Le segment est en forte hausse (+35% par an) depuis plusieurs ann\u00e9es d\u00e9j\u00e0 et pourtant, le gouvernement pr\u00e9voit d&rsquo;\u00e9liminer l&rsquo;avantage fiscal allou\u00e9 \u00e0 ce type de solution de mobilit\u00e9. O\u00f9 est la coh\u00e9rence ?<!--more--><\/p>\n<p>Les f\u00e9d\u00e9rations concern\u00e9es par la probl\u00e9matique s&rsquo;interrogent&#8230; Pour TRAXIO, FEBIAC, RENTA et la BFFMM, les hybrides plug-in repr\u00e9sentent une \u00e9tape logique et n\u00e9cessaire vers une mobilit\u00e9 \u00ab\u00a0z\u00e9ro \u00e9mission\u00a0\u00bb. \u00a0<em>\u00ab\u00a0C\u2019est sans aucun doute dans l\u2019intention louable d\u2019\u00e9laborer une fiscalit\u00e9 automobile durable et \u00e9quitable que le gouvernement f\u00e9d\u00e9ral revoit le r\u00e9gime fiscal r\u00e9serv\u00e9 aux voitures de fonction \u00e9quip\u00e9es d\u2019une traction hybride plug-in, \u00e9galement appel\u00e9es v\u00e9hicules hybrides rechargeables. Mais les projets propos\u00e9s sont contreproductifs.\u00a0\u00bb<\/em><\/p>\n<p>Les v\u00e9hicules hybrides rechargeables pourraient perdre leur avantage fiscal si leur autonomie \u00e9lectrique est trop limit\u00e9e par rapport \u00e0 leur masse. Le secteur des voitures d\u2019entreprise s\u2019oppose \u00e0 ces plans, qui pourraient donner le coup de gr\u00e2ce \u00e0 cette technologie. <em>\u00ab\u00a0En cette p\u00e9riode de remise en question du diesel, toute alternative \u00e0 part enti\u00e8re doit \u00eatre accueillie \u00e0 bras ouverts. Notamment les hybrides rechargeables.\u00a0Les autorit\u00e9s font une v\u00e9ritable fixation sur une mauvaise utilisation de ces v\u00e9hicules, r\u00e9elle ou suppos\u00e9e. Selon elles, le mode \u00e9lectrique ne serait que rarement enclench\u00e9. Manifestement, le gouvernement ne peut pas davantage se satisfaire d\u2019une autonomie \u00e9lectrique de \u00ab\u00a0seulement\u00a0\u00bb 30 \u00e0 50 km en moyenne.\u00a0\u00bb<\/em><\/p>\n<p>Pour les f\u00e9d\u00e9rations du secteur de la mobilit\u00e9, une \u00ab\u00a0punition\u00a0\u00bb quasiment g\u00e9n\u00e9ralis\u00e9e des hybrides rechargeables ne permettra jamais de s\u2019attaquer \u00e0 une \u00e9ventuelle mauvaise utilisation de la technologie. De m\u00eame, le rayon relativement limit\u00e9 de la conduite \u00e9lectrique fait, selon nous, l\u2019objet d\u2019une estimation erron\u00e9e. En effet, une majorit\u00e9 de Belges parcourt quotidiennement moins de 50 kilom\u00e8tres en voiture. De tr\u00e8s nombreuses personnes peuvent donc, par exemple, se rendre sans probl\u00e8me au travail en consommant l\u2019\u00e9lectricit\u00e9 d\u2019un hybride rechargeable. D\u2019ailleurs, les employeurs sont toujours plus nombreux \u00e0 pr\u00e9voir des bornes de rechargement. On peut \u00e9galement \u00e9teindre son moteur thermique en arrivant dans les zones urbaines, l\u00e0 o\u00f9 la pression sur la qualit\u00e9 de l\u2019air est la plus forte, pour poursuivre sa route \u00e0 l\u2019\u00e9lectricit\u00e9, sans bruit et sans \u00e9missions. Une voiture \u00e9lectrique ne doit pas forc\u00e9ment pouvoir parcourir des centaines de kilom\u00e8tres pour apporter une grande diff\u00e9rence. Les hybrides rechargeables n\u2019ont rien de \u00ab\u00a0fake\u00a0\u00bb.