Au gr\u00e9 des d\u00e9bats t\u00e9l\u00e9vis\u00e9s, des manifestations syndicales et&#8230; des r\u00e9unions du kern gouvernemental, la mesure visant \u00e0 r\u00e9duire les pensions de certains pensionn\u00e9s a \u00e9t\u00e9 retir\u00e9e. M\u00eame si la NVA annonce que cette mesure reviendra t\u00f4t ou tard sur la table des n\u00e9gociations, c&rsquo;est finalement le statu quo en la mati\u00e8re. Tout \u00e7a pour quoi?<!--more--><\/p>\n<p>Le comit\u00e9 minist\u00e9riel restreint (kern) a finalement r\u00e9ussi \u00e0 s&rsquo;entendre sur une mesure qui agite la rue de la Loi n\u00e9erlandophone (essentiellement) depuis d\u00e9but septembre : l&rsquo;id\u00e9e que certaines pensions pourraient \u00eatre r\u00e9duites en fonction d&rsquo;un nouveau mode de calcul qui prendrait en compte les p\u00e9riodes de ch\u00f4mage a \u00e9t\u00e9 abandonn\u00e9e. Ainsi que l&rsquo;objectif initial qui visait \u00e0\u00a0faire en sorte qu&rsquo;\u00e0 l&rsquo;avenir la pension de quelqu&rsquo;un qui a toujours travaill\u00e9 ne soit jamais au final inf\u00e9rieure \u00e0 celle de quelqu&rsquo;un qui a connu le ch\u00f4mage. Impact potentiel : certains pensionn\u00e9s auraient pu perdre jusqu&rsquo;\u00e0 140 euros par mois.<\/p>\n<p>Toutes les propositions \u00e9labor\u00e9es par divers groupes de travail,\u00a0ont \u00e9t\u00e9\u00a0rejet\u00e9es par le kern, hier. \u00a0Au final, l&rsquo;accord est un demi-tour : on ne changera rien pour les ch\u00f4meurs \u00e2g\u00e9s de plus de 50 ans. Le montant \u00e9conomis\u00e9 sera trouv\u00e9 ailleurs (fraude sociale et fiscale), de nouvelles mesures sont \u00e0 l&rsquo;\u00e9tude pour une nouvelle r\u00e9forme des p\u00e9riodes assimil\u00e9es. Notons que pour les moins de 50 ans, apr\u00e8s la premi\u00e8re p\u00e9riode ch\u00f4mage, les droits de pensions devraient \u00eatre calcul\u00e9s sur base du minimum l\u00e9gal (24 000\u20ac par an). Le Conseil national du Travail sera consult\u00e9 pour \u00e9tudier de nouvelles politiques d&rsquo;activation des plus de 50 ans. Une r\u00e9ponse du Conseil est attendue d&rsquo;ici le mois de d\u00e9cembre 2017.<\/p>\n<p>Les syndicats se sont f\u00e9licit\u00e9s de cet abandon et se trouvent remobilis\u00e9s pour contester davantage la r\u00e9forme des pensions en cours. L&rsquo;UCM de son c\u00f4t\u00e9\u00a0regrette\u00a0que le gouvernement ait retir\u00e9 hier une mesure \u00e9tablissant, pour les plus de cinquante ans, une diff\u00e9rence de droit \u00e0 la pension selon que la personne travaille ou pas.<\/p>\n<p>Et l&rsquo;UCM donc de rappeler : <em>\u00ab\u00a0En Belgique, le calcul de la pension est aujourd&rsquo;hui tr\u00e8s in\u00e9galitaire. Selon les chiffres du cabinet des Pensions, le montant mensuel vers\u00e9 \u00e0 un ind\u00e9pendant est de 471 euros en moyenne. C&rsquo;est plus du double pour les salari\u00e9s (978 euros). Quant aux fonctionnaires, ils sont \u00e0 2.174 euros par mois de moyenne. Rien ne justifie de tels \u00e9carts, et en tout cas pas les cotisations pay\u00e9es !<\/em><br \/>\n<em> Techniquement, la diff\u00e9rence entre les ind\u00e9pendants et les salari\u00e9s s&rsquo;explique en grande partie par la prise en compte des p\u00e9riodes non travaill\u00e9es. Un ind\u00e9pendant qui b\u00e9n\u00e9ficie d&rsquo;une couverture faillite ou d&rsquo;une dispense de cotisations n&rsquo;ouvre aucun droit de pension. Un salari\u00e9 au ch\u00f4mage se constituait une pension identique \u00e0 celle qu&rsquo;il aurait obtenue s&rsquo;il avait continu\u00e9 \u00e0 travailler. Le gouvernement a limit\u00e9 cet avantage : apr\u00e8s un an de ch\u00f4mage, la pension est calcul\u00e9e sur un revenu forfaitaire de 24.000 euros. Il a d\u00e9cid\u00e9 hier de ne pas appliquer ce plafond aux plus de cinquante ans.\u00a0\u00bb<\/em><\/p>\n<p><em>\u00ab\u00a0En mati\u00e8re de pension, les Belges ont besoin d&rsquo;un nouveau contrat social. Ils doivent avoir la garantie que les engagements seront tenus, que les montants allou\u00e9s seront \u00e9quitables et permettront \u00e0 chacun de vivre dignement tout en valorisant le travail effectu\u00e9 durant sa carri\u00e8re. Le syst\u00e8me doit aussi \u00eatre lisible et simple pour les employeurs.\u00a0Les partenaires sociaux ont le devoir de d\u00e9finir les ambitions et les fondamentaux de ce nouveau contrat social.
