La r\u00e9duction des charges patronales va-t-elle nous permettre de r\u00e9duire le handicap salarial de la Belgique?<!--more--><\/div>\n<p>Il va falloir s\u2019y habituer. La s\u00e9quence de d\u00e9codage des mesures du nouveau gouvernement ne fait que commencer. A l\u2019issue du s\u00e9minaire que nous avons propos\u00e9 ce jeudi 10 octobre en partenariat avec Mercer, il appara\u00eet que plusieurs challenges vont se pr\u00e9senter au sein des d\u00e9partements RH dans les prochains mois. Mais il y aura des opportunit\u00e9s aussi! Marc Lambotte (CEO Agoria) nous expliquait tr\u00e8s justement hier que cette r\u00e9duction peut am\u00e9liorer notre comp\u00e9titivit\u00e9 sur le plan salarial de l\u2019ordre de 3 \u00e0 4% alors que notre handicap vis-\u00e0-vis de pays europ\u00e9ens qui sont nos vrais concurrents, tels que l\u2019Espagne, d\u00e9passe les 20%\u2026 Alors, quel impact r\u00e9el pour cette future d\u00e9cision?<\/p>\n<p>Comme nous l\u2019indique PwC via communiqu\u00e9: <em>\u00ab\u00a0La baisse du taux des charges patronales est consid\u00e9r\u00e9e par certains \u00e9conomistes comme \u00e9tant un levier efficace afin de relancer \u00e0 court terme l\u2019\u00e9conomie et la comp\u00e9titivit\u00e9 des entreprises\u2026 Il ressort de l\u2019\u00e9tude effectu\u00e9e que la mesure visant \u00e0 r\u00e9duire le taux des charges patronales est une mesure importante qui permettrait \u00e0 la Belgique non seulement de r\u00e9duire l\u2019\u00e9cart avec ses pays voisins en mati\u00e8re de co\u00fbt du travail mais \u00e9galement et surtout de gagner en simplification du syst\u00e8me.\u00a0\u00bb<\/em><\/p>\n<p>L\u2019\u00e9tude comparative men\u00e9e par les experts nuance cependant l\u2019impact r\u00e9el de la mesure: <em>\u00ab\u00a0Le taux des charges patronales en Belgique est g\u00e9n\u00e9ralement \u00e9valu\u00e9 \u00e0 33%. Ce taux doit toutefois \u00eatre nuanc\u00e9 en pratique par l\u2019application des r\u00e9ductions structurelles dont b\u00e9n\u00e9ficient l\u2019ensemble des employeurs du secteur priv\u00e9. Il s\u2019agit de r\u00e9ductions de charges sociales forfaitaires par trimestre qui varient selon la r\u00e9mun\u00e9ration de r\u00e9f\u00e9rence du travailleur, la cat\u00e9gorie \u00e0 laquelle appartient l&rsquo;occupation du travailleur et la dur\u00e9e effective de ses prestations. L\u2019impact de ces r\u00e9ductions est de r\u00e9duire le taux des charges patronales actuelles \u00e0 un taux effectif proche voire inf\u00e9rieur \u00e0 25% pour les plus bas salaires. Soulignons qu\u2019en outre, l&#8217;employeur peut \u00e9galement b\u00e9n\u00e9ficier d&rsquo;une r\u00e9duction groupe cible pour certains travailleurs (travailleurs \u00e2g\u00e9s, jeunes travailleurs, etc.), comp\u00e9tence transf\u00e9r\u00e9e au niveau r\u00e9gional depuis cette ann\u00e9e. Sur cette base, dans la mesure o\u00f9 le taux de base serait fix\u00e9 \u00e0 l\u2019avenir \u00e0 25% (avec toutefois maintien des mesures et budgets relatifs aux r\u00e9ductions structurelles pour les bas salaires), l\u2019impact financier bien qu\u2019essentiel pourrait \u00eatre mod\u00e9r\u00e9 en pratique.\u00a0\u00bb<br \/>\n<\/em><\/p>\n<p>Il y a par ailleurs un enjeu majeur en mati\u00e8re de simplification: <em>\u00ab\u00a0La difficult\u00e9 du syst\u00e8me actuel r\u00e9side \u00e0 l\u2019\u00e9vidence dans son manque de clart\u00e9. Il n\u2019est, en effet, pas simple d\u2019expliquer aux investisseurs potentiels que le taux des charges sociales en Belgique approche les 33% mais que moyennant l\u2019application de r\u00e9ductions structurelles d\u00e9pendant de crit\u00e8res sp\u00e9cifiques ce taux est r\u00e9duit. Cette complexit\u00e9 du syst\u00e8me appara\u00eet comme un handicap important pour la Belgique dans la course \u00e0 la comp\u00e9titivit\u00e9. A cet \u00e9gard, l\u2019application \u00e0 terme d\u2019un taux de base de 25% ne pourrait avoir qu\u2019un impact favorable pour la comp\u00e9titivit\u00e9 de la Belgique et pour la gestion de nos entreprises.\u00a0\u00bb<\/em><\/p>\n<p>Premi\u00e8re conclusion donc: bien que la mesure semble recueillir l\u2019assentiment g\u00e9n\u00e9ral du c\u00f4t\u00e9 patronal, celle-ci ne peut \u00eatre consid\u00e9r\u00e9e que comme un pas dans la bonne direction mais pas davantage.