<\/p>\n<p>Luc Bontemps, administrateur-d\u00e9l\u00e9gu\u00e9 de la FEBIAC\u00a0: <em>\u00ab\u00a0Les \u00e9normes investissements consentis par le secteur automobile en faveur des technologies propres m\u00e9ritent d\u2019\u00eatre pris en consid\u00e9ration et encourag\u00e9s, \u00e9galement sur le plan fiscal. L\u2019automobiliste reste sensible \u00e0 cet argument, qui permet d\u2019acc\u00e9l\u00e9rer la croissance du march\u00e9 que nous observons tous. Personne ne sort gagnant d\u2019une politique \u00ab\u00a0stop-and-go\u00a0\u00bb. Le message transmis aujourd\u2019hui est en contradiction totale avec l\u2019ambition exprim\u00e9e pr\u00e9c\u00e9demment de passer le plus rapidement possible \u00e0 l\u2019\u00e9lectrique.\u00a0\u00bb<\/em><\/p>\n<p>Carl Veys, pr\u00e9sident de TRAXIO, ajoute\u00a0: <em>\u00ab\u00a0Aujourd\u2019hui, les clients ne savent plus quel est le meilleur choix \u00e0 faire quand ils ach\u00e8tent une nouvelle voiture. En outre, le r\u00e9flexe d\u2019opter pour une solution \u00e9cologique se r\u00e9pand de plus en plus. Les v\u00e9hicules hybrides et hybrides rechargeables sont actuellement un segment de march\u00e9 en pleine croissance qui, \u00e0 l\u2019instar des voitures \u00e9lectriques ou roulant au CNG ou \u00e0 l\u2019hydrog\u00e8ne, m\u00e9rite vraiment de b\u00e9n\u00e9ficier encore d\u2019un petit coup de pouce. Il ressort des premiers r\u00e9sultats de la plateforme des v\u00e9hicules d\u2019entreprise \u00e9lectriques que, pour autant que la carpolicy pr\u00e9voit le contr\u00f4le requis en mati\u00e8re de conduite \u00e9lectrique, les hybrides (PHEV) repr\u00e9sentent aussi pour les conducteurs professionnels (m\u00e9lange de trajets professionnels et priv\u00e9s) une solution interm\u00e9diaire s\u00e9rieuse dans les prochaines ann\u00e9es en vue de rendre plus \u00e9cologiques les flottes d\u2019entreprise et de renforcer dans le m\u00eame temps la sensibilisation des chauffeurs et des directions aux questions de durabilit\u00e9.\u00a0\u00bb <\/em><\/p>\n<p>Pour Miel Horsten, pr\u00e9sident de RENTA, c\u2019est surtout l\u2019inconstance fiscale que le gouvernement impose aux entreprises et aux conducteurs qui pose probl\u00e8me\u00a0: <em>\u00ab\u00a0Au lieu de mener une politique de r\u00e9action \u00e0 chaud o\u00f9 certaines technologies d\u2019abord consid\u00e9r\u00e9es comme propres sont soudainement remises en question, nous invitons les autorit\u00e9s \u00e0 nous rencontrer pour mettre en place un processus de fiscalit\u00e9 verte clair permettant une transition progressive vers des solutions plus durables. En outre, pour la \u00e9ni\u00e8me fois, on annonce des changements sur le plan fiscal dont les modalit\u00e9s ne seront d\u00e9voil\u00e9es que dans plusieurs mois. S\u2019il y a bien une chose plus grave qu\u2019une mauvaise mesure fiscale, c\u2019est cr\u00e9er de l\u2019incertitude.\u00a0\u00bb <\/em><\/p>\n<p>La BFFMM, la F\u00e9d\u00e9ration Belge des Fleet &amp; Mobility Managers, s\u2019associe \u00e0 ce message par la voix de son pr\u00e9sident, Luc Pissens\u00a0: <em>\u00ab\u00a0Les vrais hybrides rechargeables ont un r\u00f4le \u00e0 jouer dans la transition, aussi bien pour sensibiliser que pour rendre plus \u00e9cologiques les flottes des entreprises.
