Si l&rsquo;absent\u00e9isme semble rester sous contr\u00f4le, il y a de r\u00e9elles r\u00e9percussions financi\u00e8res pour l\u2019employeur.<!--more--><\/div>\n<p>Le statut unique pour les ouvriers et les employ\u00e9s a \u00e9t\u00e9 introduit le 1er janvier 2014, entra\u00eenant du m\u00eame coup la suppression du jour de carence. On craignait d\u00e8s lors que cette suppression du jour de carence se traduise dans les faits par une augmentation de l\u2019absent\u00e9isme de courte dur\u00e9e chez les travailleurs. Une \u00e9tude men\u00e9e par Securex aupr\u00e8s de 23.000 employeurs (pour plus de 200.000 travailleurs) r\u00e9v\u00e8le que ce cas de figure reste actuellement limit\u00e9. Il n\u2019en reste pas moins que cette situation entra\u00eenera un surco\u00fbt. Les co\u00fbts li\u00e9s \u00e0 l\u2019absent\u00e9isme des ouvriers augmenteront cette ann\u00e9e d\u2019encore 2 % en raison des jours suppl\u00e9mentaires de salaire garanti \u00e0 payer.<\/p>\n<p>En 2013, les entreprises n\u2019\u00e9taient pas tenues de rembourser le premier jour d\u2019absence pour maladie (d\u2019une dur\u00e9e inf\u00e9rieure \u00e0 14 jours) aux ouvriers et employ\u00e9s \u00e0 l\u2019essai. <strong>Contre toute attente<\/strong>, les entreprises qui appliquaient le jour de carence \u00e9taient confront\u00e9es <strong>\u00e0 18 % d\u2019absences en plus pour maladie de leurs ouvriers, par rapport aux entreprises qui ne l\u2019appliquaient pas<\/strong>. Le jour de carence (le non-paiement de ce premier jour) ne r\u00e9duisait donc pas le nombre d\u2019absences de courte dur\u00e9e. Au contraire ! \u00c0 moins qu\u2019il ne soit impos\u00e9 par le secteur, les entreprises qui n\u2019appliquaient d\u00e9j\u00e0 plus le jour de carence en 2013 l\u2019ont potentiellement supprim\u00e9 parce qu\u2019elles ne croyaient pas en de telles mesures symptomatiques pour lutter contre l\u2019absent\u00e9isme, mais bien en des mesures curatives et pr\u00e9ventives. Toutefois, le jour de carence, et donc sa suppression, ont-ils un effet sur l\u2019absent\u00e9isme ? Manifestement oui, mais il est limit\u00e9.<\/p>\n<p>Depuis la suppression du jour de carence (lors de l\u2019introduction du statut unique en janvier 2014), le prestataire de services RH <strong>constate un impact limit\u00e9, mais n\u00e9anmoins significatif, sur les absences de courte dur\u00e9e<\/strong>. La tendance g\u00e9n\u00e9rale du nombre d\u2019absences de courte dur\u00e9e au cours du premier semestre 2014 se caract\u00e9rise par une diminution. Cependant, cette baisse est bien moins marqu\u00e9e dans les entreprises qui sont pass\u00e9es du non-paiement au paiement du premier jour de maladie que dans celles qui payaient d\u00e9j\u00e0 le premier jour de maladie en 2013. Les ouvriers des entreprises contraintes de supprimer le jour de carence en raison du statut unique <strong>se portent d\u00e8s lors un peu plus facilement malades qu\u2019avant la suppression<\/strong>, un effet constat\u00e9 tant pour le premier que pour le deuxi\u00e8me trimestre de 2014.<\/p>\n<p>La diminution de 16 % des absences de courte dur\u00e9e entre le premier trimestre de 2013 et la m\u00eame p\u00e9riode en 2014 semble li\u00e9e au fait que nous avons connu, au d\u00e9but de cette ann\u00e9e, l\u2019\u00e9pid\u00e9mie de grippe la plus courte de ces 10 derni\u00e8res ann\u00e9es : <strong>ce n\u2019est donc pas la suppression du jour de carence, mais une saison grippale particuli\u00e8rement cl\u00e9mente qui explique la baisse<\/strong> de l\u2019absent\u00e9isme des travailleurs belges au d\u00e9but de cette ann\u00e9e.<\/p>\n<p>Si la suppression du jour de carence n\u2019a pas entra\u00een\u00e9 la hausse redout\u00e9e du taux d\u2019absent\u00e9isme parmi les travailleurs, l\u2019impact financier pour l\u2019employeur belge a, quant \u00e0 lui, consid\u00e9rablement augment\u00e9.<\/p>\n<p>Si toutes les entreprises avaient pay\u00e9 le premier jour d\u2019absence en 2013, tous les employeurs auraient eu \u00e0 supporter ensemble un co\u00fbt d\u00fb \u00e0 l\u2019absent\u00e9isme de 1,18 milliard d\u2019euros pour les ouvriers et de 1,88 milliard d\u2019euros pour les employ\u00e9s (contre 1,16 et 1,87 milliard d\u2019euros), soit une augmentation de respectivement 1,8 % et 0,4 %. Toutefois, seuls 20 % des ouvriers et 2 % des employ\u00e9s peuvent pr\u00e9tendre \u00e0 un jour de salaire garanti suppl\u00e9mentaire. C\u2019est donc pour ce groupe restreint que l\u2019augmentation du co\u00fbt de l\u2019absent\u00e9isme s\u2019exprime de la mani\u00e8re la plus sensible, m\u00eame sans que le nombre d\u2019absences augmente : \u00e0 hauteur de 18 %.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Neuf mois apr\u00e8s l&rsquo;introduction du statut unique, quels sont les premiers constats sur le plan de l&rsquo;absent\u00e9isme et des co\u00fbts associ\u00e9s pour nos entreprises ?
