Son abandon provisoire provoque forc\u00e9ment des r\u00e9actions oppos\u00e9es aujourd\u2019hui.<!--more--><\/div>\n<p>Comme l\u2019analysait la FEB : <em>\u00ab\u00a0Les n\u00e9gociateurs gouvernementaux ont d\u00e9cid\u00e9 de porter le salaire garanti \u00e0 deux mois pour tous les travailleurs. Cela s&rsquo;est fait au cours de l&rsquo;ultime nuit de n\u00e9gociations, lors des derni\u00e8res discussions budg\u00e9taires. \u00c0 ce moment-l\u00e0, on n&rsquo;a pas suffisamment pris conscience de l&rsquo;impact \u00e9norme de cette d\u00e9cision sur les entreprises. Selon des calculs de la FEB et de ses f\u00e9d\u00e9rations effectu\u00e9s sur la base des chiffres effectifs d&rsquo;absent\u00e9isme, le co\u00fbt pour les employeurs se r\u00e9v\u00e8le en effet plusieurs fois sup\u00e9rieur aux 350 millions EUR d&rsquo;\u00e9conomies pour l&rsquo;INAMI (qui devrait verser moins d&rsquo;indemnit\u00e9s de maladie) et que la hausse de co\u00fbts de 177 millions EUR pour les employeurs pr\u00e9vus par le gouvernement. Cette hausse de co\u00fbts serait partiellement compens\u00e9e par une baisse des charges. C\u2019est tout de m\u00eame l\u00e0 une m\u00e9thode de travail \u00e9trange : d&rsquo;abord faire payer les employeurs, pour ensuite leur restituer une partie des co\u00fbts via une r\u00e9duction des charges. Cela ne t\u00e9moigne en tous cas pas de simplicit\u00e9 administrative.\u00a0\u00bb<\/em><\/p>\n<p>La mesure pouvait cependant \u00eatre consid\u00e9r\u00e9e comme \u00ab rationnelle \u00bb dans le cadre d\u2019un accord \u00e9quilibr\u00e9 prenant en compte les attentes de l\u2019ensemble des partenaires sociaux. Mais la FEB consid\u00e8re que son \u00e9valuation est peut-\u00eatre rest\u00e9e lacunaire : <em>\u00ab\u00a0Pour les secteurs \u00e0 forte intensit\u00e9 de main-d\u2019\u0153uvre, cette mesure repr\u00e9senterait une croissance du co\u00fbt salarial de 1,5 \u00e0 2%. Ce qui signifie que le saut d&rsquo;index de 2% annonc\u00e9 perdrait pour eux tout son effet. Cette mesure affecte tous les employeurs, et plus sp\u00e9cifiquement ceux qui sont d\u00e9j\u00e0 confront\u00e9s au surco\u00fbt li\u00e9 aux nouvelles r\u00e8gles de licenciement et \u00e0 la suppression du jour de carence en vigueur depuis le d\u00e9but de 2014. Nous ne pourrons pas, de cette mani\u00e8re, relancer l&rsquo;\u00e9conomie et cr\u00e9er de l\u2019emploi.\u00a0\u00bb<\/em><\/p>\n<p>Manifestement, la demande de la f\u00e9d\u00e9ration des employeurs adress\u00e9e au nouveau gouvernement et visant \u00e0 revoir la proposition a rencontr\u00e9 un certain \u00e9cho. Ce que d\u00e9plorait la CSC, constatant par communiqu\u00e9 la rapidit\u00e9 avec laquelle le pouvoir ex\u00e9cutif f\u00e9d\u00e9ral c\u00e9dait aux revendications patronales : <em>\u00ab\u00a0Sans la moindre action, la moindre concertation ni le moindre pr\u00e9avis de gr\u00e8ve, le gouvernement Michel s\u2019est d\u00e9j\u00e0 r\u00e9solu \u00e0 retirer cette mesure, apr\u00e8s que les organisations patronales aient quelque peu ronchonn\u00e9. Officiellement, la mesure est report\u00e9e \u00e0 2016. Mais la CSC apprend que la mesure est en fait abandonn\u00e9e. De plus, il faudra un effort suppl\u00e9mentaire pour combler ce trou dans le budget. Le record de Belgique de \u00ab\u00a0L\u2019adaptation d\u2019un accord gouvernemental\u00a0\u00bb est d\u00e9sormais de moins de 4 jours.
