Un nouveau concept ? Pas vraiment, une nouvelle r\u00e9alit\u00e9 qui met en \u00e9vidence la transformation forc\u00e9e des transitions professionnelles v\u00e9cues par les travailleurs.<!--more--><\/p>\n<p>La note r\u00e9dig\u00e9e par Jean Flamand (D\u00e9partement Emploi Travail Comp\u00e9tences de France Strat\u00e9gie) fait \u00e9tait de \u00ab\u00a0passages par le ch\u00f4mage plus fr\u00e9quents et des contrats \u00e0 dur\u00e9e limit\u00e9e plus nombreux et plus courts\u00a0\u00bb. Voil\u00e0 ce qui ressort d&rsquo;une analyse d\u00e9taill\u00e9e des transitions professionnelles des personnes au cours des dix derni\u00e8res ann\u00e9es en France. Nul doute cependant que celle-ci est pertinente pour les pays d&rsquo;Europe occidentale \u00e0 tout le moins.<br \/>\nCes r\u00e9sultats traduisent un changement profond dans les modes de gestion de la main-d\u2019\u0153uvre, avec un risque de fragilisation accrue d\u2019une partie des actifs.<\/p>\n<p>Comment r\u00e9sumer cette \u00e9tude ? Attardons-nous dans un premier temps \u00e0 l&rsquo;\u00e9volution des contrats de travail.<\/p>\n<p><em>\u00ab\u00a0Le CDI est-il toujours la norme en mati\u00e8re de contrat de travail ? Oui et non. Oui avec une mesure en stock, c&rsquo;est-\u00e0-dire une photographie des types de contrats \u00e0 un instant t, photographie qui montre que 85,5 % des salari\u00e9s sont &lsquo;encore&rsquo; en CDI. Non si le regard se porte sur les flux. En l\u2019esp\u00e8ce, une telle analyse montre que la majorit\u00e9 des embauches se fait aujourd&rsquo;hui en contrats courts et qu\u2019un actif sur cinq change d\u2019employeur ou conna\u00eet un \u00e9pisode de ch\u00f4mage d\u2019une ann\u00e9e sur l\u2019autre. C\u2019\u00e9tait un sur huit il y a trente ans\u2026<\/em><\/p>\n<p><em>On sait qu\u2019une carri\u00e8re ne s\u2019envisage plus d\u00e9sormais de mani\u00e8re lin\u00e9aire. On sait moins en revanche dans quelle mesure et pour qui les transitions, les ruptures ou les interruptions de parcours professionnels sont plus fr\u00e9quentes, en particulier depuis la crise de 2008. C\u2019est tout l\u2019int\u00e9r\u00eat de cette analyse des transitions professionnelles des personnes (entre emploi(s) et ch\u00f4mage).<\/em><\/p>\n<p><em>En se basant sur les enqu\u00eates Emploi de l\u2019Insee, elle confirme d\u00e9j\u00e0 que les trajectoires professionnelles sont plus heurt\u00e9es aujourd&rsquo;hui qu\u2019au d\u00e9but des ann\u00e9es 1980, c&rsquo;est-\u00e0-dire avant l\u2019assouplissement de la l\u00e9gislation qui a permis le recours aux CDD et \u00e0 l\u2019int\u00e9rim. Entre 1980 et 2014, la part des actifs qui, \u00e0 un an d\u2019intervalle, connaissent une transition professionnelle passe ainsi de 12 % \u00e0 17 %. Or, cette augmentation est \u00e0 attribuer presque exclusivement \u00e0 des \u00e9pisodes de ch\u00f4mage plus fr\u00e9quents.\u00a0\u00bb<\/em><\/p>\n<p><strong><em>Les in\u00e9galit\u00e9s se creusent sur le march\u00e9.<\/em><\/strong><\/p>\n<p>Autre grille de lecture : tous les travailleurs sont-ils concern\u00e9s de la m\u00eame mani\u00e8re par ces \u00e9volutions ? La r\u00e9ponse est n\u00e9gative.<\/p>\n<p><em>\u00ab\u00a0Certains sont plus expos\u00e9s que les autres, au premier rang desquels les jeunes et les moins qualifi\u00e9s. Une surexposition dont l\u2019analyse montre qu\u2019elle est avant tout imputable \u00e0 l\u2019importance prise par les contrats \u00e0 dur\u00e9e limit\u00e9e dans la gestion de la main-d\u2019\u0153uvre. Un chiffre le r\u00e9sume : la probabilit\u00e9 d\u2019\u00eatre au ch\u00f4mage \u00e0 horizon d\u2019un an est dix fois moins \u00e9lev\u00e9e pour un salari\u00e9 en CDI que pour un salari\u00e9 en int\u00e9rim.<\/em><\/p>\n<p><em>Autre d\u00e9terminant majeur : la dur\u00e9e du contrat. Il peut sembler trivial de dire que plus un salari\u00e9 travaille en contrats courts, plus il risque de conna\u00eetre des \u00e9pisodes de ch\u00f4mage. La r\u00e9alit\u00e9 chiffr\u00e9e n\u2019en est pas moins \u00e9difiante. Depuis la crise, les transitions vers le ch\u00f4mage concernent plus d\u2019un cinqui\u00e8me des salari\u00e9s en contrat de tr\u00e8s courte dur\u00e9e (moins d\u2019un mois) et ce chiffre grimpe encore dans les m\u00e9tiers de services qui autorisent les CDD d\u2019usage et la r\u00e9embauche (restauration, \u00e9v\u00e8nementiel, services \u00e0 la personne\u2026).<\/em><\/p>\n<p><em>Enfin, les salari\u00e9s en CDD tendent \u00e0 le rester. Sur vingt salari\u00e9s toujours en emploi un an plus tard, trois seulement sont pass\u00e9s en CDI quand quatorze sont toujours en CDD dont onze chez le m\u00eame employeur ! M\u00eame p\u00e9nalit\u00e9 pour les ch\u00f4meurs dont les retours \u00e0 l\u2019emploi se font six fois sur dix en CDD ou en int\u00e9rim. \u00c0 cette persistance dans l\u2019emploi \u00e0 dur\u00e9e limit\u00e9e, s\u2019ajoute l\u2019augmentation du sous-emploi (avec un presque doublement des temps partiels subis depuis 1990).
