La loi de 1996 a v\u00e9cu. Le r\u00e9cent accord inter-professionnel (AIP) va pouvoir \u00eatre mis en oeuvre. Le focus sur le co\u00fbt salarial et la r\u00e9sorption du handicap vis-\u00e0-vis des pays voisins est accueilli de fa\u00e7on diverse aupr\u00e8s des partenaires sociaux. Tour d&rsquo;horizon.<!--more-->La FEB se r\u00e9jouit que l\u2019AIP puisse d\u00e9sormais \u00eatre sign\u00e9 au Conseil National du Travail afin d&rsquo;\u00eatre ex\u00e9cut\u00e9.\u00a0Pieter Timmermans, administrateur d\u00e9l\u00e9gu\u00e9 :\u00a0<em>\u2018La CCT salariale interprofessionnelle 2017-2018 peut enfin \u00eatre sign\u00e9e au Conseil national du travail, ce qui signifie que les n\u00e9gociations salariales sectorielles peuvent d\u00e9buter. Cela nous offre la s\u00e9curit\u00e9 juridique n\u00e9cessaire.\u2019<\/em><\/p>\n<p>Pour les partenaires sociaux, l\u2019approbation de la loi sur la norme salariale est une \u00e9tape tr\u00e8s importante : <em>\u00ab\u00a0c\u2019est elle qui sert \u00e0 d\u00e9finir la marge salariale dans les accords interprofessionnels. Dans le r\u00e9cent AIP, les employeurs et les syndicats ont d\u00e9j\u00e0 tenu compte des contours de cette loi. Concr\u00e8tement, cela signifie que pour d\u00e9finir la marge salariale, on identifie d\u2019abord les augmentations des co\u00fbts salariaux pr\u00e9vues en Allemagne, aux Pays-Bas et en France. On en d\u00e9duit ensuite l\u2019inflation attendue, le handicap salarial par rapport \u00e0 1996 et une marge de s\u00e9curit\u00e9 de 0,5%.\u00a0\u00bb<\/em><\/p>\n<p>La FEB pr\u00e9cise encore : <em>\u00ab\u00a0Le handicap salarial historique, accumul\u00e9 avant 1996 et proche de 10%, reste toutefois probl\u00e9matique. En Belgique, une heure de travail reste, apr\u00e8s d\u00e9duction de toutes les r\u00e9ductions de charge et subventions fiscales, plus on\u00e9reuse de 4 EUR que dans les pays voisins (43 EUR contre 39 EUR). Les entreprises doivent donc \u00eatre extr\u00eamement innovantes, productives et flexibles ou avoir des produits de niche de haute qualit\u00e9 avec des processus de production automatis\u00e9s pour se faire leur place sur le march\u00e9 mondial.\u00a0\u00bb<\/em><\/p>\n<p>Dans le pass\u00e9, la loi sur la norme salariale n\u2019a pas emp\u00each\u00e9 que l\u2019augmentation du handicap salarial se poursuive. Cette crainte est beaucoup moins pr\u00e9sente aujourd\u2019hui. <em>\u2018La r\u00e9forme approuv\u00e9e hier permettra d\u2019\u00e9viter ou de corriger \u00e0 l\u2019avenir de nouveaux d\u00e9rapages salariaux. C\u2019est positif, car on freine ainsi la destruction d\u2019emploi, tout en pr\u00e9servant le pouvoir d\u2019achat de la population\u2019<\/em>, conclut Timmermans.<\/p>\n<p><em><strong>\u00ab\u00a0Une loi faite sur mesure pour les employeurs.\u00a0\u00bb<\/strong><\/em><\/p>\n<p><em>\u00ab\u00a0Avec la r\u00e9forme de la loi de 1996, le gouvernement Michel freine l&rsquo;\u00e9volution du pouvoir d&rsquo;achat et, ce faisant, \u00e9galement la croissance \u00e9conomique potentielle. Une croissance qui s&rsquo;av\u00e8re n\u00e9cessaire pour des emplois durables et une s\u00e9curit\u00e9 sociale stable\u00a0\u00bb<\/em>, estime le syndicat socialiste FGTB. Le syndicat pense aussi qu&rsquo;il sera plus difficile \u00e0 l&rsquo;avenir d&rsquo;obtenir des augmentations de salaires r\u00e9elles pour les travailleurs.<br \/>\n<em>\u00ab\u00a0Le gouvernement agite toutes sortes de marges de correction et de s\u00e9curit\u00e9 pour r\u00e9duire la norme salariale. La loi a \u00e9t\u00e9 faite sur mesure pour les employeurs. Ainsi, des r\u00e9ductions de cotisations ONSS de l&rsquo;ordre d&rsquo;un milliard &#8211; re\u00e7ues par les employeurs dans le cadre du tax shift &#8211; ne sont pas consid\u00e9r\u00e9es comme une mesure de r\u00e9duction du co\u00fbt salarial. La comparaison du co\u00fbt salarial avec les pays voisins se voit ainsi fauss\u00e9e. De plus, aucun effort en mati\u00e8re d&#8217;emploi n&rsquo;est demand\u00e9 aux employeurs en \u00e9change de ces r\u00e9ductions de cotisations\u00a0\u00bb<\/em>, explique le syndicat.<br \/>\n<em>\u00ab\u00a0Le gouvernement modifie \u00e9galement l&rsquo;esprit de la loi: nos salaires ne doivent plus &lsquo;\u00e9voluer&rsquo; de la m\u00eame fa\u00e7on que dans les pays voisins, mais \u00eatre ramen\u00e9s au m\u00eame niveau. C&rsquo;est absurde\u00a0\u00bb<\/em>, ajoute encore la FGTB.<\/p>\n<p>De son c\u00f4t\u00e9, le syndicat lib\u00e9ral CGSLB maintient son opposition \u00e0 la loi de 1996 et estime que les n\u00e9gociations salariales doivent pouvoir se d\u00e9rouler en toute libert\u00e9 au sein des secteurs et des entreprises en fonction de leur situation \u00e9conomique.<em> \u00ab\u00a0Pourquoi ne pas introduire par analogie avec la norme salariale, une norme \u00e9nerg\u00e9tique, une norme d&rsquo;innovation, une norme de formation obligatoire, une norme d&rsquo;investissements publics?
