Le CCE n\u2019avance pas qu\u2019un seul chiffre, car des arguments raisonnables donnent \u00e0 penser que les projections de l\u2019OCDE pour 2015 et 2016 sont trop optimistes.<!--more--><\/div>\n<p>Que retenir comme constats int\u00e9ressants de ce rapport ? Le tout tient en 5 points.<\/p>\n<p>1. Le handicap salarial accumul\u00e9 depuis 1996 atteint 2 ,9% fin 2014. Cette baisse  par rapport au rapport technique pr\u00e9c\u00e9dent montre que la combinaison des adaptations du m\u00e9canisme de l\u2019index, des baisses de charges et du blocage des salaires- c\u2019est-\u00e0-dire le cocktail des mesures concoct\u00e9 par le gouvernement pr\u00e9c\u00e9dent-porte ses fruits.<\/p>\n<p>2. Dans le pass\u00e9, les pr\u00e9visions de l\u2019OCDE ont syst\u00e9matiquement \u00e9t\u00e9 surestim\u00e9es de sorte qu\u2019en d\u00e9finissant leur politique salariale, les partenaires sociaux ont syst\u00e9matiquement pr\u00e9vus des augmentations salariales trop fortes qui n\u2019ont plus pu \u00eatre corrig\u00e9es par la suite. Cette surestimation s\u2019\u00e9l\u00e8verait  \u00e0 une moyenne de 1% par p\u00e9riode de 2 ans.<\/p>\n<p>3. Les pr\u00e9visions trop optimistes de l\u2019OCDE pour 2015-2016 ont eu pour cons\u00e9quence que le CCE a d\u00fb d\u00e9velopper des sc\u00e9narios alternatifs sur la base de donn\u00e9es nationales, par exemple. Ces chiffres alternatifs sont \u00e9videmment beaucoup plus proches de l\u2019augmentation r\u00e9ellement pr\u00e9visible des co\u00fbts salariaux dans les pays voisins.<\/p>\n<p>4. En ce qui concerne le saut d\u2019index, le CCT table sur son application effective \u00e0 partir du 1er f\u00e9vrier 2015, ce qui ram\u00e8ne le co\u00fbt r\u00e9el de l\u2019indexation pour la p\u00e9riode 2015-2016 \u00e0 0,3%.<\/p>\n<p>5. Les augmentations bar\u00e9miques garanties en vertu de la loi de 1996 atteignaient ces derni\u00e8res ann\u00e9es en moyenne 0,25 \u00e0 0,35% paf an, ou 0,5 \u00e0 0,7% pour une p\u00e9riode de deux ans. Il n\u2019y a pas de raison pour que ce co\u00fbt soit subitement inf\u00e9rieur, voire nul, au cours des prochaines ann\u00e9es.<\/p>\n<p>Par ailleurs, diff\u00e9rentes sources (comme le rapport d\u2019experts du gouvernement pr\u00e9c\u00e9dent voire la r\u00e9cente Labour Cost Survey d\u2019Eurostat) confirment qu\u2019en termes absolus (c\u2019est-\u00e0-dire le co\u00fbt salarial horaire exprim\u00e9 en euros), le handicap salarial du travailleur belge continue \u00e0 fluctuer autour de 15 \u00e0 16% par rapport aux trois pays voisins.
