En guise de r\u00e9ponse, l\u2019Acad\u00e9mie des Entrepreneurs Sociaux et CBC publient le premier Guide de la gestion strat\u00e9gique des entreprises\u00a0du secteur.<!--more--><\/h1>\n<p>Comme l&rsquo;indique les partenaires de cette initiative, <em>\u00ab\u00a0le Guide a \u00e9galement pour objectif de soutenir les entrepreneurs sociaux qui doivent faire face \u00e0 de nouvelles pressions: la crise, la diminution des aides publiques et le propre succ\u00e8s de ce secteur qui oblige les donateurs et les b\u00e9n\u00e9voles \u00e0 faire des choix.\u00a0\u00bb<\/em><\/p>\n<p>En Belgique, l\u2019\u00e9conomie sociale a le vent en poupe et contribue chaque ann\u00e9e un peu plus \u00e0 la cr\u00e9ation d\u2019emplois. Pr\u00e8s d\u2019un emploi sur huit rel\u00e8ve de l\u2019entrepreneuriat social, soit pr\u00e8s de 12 % de l\u2019emploi salari\u00e9 national. Mais ce secteur doit aussi faire face \u00e0 de nouvelles pressions. Les aides publiques diminuent, les pouvoirs publics ne peuvent pas soutenir tout le monde; ils attendent l\u2019utilisation exemplaire des aides en \u00e9vitant les gaspillages. De m\u00eame, les donateurs-investisseurs et les b\u00e9n\u00e9voles, deux acteurs cl\u00e9s dans l\u2019\u00e9cosyst\u00e8me des entreprises sociales, se retrouvent face \u00e0 une abondance d\u2019entreprises \u00e0 finalit\u00e9 sociale. Seules les plus structur\u00e9es pourront les attirer. Elles doivent \u00eatre efficaces et sont oblig\u00e9es de mieux utiliser leurs ressources. Le\u00a0premier Guide de gestion strat\u00e9gique des entreprises \u00e0 finalit\u00e9 sociale vise \u00e0 allier conseils pratiques, grilles d\u2019analyse et aide \u00e0 la d\u00e9finition d\u2019objectifs strat\u00e9giques, cet ouvrage entend soutenir et renforcer la professionnalisation de ce secteur.<\/p>\n<p><strong><em>Enjeu : la gestion du d\u00e9doublement<\/em><\/strong><\/p>\n<p>Les partenaires pr\u00e9cisent encore: \u00a0<em>\u00ab\u00a0les entreprises \u00e0 finalit\u00e9 sociale sont avant tout des organisations \u00e9conomiques. Comme les autres entreprises, elles doivent assurer leur viabilit\u00e9. Elles d\u00e9finissent des projets d\u2019ambition, sont responsables d\u2019emplois, sont dot\u00e9es d\u2019un conseil d\u2019administration, se doivent de pr\u00e9senter un budget en \u00e9quilibre d\u2019ann\u00e9e en ann\u00e9e, etc. En bon nombre de points, elles rejoignent les entreprises classiques avec une nuance de taille toutefois : la finalit\u00e9 sociale remplace celle de maximisation de profits.\u00a0\u00bb<\/em><\/p>\n<p><em>\u00ab\u00a0Les entreprises \u00e0 finalit\u00e9 sociale doivent combiner r\u00e9sultats \u00e9conomiques et finalit\u00e9 sociale, cette derni\u00e8re \u00e9tant une priorit\u00e9. Cela signifie pour l\u2019entreprise de structurer son projet en le d\u00e9doublant, gr\u00e2ce \u00e0 une double grille de lecture si je puis dire : la finalit\u00e9 sociale bien entendu mais \u00e9galement les r\u00e9sultats \u00e9conomiques.\u00a0\u00bb<\/em> explique Michel Boving, Conseiller en organisations et Chercheur associ\u00e9 au Centre d\u2019Economie Sociale (HEC-ULg). Le Guide tente de d\u00e9montrer qu\u2019on peut adapter les th\u00e9ories en gestion strat\u00e9gique aux sp\u00e9cificit\u00e9s des entreprises sociales. Au travers de sch\u00e9mas pratiques, cet ouvrage syst\u00e9matise une r\u00e9flexion \u00e9conomique et sociale conjointe.<\/p>\n<p><em><strong>D\u00e9finir des objectifs mesurables<\/strong><\/em><\/p>\n<p><em>\u00ab\u00a0La d\u00e9finition d\u2019objectifs mesurables va aider l\u2019entreprise sociale \u00e0 cadrer une strat\u00e9gie et les activit\u00e9s qui en d\u00e9coulent. Et au plus elle sera ainsi structur\u00e9e, au plus elle attirera des financements mais s\u00e9duira aussi des b\u00e9n\u00e9voles qui recherchent un environnement d\u00e9fini leur permettant de r\u00e9aliser leur propre finalit\u00e9 sociale et soci\u00e9tale\u00a0\u00bb,<\/em> rajoute Bruno Menu, Directeur du Centre public et non-marchand de CBC Banque &amp; Assurance.<\/p>\n<p>Benoit Ceysens, Directeur de l\u2019entreprise de travail adapt\u00e9 la Ferme Nos Pilifs, commente\u00a0l\u2019arriv\u00e9e de ce premier Guide strat\u00e9gique destin\u00e9 aux entrepreneurs sociaux. <em>\u00ab\u00a0Nous manquons souvent de recul sur nos activit\u00e9s, parfois par manque de temps mais aussi par notre enthousiasme \u00e0 r\u00e9aliser ce en quoi nous croyons. Nous travaillons souvent le nez dans le guidon. Au niveau de la Ferme Nos Pilifs, en utilisant les m\u00e9thodes propos\u00e9es dans le Guide, nous avons par exemple revu enti\u00e8rement notre organigramme avec un gain imm\u00e9diat en efficacit\u00e9.
