L\u2019\u00e9volution de la situation des transports en Belgique est suivie avec attention en raison tant de la contribution positive des transports au d\u00e9veloppement \u00e9conomique et social du pays que de leurs impacts n\u00e9gatifs (embouteillages, accidents, pollution,&#8230;). Et les r\u00e9sultats ne sont pas fameux.<!--more--><\/h1>\n<p>Cette troisi\u00e8me \u00e9dition met en \u00e9vidence une croissance de la demande de transport de personnes et de marchandises \u00e0 l\u2019horizon 2030 \u2013 \u00e0 politique inchang\u00e9e \u2013 et pr\u00e9sente son impact sur la congestion et les \u00e9missions de polluants si celle-ci se r\u00e9alisait. Le Bureau f\u00e9d\u00e9ral du Plan a \u00e9galement analys\u00e9, parall\u00e8lement \u00e0 cette publication, les effets \u00e0 long terme de la r\u00e9forme des accises frappant les carburants sur l\u2019environnement, le trafic routier et les finances publiques.<\/p>\n<p>Le nombre de passagers-kilom\u00e8tres parcourus en Belgique augmente de 11% entre 2012 et 2030 et celui des tonnes-kilom\u00e8tres de 44%. Le transport routier reste pr\u00e9pond\u00e9rant : 87% des passagers-kilom\u00e8tres en 2030, dont 82% en voiture, et 70% des tonnes-kilom\u00e8tres, dont 66% en camion.<br \/>\nAvec une diminution de la vitesse moyenne de 24% en p\u00e9riode de pointe et de 10% en p\u00e9riode creuse, les conditions de circulation sur le r\u00e9seau routier \u2013 \u00e0 infrastructure constante \u2013 se d\u00e9gradent \u00e0 l\u2019horizon 2030.<\/p>\n<p>Les \u00e9missions directes de gaz \u00e0 effet de serre enregistrent une quasi stabilisation \u00e0 l\u2019horizon 2030, la croissance des passagers-kilom\u00e8tres et des tonnes-kilom\u00e8tres \u00e9tant quasiment compens\u00e9e par l\u2019am\u00e9lioration de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique des v\u00e9hicules. Le transport routier est responsable de 97% de ces \u00e9missions en 2030. La mise en oeuvre de normes d\u2019\u00e9mission plus strictes se traduit par une diminution des \u00e9missions de polluants locaux tels que les particules fines (PM2,5) et les oxydes d\u2019azote (NOx).<br \/>\nLa r\u00e9forme des accises sur les carburants entra\u00eene une diminution du trafic automobile de 0,9% \u00e0 l\u2019horizon 2030 ainsi qu\u2019une baisse de la part des voitures diesel dans le parc automobile de trois points de pourcent. Ces \u00e9volutions impactent la vitesse sur la route qui augmente de 0,9% pendant les heures de pointe. Les \u00e9missions directes de NOx diminuent de 2,6% et celles de PM2,5 de 0,6% au cours de la p\u00e9riode de projection.<\/p>\n<p>L\u2019\u00e9volution de la demande de transport se fonde sur les perspectives macro\u00e9conomiques et sociod\u00e9mographiques du Bureau f\u00e9d\u00e9ral du Plan (BFP) et tient compte de l\u2019\u00e9volution du co\u00fbt du transport (co\u00fbt mon\u00e9taire et co\u00fbt en temps). La projection de r\u00e9f\u00e9rence (ou projection \u00e0 politique inchang\u00e9e) part de l\u2019hypoth\u00e8se d\u2019une poursuite des politiques fiscales et tarifaires en vigueur et de la mise en oeuvre des directives europ\u00e9ennes existantes, lesquelles pr\u00e9voient l\u2019adoption des nouvelles normes Euro, l\u2019am\u00e9lioration de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique des v\u00e9hicules ainsi qu\u2019un recours croissant aux\u00a0biocarburants. L\u2019abandon du syst\u00e8me d\u2019Eurovignette pour les poids lourds au profit de l\u2019introduction d\u2019une taxe (ou redevance) kilom\u00e9trique est pris en compte \u00e0 partir de 2016. Pour une raison de calendrier, le rapprochement des accises per\u00e7ues sur le diesel et l\u2019essence r\u00e9cemment d\u00e9cid\u00e9 n\u2019a pu \u00eatre int\u00e9gr\u00e9 dans le sc\u00e9nario de r\u00e9f\u00e9rence. Les effets de cette mesure sont n\u00e9anmoins analys\u00e9s dans l\u2019\u00e9tude mentionn\u00e9e ci-dessus et intitul\u00e9e \u00ab Fuel excise reform in Belgium: Long term effects on the environment, traffic and public finance \u00bb (BFP, 2015) dont les principales conclusions sont pr\u00e9sent\u00e9es infra.<\/p>\n<p><em><strong>Croissance du transport de personnes et de marchandises<\/strong><\/em><\/p>\n<p>La demande de transport de personnes et de marchandises enregistre une augmentation entre 2012 et 2030, \u00e0 politique inchang\u00e9e. Le nombre total de passagers- kilom\u00e8tres croit de 11% au cours de la p\u00e9riode \u00e9tudi\u00e9e. En 2030, la voiture reste le mode de transport pr\u00e9pond\u00e9rant pour le transport de personnes (82% des passagers-kilom\u00e8tres) et enregistre une l\u00e9g\u00e8re diminution du taux d\u2019occupation moyen. \u00c0 l\u2019exception du transport en bus, les passagers-kilom\u00e8tres parcourus par les autres modes de transport progressent \u00e0 l\u2019horizon 2030.<\/p>\n<p>Le nombre de tonnes-kilom\u00e8tres transport\u00e9es en Belgique croit de 44% entre 2012 et 2030. L\u2019augmentation la plus marqu\u00e9e concerne les entr\u00e9es (+50%) et les sorties (+60%) du territoire belge. Les modes routiers (camions et camionnettes) restent pr\u00e9dominants \u00e0 l\u2019horizon 2030 (70% des tonnes-kilom\u00e8tres), malgr\u00e9 un l\u00e9ger transfert modal d\u2019une partie des tonnes-kilom\u00e8tres transport\u00e9es par la route vers la navigation int\u00e9rieure et le rail.<\/p>\n<p><em><strong>Plus de congestion<\/strong><\/em><\/p>\n<p>La croissance du transport routier de personnes et de marchandises conduit \u00e0 une augmentation du trafic qui, sans nouvelles mesures, se refl\u00e8te par une diminution de la vitesse moyenne sur le r\u00e9seau routier belge. En 2030, la vitesse moyenne durant les heures de pointe diminue de 24% par rapport \u00e0 2012, tandis qu\u2019aux heures creuses, la r\u00e9duction de vitesse atteint 10%. En d\u2019autres termes, parcourir une distance de 50 km prendra, en moyenne, 25 minutes de plus en 2030 en p\u00e9riode de pointe et cinq minutes suppl\u00e9mentaires en p\u00e9riode creuse par rapport \u00e0 2012.<\/p>\n<p><em>Source : Bureau f\u00e9d\u00e9ral du Plan<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>De quoi d\u00e9primer!
