Dans la foul\u00e9e des premiers mouvements sociaux initi\u00e9s au d\u00e9but de ce mois de novembre, la CNE s\u2019inqui\u00e8te aujourd\u2019hui de l\u2019impact de cette r\u00e9vision sur l\u2019emploi. Rappelons rapidement quelles sont les 3 mesures pr\u00e9vues par le nouveau gouvernement en la mati\u00e8re.<!--more--><\/div>\n<p><strong>Mesure n\u00b01:<\/strong> la suppression du droit aux allocations d\u2019interruption de carri\u00e8re pour le cr\u00e9dit-temps sans motif ainsi que la fin de l&rsquo;assimilation pour ce genre de cr\u00e9dit-temps dans le cadre du calcul de la pension.<\/p>\n<p><strong>Mesure n\u00b02:<\/strong> le maintien du cr\u00e9dit- temps avec motif existant. Sauf pour le motif \u201csuivre une formation reconnue\u201d, le droit au cr\u00e9dit-temps avec motif sera port\u00e9 \u00e0 48 mois pour tous les motifs.<\/p>\n<p><strong>Mesure n\u00b03:<\/strong> en ce qui concerne le cr\u00e9dit-temps fin de carri\u00e8re (\u2018emplois de fin de carri\u00e8re\u2019), la limite d\u2019\u00e2ge serait \u00e0 nouveau augment\u00e9e et passerait cette fois de 55 \u00e0 60 ans. Il est possible que les cr\u00e9dit-temps sp\u00e9cifiques fin de carri\u00e8re \u00e0 partir de 50 ans disparaissent.<\/p>\n<p>La CNE r\u00e9agit donc \u00e0 ces propositions: <em>\u00ab\u00a0Dans sa d\u00e9claration de politique g\u00e9n\u00e9rale, le gouvernement Michel entend notamment durcir l\u2019acc\u00e8s au cr\u00e9dit-temps. L\u2019allocation en cas de cr\u00e9dit-temps ne sera maintenue que si le travailleur est parent d\u2019un jeune enfant ou dans le cadre de soins et de formation (jusqu\u2019\u00e0 pr\u00e9sent, aucune justification n\u2019\u00e9tait requise). Le cr\u00e9dit-temps de fin de carri\u00e8re ne sera plus possible qu\u2019\u00e0 partir de 60 ans (avec suppression des exceptions \u00e0 partir de 50 ans pour les m\u00e9tiers lourds et les carri\u00e8res longues). Il s\u2019agit bien entendu d\u2019une mesure id\u00e9ologique. En effet, dans sa d\u00e9claration de politique g\u00e9n\u00e9rale, le gouvernement veut augmenter le travail \u00e0 temps partiel contraint qui correspond \u00e0 une mesure de pure flexibilit\u00e9. D\u2019autre part, ce m\u00eame gouvernement veut diminuer drastiquement le travail \u00e0 temps partiel li\u00e9 au cr\u00e9dit-temps utilis\u00e9 par les travailleurs pour mieux concilier vie priv\u00e9e et vie professionnelle.\u00a0\u00bb<\/em><\/p>\n<p>L\u2019organisation syndicale entend souligner la probable d\u00e9gradation des conditions de travail au seins large ainsi que le risque encouru sur le plan de l\u2019emploi et demande le retrait pur et simple des mesures concernant le cr\u00e9dit-temps, d\u00e9j\u00e0 r\u00e9form\u00e9 par le pr\u00e9c\u00e9dent gouvernement.<\/p>\n<p><em>\u00ab\u00a0Chaque ann\u00e9e, en moyenne, plus de 30.000 \u00e9quivalents temps plein b\u00e9n\u00e9ficient d\u2019un cr\u00e9dit-temps dans une formule qui ne sera plus possible suite aux d\u00e9cisions gouvernementales. Le travail ainsi lib\u00e9r\u00e9 dans l\u2019entreprise par le cr\u00e9dit temps a comme cons\u00e9quence, soit de cr\u00e9er de l\u2019emploi au travers de l\u2019embauche de rempla\u00e7ants, soit de r\u00e9partir le travail laiss\u00e9 par les absents au sein du personnel existant et de diminuer ainsi la masse salariale dans l\u2019entreprise. Cons\u00e9quences: Dans les entreprises qui embauchaient pour remplacer les travailleuses et travailleurs en cr\u00e9dit-temps, ces postes de remplacement seront purement et simplement supprim\u00e9s. Et dans les entreprises qui ne compensaient pas les absences pour cr\u00e9dit-temps par des embauches suppl\u00e9mentaires &#8211; mais en profitaient pour r\u00e9partir le travail entre coll\u00e8gues &#8211;  la cons\u00e9quence sera qu\u2019elles vont se retrouver avec un surplus de personnel pour une m\u00eame charge de travail. Bon nombre d\u2019employeurs invoqueront alors une perte de comp\u00e9titivit\u00e9 pour justifier des licenciements.
