A partir de 2019, le payement des allocations familiales devra \u00eatre pris totalement en charge par les R\u00e9gions. La d\u00e9cision du gouvernement concernant un montant unique et universel de 155 euros (165 \u00e0 partir des 18 ans) a \u00e9t\u00e9 bien accueillie. Il reste cependant \u00e0 mettre en oeuvre une transition douce et \u00e0 garantir la p\u00e9rennit\u00e9 de ce pilier de la s\u00e9curit\u00e9 sociale, terriblement important pour une proportion consid\u00e9rable de la population.L’UCM, s’exprimant \u00e0 la fois en tant que f\u00e9d\u00e9ration patronale et caisse d’allocations familiales, juge cette modernisation \u00e9quilibr\u00e9e. \u00ab\u00a0Le gouvernement wallon a pris une d\u00e9cision sage. Cette simplification rencontre un besoin reconnu par tous : disposer d’un mod\u00e8le en phase avec l’\u00e9volution spectaculaire des structures familiales. La sixi\u00e8me r\u00e9forme de l’\u00c9tat a transf\u00e9r\u00e9 les allocations familiales aux R\u00e9gions, avec l’obligation d’en assurer totalement la charge d’ici 2019. Chacune des entit\u00e9s doit relever le double d\u00e9fi d’assurer la continuit\u00e9 des paiements aux familles (2,17 milliards d’euros en Wallonie), mais aussi d’adapter le mod\u00e8le \u00e0 ses sp\u00e9cificit\u00e9s.\u00a0\u00bb<\/em><\/p>\n

Une enqu\u00eate men\u00e9e par la Caisse d’allocations familiales de l’UCM a d\u00e9montr\u00e9 l’importance des allocations : \u00ab\u00a0elles sont g\u00e9n\u00e9ralement int\u00e9gr\u00e9es dans le budget du m\u00e9nage pour une consommation imm\u00e9diate. Ces allocations sont jug\u00e9es vitales pour 55 % des familles. Le syst\u00e8me tel que nous le connaissons constitue un tr\u00e8s important outil de lutte contre la pauvret\u00e9 et contre la pauvret\u00e9 infantile. Aujourd’hui, cet outil est p\u00e9rennis\u00e9.\u00a0\u00bb<\/em><\/p>\n

En tant que mouvement patronal et gestionnaire de la S\u00e9curit\u00e9 sociale, et \u00e0 pr\u00e9sent de la S\u00e9curit\u00e9 sociale wallonne, l’UCM annonce qu’elle suivra de pr\u00e8s les \u00e9l\u00e9ments suivants.
\n– Assurer la continuit\u00e9 du paiement des allocations \u00e0 toutes les familles est une priorit\u00e9. Relever ce d\u00e9fi n\u00e9cessite des accords entre les entit\u00e9s comp\u00e9tentes. Le travail a commenc\u00e9 au sein d’un comit\u00e9 ad hoc ; il est temps qu’il aboutisse. L’agr\u00e9ment des caisses d’allocations familiales ne peut plus attendre non plus.<\/em>
\n – L’\u00e9laboration d’un nouveau syst\u00e8me de suppl\u00e9ments pour les familles les plus fragiles doit englober les familles dites de \u00ab\u00a0travailleurs pauvres\u00a0\u00bb et tenir compte de la composition du m\u00e9nage, notamment au profit des familles nombreuses. – La transition entre l’actuel mod\u00e8le d’allocations et le nouveau mod\u00e8le pr\u00e9sent\u00e9 est une source de complexit\u00e9s et difficult\u00e9s budg\u00e9taires.<\/em><\/p>\n
