Ces derniers (issus du secteur priv\u00e9) peuvent b\u00e9n\u00e9ficier d&rsquo;un cong\u00e9-\u00e9ducation pay\u00e9 (CEP). D\u2019apr\u00e8s les chiffres analys\u00e9s par\u00a0un secr\u00e9tariat social, seuls 2,13 % des travailleurs y ont eu recours en 2016. Les donn\u00e9es recueillies indiquent par ailleurs que la formule &lsquo;profite&rsquo; en priorit\u00e9 aux femmes et aux collaborateurs de grandes structures.<!--more--><\/p>\n<p>Pour rappel, le dispositif donne droit \u00e0 un contingent d\u2019heures d\u2019absences pay\u00e9es par l\u2019employeur leur permettant de suivre la formation, d\u2019\u00e9tudier, etc. Les pouvoirs publics remboursent une partie des frais salariaux ainsi encourus par l\u2019employeur. Cette formation ne doit pas n\u00e9cessairement \u00eatre en lien avec l\u2019emploi actuel du travailleur, mais sa position sur le march\u00e9 de l\u2019emploi se renforce.<\/p>\n<p><strong><em>Un dispositif populaire aupr\u00e8s des femmes et au sein des grandes entreprises.<\/em><\/strong><\/p>\n<p>Bien que le syst\u00e8me de cong\u00e9-\u00e9ducation soit une fa\u00e7on de stimuler les travailleurs \u00e0 rester employables sur le march\u00e9 du travail, son utilisation a quelque peu diminu\u00e9 ces derni\u00e8res ann\u00e9es. En 2012, 2,43 % des travailleurs y ont eu recours contre 2,13 % l\u2019ann\u00e9e derni\u00e8re.\u00a0Il est frappant de constater que les femmes recourent davantage au cong\u00e9-\u00e9ducation que les hommes, une tendance qui se renforce ann\u00e9e apr\u00e8s ann\u00e9e.<\/p>\n<p>Il existe un lien \u00e9vident entre la taille de l\u2019entreprise et le pourcentage de travailleurs qui font usage de leur droit au cong\u00e9-\u00e9ducation : plus l\u2019entreprise est grande, plus le pourcentage de travailleurs recourant au syst\u00e8me de cong\u00e9-\u00e9ducation pay\u00e9 est \u00e9lev\u00e9. <em>\u00ab\u00a0Lorsque plusieurs travailleurs souhaitent recourir au cong\u00e9-\u00e9ducation en m\u00eame temps, l\u2019employeur peut conclure des accords concernant l\u2019utilisation du cong\u00e9-\u00e9ducation avec les travailleurs concern\u00e9s. La continuit\u00e9 de l\u2019entreprise ou d\u2019un service en particulier doit en effet rester garantie. Les r\u00e8gles en mati\u00e8re de planning d\u00e9pendent de la taille de l\u2019entreprise et du fait qu\u2019il s\u2019agisse de travailleurs exer\u00e7ant des fonctions identiques.\u00a0Ainsi, un employeur dans une entreprise de moins de 20 travailleurs est par exemple tenu d\u2019accorder le cong\u00e9-\u00e9ducation \u00e0 un travailleur seulement. Dans des entreprises plus grandes, un nombre de travailleurs plus \u00e9lev\u00e9 peut recourir au cong\u00e9-\u00e9ducation. \u00ab\u00a0<\/em><\/p>\n<p><em><strong>La Wallonie, terre peu favorable au cong\u00e9-\u00e9ducation.<\/strong><\/em><\/p>\n<p>La popularit\u00e9 du cong\u00e9-\u00e9ducation diff\u00e8re entre, d\u2019une part, la R\u00e9gion de Bruxelles-Capitale et la Flandre, o\u00f9 les pourcentages en 2016 \u00e9taient similaires (2,21 % et 2,23 %) et d\u2019autre part, en Wallonie. <em>\u00ab\u00a0Depuis le 1er juillet, les r\u00e9gions sont certes comp\u00e9tentes pour le cong\u00e9-\u00e9ducation, mais pour l\u2019instant, seules des diff\u00e9rences en mati\u00e8re de modalit\u00e9s de remboursement existent. Nous constatons dans nos chiffres qu\u2019en Wallonie,\u00a0la petite taille des entreprises explique peut-\u00eatre le recours moins important au cong\u00e9-\u00e9ducation pay\u00e9.\u00a0\u00bb<\/em><\/p>\n<p>Pour l\u2019instant, seules des diff\u00e9rences en mati\u00e8re de modalit\u00e9s de remboursement existent entre les r\u00e9gions. \u00c0 terme, nous pouvons nous attendre \u00e0 des diff\u00e9rences de contenu dans la r\u00e9glementation autour du cong\u00e9-\u00e9ducation des diff\u00e9rentes r\u00e9gions. En effet, les partenaires sociaux et le gouvernement flamands ont conclu le 11 juillet dernier, lors du Comit\u00e9 de Concertation \u00e9conomique et social flamand (VESOC), un accord sur la r\u00e9forme des incitants \u00e0 la formation pour les travailleurs. Le syst\u00e8me de cong\u00e9-\u00e9ducation pay\u00e9 s\u2019appellera d\u00e9sormais le Cong\u00e9 de formation flamand.<\/p>\n<p><em><strong>\u00c0 propos des chiffres<\/strong><\/em><br \/>\n<em>Les donn\u00e9es recueillies sont bas\u00e9es sur les donn\u00e9es r\u00e9elles de travailleurs en service aupr\u00e8s de plus de 40 000 employeurs issus du secteur priv\u00e9, auquel appartiennent aussi bien des PME que des grandes entreprises.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Avec la rentr\u00e9e apparaissent de nombreuses envies de formation continue aupr\u00e8s des travailleurs.
