Une annonce parfaite si l&rsquo;objectif consiste \u00e0 renforcer le climat anxiog\u00e8ne que nous connaissons d\u00e9j\u00e0&#8230;<!--more--><\/p>\n<p>Retour donc sur la communication de l&rsquo;IWEPS\u00a0(Institut wallon d\u2019\u00e9valuation, de la prospective et de la statistique) quant \u00e0 l&rsquo;impact de la digitalisation sur l&#8217;emploi. \u00a0L&rsquo;Institut\u00a0identifie trois cat\u00e9gories de risques : disparition, transformation et adaptation.<br \/>\n<em>\u00ab\u00a0Le croisement des r\u00e9sultats quantitatifs et qualitatifs de cette \u00e9tude permet d\u2019identifier trois cat\u00e9gories de secteurs impact\u00e9s en Wallonie : risque tr\u00e8s \u00e9lev\u00e9 (disparition des emplois), \u00e9lev\u00e9 (transformation des emplois) et mod\u00e9r\u00e9 (adaptation des emplois). Le risque est d\u00e9fini comme l\u2019impact potentiel de la digitalisation sur l\u2019automatisation des activit\u00e9s des secteurs.<\/em><br \/>\n<em> L\u2019ensemble de l\u2019emploi wallon actuel serait ainsi impact\u00e9 \u00e0 des niveaux diff\u00e9rents : 11% avec un risque tr\u00e8s \u00e9lev\u00e9, 50% avec un risque \u00e9lev\u00e9 et 39% avec un risque mod\u00e9r\u00e9. Au total, 564 000 emplois seraient menac\u00e9s \u00e0 l\u2019horizon de 10 \u00e0 20 ans. Soulignons que 2\/3 des emplois occup\u00e9s par des femmes se trouveraient parmi les professions les plus menac\u00e9es.\u00a0\u00bb<\/em><\/p>\n<p>Le constat repris par les m\u00e9dias g\u00e9n\u00e9ralistes de quoi faire trembler. Il m\u00e9rite pourtant de s\u00e9rieuses nuances, timidement mentionn\u00e9es dans l&rsquo;\u00e9tude. \u00a0<em>\u00ab\u00a0Attention, ces estimations ne se basent que sur les emplois existants. Pour compl\u00e9ter cette \u00e9valuation brute de l\u2019impact (qui ne concerne que les destructions potentielles), il faut aussi tenir compte de la compensation \u00e0 moyen et long terme (par ex., apparition de nouveaux m\u00e9tiers), de la diffusion de ces nouvelles technologies (en fonction des secteurs et du niveau d\u2019internationalisation des entreprises) et des effets macro\u00e9conomiques des innovations (gain de productivit\u00e9, baisse des co\u00fbts et des prix, augmentation des salaires&#8230;).\u00a0\u00bb<\/em><\/p>\n<p>Entre-temps, le relais m\u00e9diatique insiste sur les jobs menac\u00e9s par le processus de num\u00e9risation en cours. Ainsi, la RTBF souligne que <em>\u00ab\u00a0selon l&rsquo;institut, les postes d&#8217;employ\u00e9s administratifs sont les plus menac\u00e9s par la robotisation (116 500 emplois). Suivent les travailleurs des services directs aux particuliers, les commer\u00e7ants et les vendeurs (105 000 emplois); les m\u00e9tiers qualifi\u00e9s de l&rsquo;industrie et de l&rsquo;artisanat, d&rsquo;une part, et les professions \u00e9l\u00e9mentaires, d&rsquo;autre part, qui comptabiliseraient chacune environ 80 000 emplois menac\u00e9s par la digitalisation. Les managers wallons ne repr\u00e9senteraient quant \u00e0 eux que 2% de l&#8217;emploi potentiellement affect\u00e9 par la robotisation dans la r\u00e9gion alors que 2\/3 des emplois occup\u00e9s par des femmes se trouveraient au contraire parmi les professions les plus expos\u00e9es.\u00a0\u00bb<\/em><\/p>\n<p><strong><em>La digitalisation comme levier de croissance<\/em><\/strong><\/p>\n<p>Afin d\u2019exploiter la digitalisation comme levier de croissance, le rapport pr\u00e9conise, avant tout, d\u2019identifier les secteurs impact\u00e9s et leurs besoins en ressources sp\u00e9cifiques (financi\u00e8res, infrastructures, comp\u00e9tences). Soutenir ensuite de fa\u00e7on transversale la formation. Et enfin, mettre en place de nouvelles fili\u00e8res de cr\u00e9ation d\u2019emplois branch\u00e9es sur les nouvelles technologies (secteur TIC).<\/p>\n<p>L\u2019IWEPS envisage sept axes de politiques publiques:<br \/>\n\u2022 adopter et renforcer les comp\u00e9tences par l\u2019enseignement et la formation (m\u00e9tiers de la donn\u00e9e comme les data analysts, etc. )<br \/>\n\u2022 soutenir \u00e0 la fois l\u2019offre et la demande de services et produits digitaux<br \/>\n\u2022 pr\u00e9venir les in\u00e9galit\u00e9s socio-\u00e9conomiques port\u00e9es par la digitalisation, notamment en repensant la fiscalit\u00e9<br \/>\n\u2022 adapter les cadres normatifs en mati\u00e8re de travail et les modalit\u00e9s d\u2019\u00e9laboration de ceux-ci (\u00e9mergence de travailleurs atypiques, d\u00e9tach\u00e9s, ind\u00e9pendants, etc.)<br \/>\n\u2022 enrichir le r\u00f4le des op\u00e9rateurs publics afin de permettre plus d\u2019innovations non seulement au sein de l\u2019administration mais aussi \u00e0 l\u2019ext\u00e9rieur<br \/>\n\u2022 incorporer fortement la dimension territoriale dans la politique d\u2019adaptation au digital (smart cities, dynamiques territoriales \u00e9vitant les risques de d\u00e9crochages sous-r\u00e9gionaux, etc.)<br \/>\n\u2022 appuyer cette politique \u00e0 la politique en mati\u00e8re de transition \u00e9nerg\u00e9tique<\/p>\n<p>Le rapport de recherche complet est disponible \u00e0 cette adresse : <a href=\"https:\/\/www.iweps.be\/publication\/la- digitalisation-de-leconomie-wallonne-une-lecture-prospective-et-strategique\">https:\/\/www.iweps.be\/publication\/la- digitalisation-de-leconomie-wallonne-une-lecture-prospective-et-strategique<\/a><\/p>\n<p><em>Source : RTBF &#8211; Belga &#8211; IWEPS<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>La publication du rapport de l&rsquo;IWEPS concernant la digitalisation de l&rsquo;\u00e9conomie wallonie fait grand bruit.
