La f\u00e9d\u00e9ration des prestataires des services RH veut rappeler que c&rsquo;est au niveau de l&rsquo;entreprise que la d\u00e9cision doit revenir et qu&rsquo;il convient d&rsquo;\u00e9viter la production de nouvelles r\u00e8gles du c\u00f4t\u00e9 de l&rsquo;ex\u00e9cutif. Pour souligner ensuite que <em>\u00ab\u00a0c\u2019est la mission des pouvoirs publics de mener une politique positive, (&#8230;) en levant les obstacles juridiques et administratifs qui entravent la mise en place du travail soutenable.\u00a0\u00bb <\/em>Essayons de comprendre&#8230;<!--more--><\/h1>\n<p>Comme la f\u00e9d\u00e9ration le rappelle, \u00ab\u00a0<em>lors d\u2019une Table Ronde en juin dernier, le Ministre f\u00e9d\u00e9ral de l\u2019Emploi, Kris Peeters, a lanc\u00e9 l\u2019action \u00ab\u00a0Travail soutenable\u00a0\u00bb (\u00ab\u00a0Werkbaar werk\u00a0\u00bb, \u00e9galement traduit par \u00ab\u00a0Travail faisable\u00a0\u00bb). Le redressement \u00e9conomique stimul\u00e9 par le gouvernement doit \u00eatre ancr\u00e9 structurellement, notamment en prolongeant la dur\u00e9e des carri\u00e8res. Les gens vont devoir travailler plus longtemps, et il faut faire en sorte qu\u2019ils soient aussi en mesure de le faire. Il faut rendre le travail plus \u2018soutenable\u2019, et ce tout au long de la carri\u00e8re des travailleurs.\u00a0\u00bb<\/em><\/p>\n<p>Elle identifie trois piliers (Formation &amp; Motivation &#8211; Stress au travail &#8211; Equilibre priv\u00e9\/professionnel) couverts par la notion de &lsquo;travail soutenable&rsquo; pour conclure que celle-ci passe par <em>\u00ab\u00a0une bonne gestion de carri\u00e8re &#8211; une approche sur mesure &#8211; qui vise \u00e0 rechercher une ad\u00e9quation entre les capacit\u00e9s des travailleurs et la situation de travail r\u00e9elle et \u00e0 maintenir cette ad\u00e9quation tout au long de la carri\u00e8re.\u00a0\u00bb\u00a0<\/em>Logiquement, Federgon pr\u00f4ne donc pour d\u00e9placer le sens de l&rsquo;initiative au niveau des entreprises elles-m\u00eames via la mise en oeuvre d&rsquo;une politique RH ambitieuse.<\/p>\n<p>Elle plaide ensuite pour que nous \u00e9vitions une nouvelle inflation r\u00e9glementaire: <em>\u00ab\u00a0Nous sommes convaincus que l\u2019on ne rendra pas le travail plus soutenable \u00e0 coup d\u2019automatismes et de mesures collectives, ni non plus en multipliant les r\u00e8gles, droits et obligations. Ce qu\u2019il faut, c\u2019est une approche efficace, centr\u00e9e sur les Ressources Humaines et con\u00e7ue sur mesure en fonction de l\u2019entreprise.\u00a0\u00bb <\/em>Pour reprendre ensuite:<em> \u00ab\u00a0C\u2019est la mission des pouvoirs publics de mener une politique positive, qui vise \u00e0 encourager et \u00e0 soutenir les entreprises en les sensibilisant sur la question du travail soutenable, bonnes pratiques \u00e0 l\u2019appui en les informant au sujet des initiatives ou des possibilit\u00e9s de formation existantes et en levant les obstacles juridiques et administratifs qui entravent la mise en place du travail soutenable.\u00a0\u00bb<\/em><\/p>\n<p>Serait-ce contradictoire? La f\u00e9d\u00e9ration souhaite que les pouvoirs publics sensibilisent les entreprises aux bonnes pratiques en mati\u00e8re de flexibilit\u00e9 et d&rsquo;agilit\u00e9. \u00a0Elle \u00e9num\u00e8re ensuite quelques formes concr\u00e8tes parmi lesquelles le job crafting, la promotion de la sant\u00e9 et du bien-\u00eatre, le t\u00e9l\u00e9travail, le scan employabilit\u00e9, l&rsquo;accompagnement aux &lsquo;nouveaux modes de travail ou encore les formations individuelles en mati\u00e8re de gestion du changement,&#8230; Bref, un inventaire d\u00e9taill\u00e9 de l&rsquo;offre de services de ses membres &#8211; prestataires de services &#8211; \u00e0 l&rsquo;intention des entreprises qui seraient manifestement en manque de comp\u00e9tences et de ressources (ndlr: ce qui nous semble constituer un s\u00e9rieux raccourci).<\/p>\n<p>Plus loin encore, Federgon insiste sur la n\u00e9cessit\u00e9 de lever les obstacles juridiques et administratifs afin que la mise en place du travail soutenable puisse se r\u00e9aliser. Les difficult\u00e9s administratives li\u00e9es aux d\u00e9rogations aux horaires de travail \u00e0 temps partiel, ainsi que la n\u00e9cessit\u00e9 de conclure une CCT en cas d&rsquo;adaptation des r\u00e9gimes de travail flexibles par exemple, seraient de r\u00e9els freins vis-\u00e0-vis de l&rsquo;ambition du travail faisable. Idem sur le plan de la composition des packages d&rsquo;avantages extra-l\u00e9gaux&#8230;<\/p>\n<p>La CNE n&rsquo;a pas tard\u00e9 \u00e0 r\u00e9agir aux d\u00e9clarations r\u00e9centes des f\u00e9d\u00e9rations d&#8217;employeurs qui visent \u00e0 limiter l&rsquo;intervention de l&rsquo;\u00e9tat afin de responsabiliser davantage les travailleurs en mati\u00e8re d&#8217;employabilit\u00e9 et de gestion durable de leur capital sant\u00e9. Et d&rsquo;annoncer de futures actions en guise de protestation contre le risque de pr\u00e9carisation des travailleurs.<\/p>\n<p>M\u00eame s&rsquo;il est l\u00e9gitime de pr\u00e9parer le terrain des futures n\u00e9gociations de part et d&rsquo;autre, il est d&rsquo;ores et d\u00e9j\u00e0 \u00e0 craindre que les positions seront difficiles \u00e0 concilier.
