Les femmes, par contre, doivent manifestement faire face \u00e0 de r\u00e9els freins d&rsquo;ordre culturel.<!--more--><\/p>\n<p>A Bruxelles, un entrepreneur \u00ab\u00a0de la diversit\u00e9\u00a0\u00bb est d&rsquo;abord un entrepreneur, comme tient \u00e0 le souligner l&rsquo;UCM. Celle-ci a men\u00e9 l&rsquo;enqu\u00eate \u00e0 la demande d&rsquo;Actiris et constate que les entrepreneurs issus de la diversit\u00e9 \u00e9voquent les m\u00eames motivations et les m\u00eames difficult\u00e9s que l&rsquo;ensemble des cr\u00e9ateurs d&rsquo;entreprise de la R\u00e9gion bruxelloise. Elle ne recommande donc pas <em>\u00ab\u00a0la cr\u00e9ation d&rsquo;outils sur mesure mais une optimisation de l&rsquo;accompagnement et une meilleure information sur les aides existantes.\u00a0\u00bb<\/em><\/p>\n<p><em>\u00ab\u00a0Dans la R\u00e9gion de Bruxelles-Capitale, l&rsquo;origine ethnique est un frein \u00e0 l&rsquo;insertion sur le march\u00e9 du travail salari\u00e9. Le taux de ch\u00f4mage des personnes n\u00e9es en dehors de l&rsquo;Union europ\u00e9enne est double par rapport aux personnes n\u00e9es en Belgique. Est-ce aussi difficile de devenir entrepreneur \u00e0 Bruxelles quand on est issu de la diversit\u00e9?<\/em><\/p>\n<p><em>La r\u00e9ponse est clairement non. On compte \u00e0 Bruxelles 35.000 entreprises et 46 % des ind\u00e9pendants et chefs de PME ne sont pas de nationalit\u00e9 belge. Autrement dit, la structure \u00ab\u00a0ethnique\u00a0\u00bb de l&rsquo;entrepreneuriat est le reflet de la structure de la population. Certaines nationalit\u00e9s sont un peu mieux repr\u00e9sent\u00e9es, mais les diff\u00e9rences sont peu significatives et peuvent s&rsquo;expliquer par des raisons culturelles. La diff\u00e9rence est importante en ce qui concerne les femmes, proportionnellement deux fois moins nombreuses que les Belges. La raison est \u00e9galement culturelle.<\/em><br \/>\n<em> L&rsquo;enqu\u00eate montre que les entrepreneurs de la diversit\u00e9 ne sont pas enclav\u00e9s dans leur communaut\u00e9. Leur client\u00e8le est cosmopolite, \u00e0 l&rsquo;image de la ville. Ni la langue ni la reconnaissance des dipl\u00f4mes ne posent de probl\u00e8me particulier.\u00a0\u00bb<\/em><\/p>\n<p><em><strong>Les m\u00eames probl\u00e8mes&#8230;<\/strong><\/em><\/p>\n<p><em>\u00ab\u00a0Malgr\u00e9 un taux de ch\u00f4mage plus \u00e9lev\u00e9 dans leurs communaut\u00e9s, les entrepreneurs non belges ont les m\u00eames motivations que leurs coll\u00e8gues : l&rsquo;ind\u00e9pendance, la passion et l&rsquo;envie de changer le monde. Les difficult\u00e9s sont les m\u00eames aussi : le manque de fonds propres et une m\u00e9connaissance des organismes publics et priv\u00e9s qui peuvent les accompagner. Ils sont 44 % \u00e0 demander un point de contact unique&#8230; qui existe sous la forme du service t\u00e9l\u00e9phonique 1819.\u00a0\u00bb<\/em><\/p>\n<p>Pour l&rsquo;UCM, d\u00e9velopper des politiques sp\u00e9cifiques \u00e0 l&rsquo;\u00e9gard des minorit\u00e9s ethniques n&rsquo;est pas pertinent. <em>\u00ab\u00a0Il est plus opportun de s&rsquo;assurer que l&rsquo;ensemble de la population bruxelloise et des candidats starters aient acc\u00e8s \u00e0 l&rsquo;information et aux aides. La fusion des trois organismes d&rsquo;accompagnement publics pour le commerce, l&rsquo;entreprise et l&rsquo;exportation en une seule Agence permettrait de simplifier le paysage.
