









{"id":4054,"date":"2017-02-25T10:49:45","date_gmt":"2017-02-25T08:49:45","guid":{"rendered":"http:\/\/www.peoplesphere.be\/fr\/?p=4054"},"modified":"2017-02-25T10:49:45","modified_gmt":"2017-02-25T08:49:45","slug":"lerosion-dialogue-social-contribue-a-montee-inegalites","status":"publish","type":"post","link":"https:\/\/peoplesphere.be\/fr\/lerosion-dialogue-social-contribue-a-montee-inegalites\/","title":{"rendered":"L&rsquo;\u00e9rosion du dialogue social contribue \u00e0 la mont\u00e9e des in\u00e9galit\u00e9s."},"content":{"rendered":"<p>Dans son travail consistant \u00e0 \u00ab\u00a0comprendre et r\u00e9duire les in\u00e9galit\u00e9s en Europe\u00a0\u00bb, l&rsquo;OIT a analys\u00e9 en coop\u00e9ration avec la Commission europ\u00e9enne, les principaux facteurs de la mont\u00e9e de celles-ci dans quatorze pays membres de l\u2019UE.<!--more--><em>\u00ab\u00a0Les politiques du march\u00e9 du travail et les syst\u00e8mes de relations du travail qui d\u00e9terminent les pratiques de n\u00e9gociation collective ont une influence d\u00e9cisive sur le niveau des in\u00e9galit\u00e9s observ\u00e9 dans les Etats membres de l\u2019UE\u00a0\u00bb<\/em>, selon une nouvelle publication de l\u2019OIT.<\/p>\n<p>L\u2019\u00e9tude \u00ab\u00a0<em>Les in\u00e9galit\u00e9s et le monde du travail: quel r\u00f4le pour les relations du travail et le dialogue social?\u00a0\u00bb, (Inequalities and the World of Work: What role for industrial relations and social dialogue? )<\/em> ne se limite pas aux in\u00e9galit\u00e9s salariales mais analyse aussi les autres formes d\u2019in\u00e9galit\u00e9, en termes de dur\u00e9e du travail, d\u2019acc\u00e8s \u00e0 l\u2019emploi et \u00e0 la formation, de perspectives de carri\u00e8re et de protection sociale. Elle \u00e9tudie les tendances g\u00e9n\u00e9rales en Europe et comprend des chapitres sp\u00e9cifiques sur l\u2019Allemagne, la Belgique, l\u2019Espagne, la France, la Gr\u00e8ce, l\u2019Irlande, l\u2019Italie, la Slov\u00e9nie et la Su\u00e8de, les Etats baltes, les Pays-Bas et le Royaume-Uni.<\/p>\n<p><em>\u00ab\u00a0Dans plusieurs pays europ\u00e9ens, l\u2019\u00e9rosion de la n\u00e9gociation collective a conduit \u00e0 un nombre accru d\u2019emplois mal pay\u00e9s et \u00e0 une hausse des in\u00e9galit\u00e9s parmi les travailleurs. R\u00e9ciproquement, les pays dot\u00e9s de syst\u00e8mes de n\u00e9gociation collective plus centralis\u00e9s ou mieux coordonn\u00e9s, comme la Su\u00e8de et la Belgique, ont r\u00e9ussi \u00e0 pr\u00e9venir l\u2019essor des emplois faiblement r\u00e9mun\u00e9r\u00e9s, de l\u2019ins\u00e9curit\u00e9 de l\u2019emploi et la croissance des in\u00e9galit\u00e9s.\u00a0\u00bb<\/em><\/p>\n<p><em>\u00ab\u00a0Les pays o\u00f9 les in\u00e9galit\u00e9s de revenu sont faibles ont g\u00e9n\u00e9ralement des institutions fortes en mati\u00e8re de dialogue social, conduisant \u00e0 une r\u00e9duction des disparit\u00e9s salariales entre hommes et femmes et \u00e0 de meilleures conditions de travail pour les personnes occupant des emplois atypiques\u00a0\u00bb<\/em>, explique Daniel Vaughan-Whitehead, \u00e9conomiste principal de l\u2019OIT.<\/p>\n<p><strong><em>Limiter la fragmentation<\/em><\/strong><\/p>\n<p>Le salaire minimum peut aussi contribuer \u00e0 limiter les in\u00e9galit\u00e9s de salaire, \u00e0 condition d\u2019\u00eatre associ\u00e9 \u00e0 une n\u00e9gociation collective efficace, observe le rapport. Au Royaume-Uni et dans les Etats baltes, par exemple, le salaire minimum a permis d\u2019augmenter les salaires au bas de l\u2019\u00e9chelle salariale. Cependant, les syst\u00e8mes de relations du travail n\u2019ont pas permis de g\u00e9n\u00e9rer des effets d\u2019entrainement positifs sur l\u2019ensemble des salaires et des conditions de travail. En revanche, m\u00eame sous des formes diff\u00e9rentes, en Belgique et en Irlande mais aussi en France et aux Pays-Bas, la combinaison d\u2019un salaire minimum plancher et d\u2019un cadre solide de dialogue social ont limit\u00e9 la fragmentation en termes de r\u00e9mun\u00e9ration et de conditions de travail.<\/p>\n<p>Par rapport aux autres pays europ\u00e9ens, la Belgique se distingue comme l\u2019un des rares pays qui a su pr\u00e9venir le d\u00e9veloppement des emplois faiblement r\u00e9mun\u00e9r\u00e9s et la croissance des in\u00e9galit\u00e9s. Elle dispose d\u2019un salaire minimum plus \u00e9lev\u00e9 que la plupart des Etats membres de l\u2019UE, ce qui contribue \u00e0 r\u00e9duire le poids des bas salaires tandis que la n\u00e9gociation collective \u00e0 tous niveaux contribue \u00e0 limiter la dispersion g\u00e9n\u00e9rale des salaires.<\/p>\n<p><em>\u00ab\u00a0L\u2019\u00e9rosion du dialogue social dans certains pays est pr\u00e9occupante et exige un programme politique fort.
