande &#8211; 2. Nouvelle Z\u00e9lande &#8211; 3. Su\u00e8de &#8211; 4. Isra\u00ebl &#8211; 5. Norv\u00e8ge &#8211; &#8230; &#8211; 27. Belgique<\/em><\/p>\n<p>Le \u00ab Golden Age Index \u00bb \u00e9value la capacit\u00e9 des 34 pays membres de l\u2019OCDE \u00e0 exploiter le potentiel de leurs seniors, compris dans la tranche d\u2019\u00e2ge des plus de 55 ans.
