









{"id":2943,"date":"2016-05-22T22:18:22","date_gmt":"2016-05-22T20:18:22","guid":{"rendered":"http:\/\/www.peoplesphere.be\/fr\/?p=2943"},"modified":"2016-05-22T22:18:22","modified_gmt":"2016-05-22T20:18:22","slug":"elections-sociales-deja-un-premier-bilan-partiel","status":"publish","type":"post","link":"https:\/\/peoplesphere.be\/fr\/elections-sociales-deja-un-premier-bilan-partiel\/","title":{"rendered":"Elections sociales : d\u00e9j\u00e0 un premier bilan (partiel) ?"},"content":{"rendered":"<p>L&rsquo;\u00e9dition 2016 des \u00e9lections sociales se cl\u00f4ture ce soir. <em>\u00ab\u00a0La participation aux \u00e9lections sociales 2016 est en recul, mais le travailleur reste fid\u00e8le \u00e0 son syndicat.\u00a0\u00bb \u00a0<\/em>Voici la premi\u00e8re conclusion du secr\u00e9tariat social SD Worx \u00e0 l&rsquo;issue de cette \u00e9dition, fort d&rsquo;un taux de couverture de 25% des proc\u00e9dures de vote sur l&rsquo;ensemble du territoire belge, tous secteurs confondus.\u00a0Le cabinet du Ministre de l\u2019Emploi Kris Peeters communiquera sur les chiffres d\u00e9finitifs plus tard cette semaine.<!--more--><br \/>\nSelon les chiffres de SD Worx, la participation nationale aux \u00e9lections sociales est en net recul en comparaison avec 2012: l\u00e0 o\u00f9 70,17% de tous les travailleurs disposant du droit de vote avaient exprim\u00e9 leur voix en 2012, ce pourcentage n&rsquo;est plus que de 61,41% en 2016. On n&rsquo;observe pas de changement majeur, en revanche, dans la r\u00e9partition des suffrages: la CSC reste le n\u00b01 absolu. On notera toutefois une progression significative de la CGSLB, dont la repr\u00e9sentation, en ce qui concerne le nombre de si\u00e8ges, progresse de 2,55% et de 1,46%, respectivement au sein des CPPT et des CE, par rapport \u00e0 2012.<\/p>\n<p><strong><em>Les travailleurs sont fid\u00e8les \u00e0 leur syndicat. La CGSLB progresse.<\/em><\/strong><br \/>\nLes r\u00e9sultats r\u00e9v\u00e8lent que les travailleurs restent relativement fid\u00e8les \u00e0 leur syndicat: avec 56% en moyenne de repr\u00e9sentation au CPPT et au CE, la CSC conserve le leadership absolu, suivi par la FGTB et la CGSLB. Ce dernier enregistre toutefois une progression substantielle par rapport aux derni\u00e8res \u00e9lections de 2012. Malgr\u00e9 cette perc\u00e9e, la CSC conserve son quasi-monopole au sein des plus petites entreprises.\u00a0Dans un quart des entreprises environ, un seul syndicat est repr\u00e9sent\u00e9 au sein des organes de concertation. Il s&rsquo;agit de la CSC dans 78% des cas, suivi par la FGTB (17%) et la CGSLB (5%).<\/p>\n<p><strong><em>Une participation en recul<\/em><\/strong><br \/>\nEn comparaison avec 2012, le taux de participation est en recul: 61,41% des travailleurs disposant d&rsquo;un droit de vote ont particip\u00e9 au suffrage en 2016, alors que ce pourcentage \u00e9tait de 70,17% en 2012. Les variations g\u00e9ographiques sont marquantes mais logiques en tenant compte du contexte \u00e9conomique: les provinces impact\u00e9es l&rsquo;ann\u00e9e derni\u00e8re par des restructurations dans l&rsquo;industrie manufacturi\u00e8re se distinguent par les taux de participation les plus \u00e9lev\u00e9s, comme le Hainaut (78,35%) et le Limbourg (72,44%). Les provinces plus d\u00e9pendantes du secteur des services ont enregistr\u00e9 un taux de participation moindre, comme la R\u00e9gion de Bruxelles Capitale et le Brabant flamand, avec 54,26% et 57,22%.<\/p>\n<p>On observe aussi une corr\u00e9lation manifeste entre la participation et l&rsquo;\u00e2ge\/genre. Dans les entreprises dont le personnel est plus jeune, la participation est moindre. Ainsi, cette derni\u00e8re n&rsquo;est que de 43,16% dans les entreprises dont l&rsquo;effectif est compos\u00e9 pour plus de 60% de travailleurs de moins de 35 ans. Idem pour les entreprises dont le personnel est essentiellement f\u00e9minin: plus la proportion de femmes dans l&rsquo;effectif est \u00e9lev\u00e9e, moindre est la participation aux \u00e9lections sociales. \u00c0 titre de comparaison, le taux de participation est de 73,33% dans une entreprise dont l&rsquo;effectif compte moins de 20% de femmes, tandis qu&rsquo;il n&rsquo;est que de 50,45% lorsque le personnel est f\u00e9minin \u00e0 plus de 80%.<\/p>\n<p>Le genre et l&rsquo;anciennet\u00e9 sont les deux traits marquants du profil des \u00e9lus. Les hommes composent \u00e0 raison de 63,23% le contingent des \u00e9lus aux \u00e9lections sociales.<br \/>\n\u201cLe facteur &lsquo;genre&rsquo; est le plus d\u00e9cisif chez les ouvriers et les cadres, tandis que la r\u00e9partition homme-femme est plus \u00e9quilibr\u00e9e chez les employ\u00e9s. Cela s&rsquo;explique par le fait que, dans ces cat\u00e9gories, la proportion d&rsquo;hommes est plus \u00e9lev\u00e9e. Parmi les jeunes, les femmes sont en revanche mieux repr\u00e9sent\u00e9es, un signal prometteur pour le futur\u00a0\u00bb, explique Denis Dumont de Chassart, Senior L\u00e9gal Consultant chez SD Worx.<br \/>\nL&rsquo;anciennet\u00e9, et par ricochet l&rsquo;\u00e2ge du travailleur, joue \u00e9galement un r\u00f4le d\u00e9terminant: les \u00e9lus sont \u00e2g\u00e9s de 45 ans en moyenne, avec un pic \u00e0 50 ans parmi les cadres.
